These dates are for planning purposes and represent COMPASS desired timeline for this project. Any revision to the Deadline for Submittals will be made by addendum. 3 Request for Proposals: 2019 Flight for Ada and Canyon Counties, Idaho 3 REQUEST FOR QUALIFICATIONS RFP Flight Community Planning Association (COMPASS) Ada and Canyon Counties, Idaho I. Background and Project Description The Community Planning Association of Southwest Idaho (COMPASS), the metropolitan planning organization for Ada and Canyon Counties, is seeking a qualified consultant to collect digital imagery and other data for the two-county region. This update is funded by local participating member agencies. Ada County contains six cities: Boise, Garden City, Eagle, Meridian, Kuna, and Star. It is home to nearly 471,000 people. The area of interest (AOI) for the flight in Ada County is approximately 754 square miles. Canyon County contains eight cities: Caldwell, Greenleaf, Melba, Middleton, Nampa, Notus, Parma, and Wilder. The AOI of Canyon County is approximately 597 square miles and home to over 217,000 people. With the exception of a few Boise River benches and the foothills in the north and northeast portions, elevation changes are gradual in Ada County. Elevation changes are generally gradual in Canyon County as well, with some changes near the Snake River to the south and some foothills in the north. Digital terrain models (DTMs) exist for Ada County and for the Cities of Caldwell and Nampa in Canyon County. COMPASS requests the creation of color orthophotos in 2019, including an update of existing DTMs, and creation and delivery of new DTMs where none exist. At a minimum, this project will update the six inch resolution orthophotography coverage obtained from previous COMPASS orthophotography projects and increase the resolution to three inch in the urbanized area. The final product will be delivered in two separate projections. Both counties use United States (US) survey feet as the unit of measurement and both the orthophotography and the DTMs are tiled by the Public Land Survey System of Township/Range/Section. Canyon County uses a standard North American Datum (NAD) 83 Idaho State Plane West Coordinate System in its GIS base map. Transverse Mercator, Standard State Plane, NAD83 (US Survey feet) Ada County uses a modified NAD83 Idaho State Plane West Coordinate System. The modified coordinate system is based upon a mean datum elevation of 2,700 feet above sea level. Details of the Ada County control network are available from the Ada County Surveyor s home page at Division Transverse Mercator, Modified State Plane, NAD83 (US Survey feet)

4 Request for Proposals: 2019 Flight for Ada and Canyon Counties, Idaho 4 Due to the recent rapid development in the area, COMPASS is interested in understanding the Consultant s methodology for providing and incorporating the following leaf-off products: three inch orthophotography, six inch orthophotography, lidar; and other products that may include oblique imagery, building footprints, impervious surfaces, planimetric features, and contour data. If Consultant does not offer one or more of the product types listed above, please submit a solution(s) that would provide a best fit using what the Consultant or sub-consultant does offer. Creativity and experience are welcomed in the solution. Please provide a solution(s) that will meet or exceed the following minimum requirements: Orthophotography: To produce true or natural color digitally acquired orthophotos at the following resolutions for the areas described below. These are illustrated in Figure 1. Urban areas: Three inch pixel resolution orthophotography, leaf off, American Society for Photogrammetry and Remote Sensing (ASPRS) Class 1 accuracies. 423 total square miles. Ada County square miles Canyon County square miles Special areas: The area of downtown Boise has been an area of focus on past flights regarding building lean. Consultants should describe their plan to reduce building lean in this area particularly and in the overall project generally. See Figure 2. Rural areas: 6 inch pixel resolution orthophotography or better Leaf Off - ASPRS Class 1 accuracies. 941 square miles total. Ada County 493 square miles Canyon County 438 square miles Lidar: Urban Areas Quality Level (QL) 1 lidar, point density greater than 12 per square meter. 457 square miles. QL1 as defined by the United States Geological Survey (USGS) Lidar Base Specifications V1.3. Ada County 273 square miles Canyon County 178 square miles Rural Areas At least QL2 Lidar 674 square miles. QL2 as defined by the USGS Lidar Base Specifications V1.3 or better, such as QL1. Open to suggestions by Consultant. Ownership: Imagery and data produced and procured under this contract: 1) shall be unlicensed and provided to COMPASS; and 2) cannot be sold or licensed to other entities without express written permission from COMPASS.

Develop imagery data collection process and schedule. B. Collect digital leaf-off imagery data. See Figure 1. a. Three inch orthophotography in the two-county urbanized area. b. Six inch orthophotography in the two-county non-urbanized area. c. Oblique imagery for Ada County only. See Figure 4. C. Lidar. See Figure 3. a. QL1 Lidar in the urbanized area. b. QL2 Lidar (or QL1) for the remaining two-county area. If Consultant is proposing a lower point density than 12 per square meter, please describe and explain. D. Optional products: a. As described in the Project Deliverables below and to be included in the final contract. This could include building footprints, a multi-year contract option, and/or a method to help keep imagery up to date in certain areas of rapid change within the project area. E. Quality Assurance/Quality Control (QA/QC): a. This references both the internal QC process undertaken in normal processing by the Consultant, and an interactive QC process that will allow COMPASS and participating agencies to find and markup areas that have issues before the final product is delivered. F. Deliver the data in the formats explained in Project Deliverables and/or according to the agreed upon contract.

6 Request for Proposals: 2019 Flight for Ada and Canyon Counties, Idaho 6 Project Deliverables The minimum Project Deliverables and acceptable formats for each task are shown below: A. Overall Work Plan and Project Schedule a. Project work plan, including Consultant staffing and resource plan, and schedule for tasks and deliverables (Word, PDF). b. Progress reports As optimal for the project. c. Project Report - A final project report summarizing the flight acquisition, orthorectification process and impervious surface update, quality control and assurance, and deliverables provided shall be provided upon completion of the project. This report shall include a detailed narrative of the analysis, accuracy assessment, and validation of all deliverables. B. Digital Orthophotography. See Figure 1. a. Three inch ground sample distance orthophotography in the two-county urbanized area (corresponds with the built environment). Two sets will be produced for both Ada and Canyon Counties projections. i. Uncompressed images in TIF/TFW format, tiled by relative section. ii. Compressed images in MrSID format, tiled by relative section. iii. Compressed mosaic. Consultant should supply solution for rapid image loading such as managing or storing in a geodatabase; or a single mosaic. iv. Seamline polygons will be delivered to assist COMPASS with QA/QC. b. Six inch GSD orthophotography in the two-county non-urbanized area. Two sets will be produced for both Ada and Canyon Counties projections. i. Uncompressed images in TIF/TFW format, tiled by relative section. ii. Compressed images in MrSID format, tiled by relative section. iii. Compressed Mosaic, Consultant should supply solution for rapid image loading such as managing or storing in a geodatabase; or a single mosaic. c. Seamline polygons will be delivered to assist COMPASS with QA/QC. d. Digital Terrain Model i. Updated DTM delivered in a CAD file format, at the appropriate accuracy for the project. ii. A written report, and metadata, listing the practices and procedures used to produce the DTM, including QA/QC steps. e. Survey Control i. A written report (or metadata) and digital version of the results of the analytical aerotriangulation model. This report should also outline the steps performed during the analysis and include any problems identified, and solutions presented. ii. A written report (or metadata) and digital file detailing the ground control coordinates used, along with a description of the locations used. iii. A written report (or metadata) and digital file detailing coordinates captured from the airborne GPS survey.

Ground control shall be established with survey grade instrumentation under the direct supervision of a professional surveyor licensed in the State of Idaho. C. Lidar for the entire two-county area. See Figure 3 to visualize locations for high density lidar in the urbanized area and lower density lidar in rural areas. a. See Attachment 1 for lidar specifications, delivery, and derived products. D. Oblique imagery for Ada County only. See Figure 4. E. Optional Products: a. Imagery Update Propose the method and process to keep the imagery data up to date in sections experiencing significant building permit activity. Building permit data is available. b. Building footprints/impervious surfaces c. Multi-year option: COMPASS and its partner agencies are also willing to consider proposals for multiflight contracts at reduced pricing. When formulating the pricing packages, please consider using pricing for a 2019-only project and pricing for a multi-year contract that includes 2019, 2020, and possibly The 2020 flight would update high growth areas. A 2023 project would likely have the same orthophotography products as the 2019 project. Deliverable products would need to be negotiated for each project. Any multi-flight proposals should show pricing that stays flat or descends across the multiple projects. III. Submittal Requirements The submittal for the 2019 project shall include the following: A. Introductory letter: Introduction of submittal, identify the project manager, provide contact information (physical address, telephone number, and ) and a statement confirming the commitment of key personnel identified in the submittal to meet COMPASS quality and schedule expectations. The Introductory Letter shall include a statement regarding the Professional Services Agreement as described below in III-B. B. Professional Services Agreement: Provide a statement that the Professional Services Agreement (sample provided as Appendix A) has been read, that the Consultant will meet the prerequisite insurance requirements, and the Consultant, if selected, agrees to enter in to such agreement. C. Consultant qualifications and relevant experience: Discuss the Consultant s qualifications, experience and history in working in collecting orthophotography, lidar and oblique imagery. a. Demonstrate the ability to complete the project in spring 2019 including staffing resources.

Provide examples of similar past projects to demonstrate expertise in the field. D. References: Provide references for three directly applicable projects with current contact information. E. Sub-consultants: List all sub-consultants that will be directly involved in this project. a. Identify the role of the sub-consultant(s). b. Include the sub-consultant(s) qualifications, and relevant experience as described in item III-C above. References and resumes are not required for subconsultants. F. Project approach and work plan: Discuss the detailed project methodology, work plan, flight allocation plan, and proposed schedule of the project as per deliverables A through G provided in this RFP. Please highlight any innovative approaches Consultant would take that would benefit the project. Creativity and experience are welcomed in the solution(s) Consultant offers. A solution could address any or all of the desired deliverables. G. The Consultant should be prepared with packages offering Not-To-Exceed (NTE) pricing, on a per unit measurement, that are comparable to the products that comprise the various solutions offered. Please do not provide this pricing information with submittal. If the Consultant is selected, pricing will be discussed and agreed to in contract negotiation. If COMPASS and Consultant are not able to come to terms in contract negotiation, COMPASS will move to the next highest ranked Consultant from the selection process. Including pricing information in the submittal may be grounds for non-selection. H. Questions: See page 2 for instructions regarding any questions about this RFP. I. Total page limit is 15 pages. Submittal must be consolidated into one PDF file of 15MB or less. Zipped files are not recommended. b. Evaluation and Selection Process Submittals will be evaluated on the following criteria: A. Consultant qualifications, relevant experience, references: 15 points a. Demonstrated experience with developing high resolution orthophotography and lidar products. b. References from previous clients. c. Demonstrated ability to manage the project and successfully complete it on time based on proposed schedule, organizational structure of the project team, and availability and location of Consultant team. B. Project team staff/project manager: 15 points a. Proposed project team staff ability and record of achievement, particularly the qualifications and experience of key supervisory personnel and their commitment to the project. b. Experience in photogrammetry projects, including any photogrammetrists involved in the project. c. Ability to deploy equipment and personnel to complete the project in the desired manner and time frame. C. Project approach: Scope of work/work Plan: 60 points a. Proposed project approach, overall work plan and schedule demonstrates a full comprehension of the scope of services, and the ability to provide services at a high performance level and meet project requirements. Includes plan to keep COMPASS informed of project progress and decision points; both in-house QA/QC plans and procedures and the planned methodology for COMPASS QC review. 20 points b. Proposed project deliverable specifications will be compared to COMPASS known best practices and previous projects. Project includes innovative ideas for approach, deliverables, etc. to meet the project objectives. Quality and accuracy of deliverables are detailed and to recognized standards. 30 points c. Quality and thoroughness of the submittal in addressing the project objectives contained in this RFP. 5 points d. Schedule, tasks, and deliverables are clearly laid out. 5 points D. Data Delivery and Ownership: 10 points a. Method of data delivery. b. Schedule of deliverables.

14 Request for Proposals: 2019 Flight for Ada and Canyon Counties, Idaho 14 Lidar Specifications from Idaho Statewide Lidar Plan Version 1.1 Attachment 1 Link below: The lidar data should meet the following specifications: Pulse (point) density of greater than 12 pulses/m 2; the pulse density should be determined based on the needs of the project; this minimum is suggested in order to make these data useful for a wide range of applications. Lower pulse density is unlikely to result in useful data for most quantitative analyses. Capability of four returns per pulse (minimum). Flight lines with 50% side-lap. Scan angle of less than 30 o (+/- 15 o ). Vertical root mean square error (RMSE) commensurate to objectives; over flat/open surfaces less than 5 centimeters (cm). Horizontal RMSE commensurate to objectives; over flat/open surfaces less than 30 cm (based on flight altitude). Horizontal errors should demonstrate randomness relative to direction (north-south versus east-west), and horizontal RMSE should be evaluated with control points. Spatially distributed real-time kinematic control points collected across each landcover type (e.g., dense overstory with grass/shrub understory, riparian, grass/shrub, urban, agriculture, and bedrock versus regolith) and slope category (0-5, 5-10, 15+ o ) in the study area. Control points should be spatially distributed across each flight line and include a minimum of three permanent recoverable control points (monuments or benchmarks listed on the National Geodetic Survey (NDS) marks website) tied to the most current national geodetic datum when applicable. Calibrated or normalized intensity data (e.g., with Automatic Gain Control (AGC) correction, if needed) given the sensor type. Data Delivery All-return unclassified point cloud delivered in LAS format (v 1.4). All-return classified point cloud delivered in LAS format (v 1.4); classification in ASPRS LAS standards. Complete metadata in XML following Federal Geographic Data Committee (FGDC) standards detailing data quality information (accuracy assessment) and processing steps including software used to achieve the delivered point cloud data. Flight path trajectory information (Smoothed Best Estimate of Trajectory (SBETs)). At least X, Y, Z, time, roll, pitch, and heading velocity. Project and data collection reports including equipment used, equipment accuracy (assumed and manufacturer s stated accuracy), details of mission efforts including a QA/QC assessment (summary statistics broken down by land cover and slope type, histograms, etc.), survey extent, positional

Survey report with locations and accuracy of all control and reference points including permanent monitoring locations, equipment used, and equipment accuracy (assumed and manufacturer s stated accuracy). The following information need to be contained in the LAS file for each return (note: this follows the Point Data Record (Format 3) of the ASPRS LAS specification) X, Y, and Z coordinates Intensity Return Number Number of Returns for given pulse Scan Direction Flag Edge of Flight Line Classification Scan Angle Rank User Data Point source ID GPS Time (GPS Week Time and Absolute GPS Time, POSIX) Red, Green Blue (if digital imagery are collected) The LAS file header information should include the following at a minimum (note this follows the Public Header Block of the ASPRS LAS specifications). Global Encoding Information System Identifier Generating Software Georeferencing information (in GeoTiff Specification) The Consultant should also provide the following: Derived Products Bare Earth Model Surface Model Hydro-enforced digital elevation model (DEM) with break lines (as appropriate or needed). Hydro-flattened DEM Contour lines supported to the spacing supported by data. Ground point density image. Calibrated or normalized intensity return image. All of the above derived products should be in the requested file formats (e.g., TIFF or GeoTIFF) with coordinate system embedded and with complete metadata including software and processing steps used to create the derived products. Coordinate systems and projections: Idaho Transverse Mercator Ada County Projection. At minimum two flight lines should be perpendicular to all other flight lines, one at each end of the study area.
