1 Memorandum To: From: Mayor and Board of Aldermen Benjamin Requet, Senior Planner February 21, 2017 Re: Request for Water and Sewer Service for Clay Canvas Please consider this request for granting water and sewer service to Connie Collins for the Clay Canvas development, for property located outside the City Limits of Oxford in the Oxford Commerce Park at 106 Commerce Drive (PPIN #29163). The subject property is approximately +/-.80 acres and it is currently undeveloped. The applicant is proposing to construct a one-story 3,200 sq. ft. building for pottery and craft retail sales. Since this development is outside the City Limits of Oxford and requesting City utilities, the development must comply with the regulations of the Land Development Code. The Site Plan Review Committee has reviewed and approved this plan for compliance. At the regular Planning Commission meeting on February 13, 2017, the Commission approved with conditions a site plan for Clay Canvas. The conditions of approval by the Planning Commission are as follows: 1. The applicant shall provide the City of Oxford with an executed Petition for Annexation. 2. Approval is contingent on the Board of Alderman agreeing to provide water and sewer services outside of the City limits. 3. Approval is for the site plan as submitted. The applicant is seeking site plan approval to construct a 3,200 sq. ft. one-story pottery and craft store commercial building in Lafayette County, outside the City limits. Clay Canvas is seeking City utilities; therefore the site plan is reviewed by the Planning Commission. The applicant plans one point of ingress and egress at Commerce Drive. Additionally, the Land Development Code requires this site to have eleven (11) parking spaces, and the applicant is providing seventeen (17) spaces. No significant trees will be removed in the construction; thus no mitigation will be needed. Recommendation: Staff recommends approval of the Site Plan for Clay Canvas with the following conditions: 1. The applicant shall provide the City of Oxford with an executed Petition for Annexation.
