5 Project Summary Report Introduction Tipperary County Council (TCC) requires upgrade works to their current (CA) facility at Donohill landfill. This is to improve health and safety of both employees and members of the public, enclose items to improve security and traffic management of the civic amenity area. This report has been prepared to detail the proposed development of upgrade works to the current civic amenity and should be read in conjunction with relevant drawings as outlined and noted herein. The proposed development will entail the demolishing of existing party walls to the civic amenity, construction of new civic amenity building, extending of existing concrete apron, rearrangement of existing civic amenity layout and all associated ground and civil works. 6 Project Summary Report 2 Proposed Layout Since waste for landfill is no longer accepted there is now an opportunity to revisit the layout of the civic amenity site. The existing facility was quite restricted in size and it is hoped the new layout will improve management of the facility, health and safety and improve security of certain items such as electrical and metal waste. The proposed layout will see the construction of a simple agriculture type store encompassing the existing concrete apron that is enclosed by walls. To facilitate this, intermediate walls will be demolished to utilise an open plan, the total plan area of the proposed building will be approximately 230m 2 and the general finish of the building will be part rendered building and part powder coated cladding. It is also proposed to fill a void to the east of the civic amenity and construct an extended concrete apron to use for a 40 yd 3 Municipal Waste skip (refer to the accompanying drawings). All new areas will be fenced and designated parking spaces will be provided for public use. site access to and from the waste disposal facility will remain untouched as shown in the accompanying drawings. The simple agriculture type store is not expected to visually impact on the surrounding landscape or environment (refer to drawing number ). Changes to the civic amenity site will enhance the use of the facility, improve safety for users and upgrade the appearance of the current waste disposal area. The current office for the civic amenity is in disrepair and it is proposed to replace this with another temporary unit. Autotrack analysis was carried out to ensure safe manoeuvring of vehicles, this included a 5.5m long articulated trucks. 3 Storm Drainage Currently storm water that falls on the civic amenity area is considered contaminated and is directed via a holding tank to the leachate lagoon for disposal off site to a treatment facility. With the new layout of the civic amenity there is now an opportunity to segregate any storm water from contaminated water. Rainwater falling on newly roofed areas and newly resurfaced roads will be collected and discharged to the surface water lagoon located to the west of the site. Rainwater falling on existing areas will continue to discharge to leachate lagoon. 2

7 Project Summary Report 4 Foul Drainage There are no proposed new foul sewers. 5 Traffic Management Due to the nature of the proposed changes, we believe that this shall have no measurable impact on the existing traffic movements to and from the site via the Regional Road R497. The civic amenity is only open to the public Monday Thursday: 0:00-6:30, closed for lunch 2:30 3:00, Friday: 0:00 5:30, closed for lunch 2:30 3:00, Saturday: 09:00 2:45 and closed Sunday. The civic amenity facility is seldom visited by more than 3 public vehicles at any given time. There will be sufficient turning space for a 5.5m long rigid truck to manoeuvre to skips for loading as shown by the auto-track analysis on the attached drawings. Pedestrians will be able to walk safely to each waste disposal zone via a dedicated pedestrian walkway. A new parking space will be provided for members of the public with staff using existing parking adjacent to the weighbridge. The site is staffed during opening hours and would assist any disabled person should they attend. 6 Conclusions The report should be read in conjunction with the associated drawings, layouts and specifications. We feel that changes to the site will only enhance the use of the civic amenity and improve safety for all users. We trust that adequate detail has been provided for wastewater drainage layout and traffic assessment.
