1 September 20, 2016 Lake Co. 4-H Adult Leaders Committee Meeting Meeting was called to order at 7:07 by Kris Reed who led the American and 4-H pledges. A motion to approve August minutes was made by Sandy Monroe and seconded by Connie Brittingham; approved. Treasurer s report: Connie Brittingham the accounts as: General Funds Barn Maintenance Beef Expense Beef Scale Dairy Expense Goat Expense Poultry Expense Rabbit Expense Sheep Expense Sheep/Swine/Goat Scale Swine Expense Balance on hand for all accounts is $10, Connie also reported the passing of a former leader, Mary Kay Bruce, the father of a leader Arnie Dewell, and a leader Betty Van Hal. She asked that a donation to the Indiana 4H Foundation in the amount of $15 each for Mary Kay and Arnie and $25 for Betty for a total of $ Debbie Nieman so moved and it was seconded by Matt Hayden. Motion passed. Pattie Nichols moved that the treasurers report be accepted as read. It was seconded by Lorrie Nelson. Motion passed Connie also reminded the animal superintendents that the various expense funds were to be used for the 4-Hers and that the accounts should not get over $500. She suggested that animal superintendents should be thinking of ways to use the money for the benefit of the children. Correspondence or 4-H in the News: None was mentioned at this time. A letter was to be read later AUCTION COMMITTEE: Julie Ziese reporting. An auction committee meeting was announced right after the leaders meeting with election of officers on the agenda and setting meetings for the coming year. HORSE and PONY: Debbie Sajdera reporting. Officers have been elected for the next year. Debbie Sajdera-Chairman, Christi Long-Assistant Chair, and Vicky Gianni-Treasurer PR/RETENTION: Vicky Gianni reporting. Judy s husband had an accident and the committee is on hold for a while. The clubs were reminded about the window contest for this year. The theme will continue to be 4-H grows here. Pictures should be in to Lin Wozniewski by November 11th. COUNTY COMMITTEE: Connie Brittingham reporting. County Committee has not had a meeting since July. The County Committee discussed fundraisers and the 5K run on October 1 st. The next meeting is September 22, 2016 JUNIOR LEADERS: Vicky Gianni reporting. The Junior Leaders record sheets were due at the last meeting. The Monday following the fair will continue to be the deadline for the record sheets for the Junior Leaders from now on. The Junior Leaders held elections at their last meeting. Kathy Kennelly-President, Josephine Gianni-Vice President, Allison Bewick Treasurer. The other offices remain open at this time.
2 The Junior Leaders are preparing for a completion trip to Turkey Run to go canoeing. The call-out meeting for the Junior Leaders will be September 27 th. A hayride at Buckley Homestead is planned. CALENDAR: 10/1 4-H enrollments begins for both youth and adults. The educators ask that you log-on to using your existing profile to renew your enrollment. Do not try to create a new one. 10/1 5K Walk/Run: Debbie Sajdera reporting. About 80 have signed up so far. They are hoping to get around 100. Chick-Fillet will be there. There will be a Color Guard. The hope is to raise more than $1000 for 4-H 10/27 Chicken Dinner Fundraiser: Vicky Gianni reporting. Advance notice of ticket sales will help prevent people from having to wait for chicken to be cooked. Tickets are $12 in advance and $18 at the door. There is a need for donations of baskets for the silent auction. The auction will be divided up by hours so that people do not have to wait until the end to know who won the baskets. Debbie Nieman should be contacted about basket donations so she can coordinate them. 1/19/2019 Volunteer Banquet. Baskets will also be needed for a silent auction at the Volunteer Banquet. OLD BUSINESS: None. NEW BUSINESS: Janet Reed, County Extension Director, sent a letter requesting a donation to help with plants around the new Extension Building. Deanna Sutton moved that the 4-H Adult Leaders Committee donate $100 to the Purdue CES Education Fund of Lake County to help with plants. It was seconded by Danielle Ray. Motion carried. Proposed changes to the General Rules were proposed and discussed. 1) Revise policy on exhibit deadlines and adjust all rules that are affected (in Handbook and Horse and Pony Rule Book): Add on page 18 new Rule 1, and renumber the rest of the rules Members may choose to enter exhibits for judging and exhibition at the Lake County Fair and/or other venues. Participation in exhibition and judging is voluntary. In order to do this, members must: 1. Be enrolled in the 4-H project on or before May 15; 2. Complete all requirements for that project, including animal identification and project records/manuals; and 3. Enter (register) their specific exhibits for each project on or before July 1; earlier entry deadlines may apply for certain projects. Many projects allow members to enter multiple exhibits. Specific instructions for entering exhibits will be provided. Contact your club leader, project superintendent, or the Extension Office for assistance if needed. Members are advised to print a copy of their entries and review it carefully. For entries due July 1, corrections may be made by notifying the Extension Office on or before July 10. It is the responsibility of the member to verify that the changes were made as requested. At exhibit check-in, if entry is in the wrong class, it may be moved to the correct class without penalty. The correction should be made prior to judging. New non-animal entries may be added at check-in, but will not be eligible for Champion or Reserve Champion. There was much discussion about the original proposed rule change and what appears above is what the rule was revised to. Some feared that this would lead to a lack of accountability on the part of the members. There were problems with applying the rule to animal projects and not having enough cages/pens/etc. Others felt the rules were necessary because of the un-user-friendliness of the on-line
3 registration system. Others were afraid that people who felt that the computer system was too un-user friendly would just be decide to bypass the registration system completely feeling that it was not worth it to possibly get a Champion or Reserve Champion since that would not affect their checks anyway. Amy Hein moved that the rule change be recommended to the County Committee for adoption as amended and Lorrie Nelson seconded. Motion passed with 1 nay vote and 1 abstention. 2) Revise policy on Animal Project Manuals (Livestock, Horse and Pony, Cat, Dog, and Small Animals) An animal project Record sheet will be required. This will be due July 1 st for Rabbit, Cat, Dog, Horse and Pony, and Poultry and due at check-in for other livestock and small animal. Add a new Project Manual class in each department. Members will have the option of participating. If they choose to do so, manuals must be submitted to the Extension Office by July 1. Superintendents/assistants will grade them. A minimum of three activities must be completed each year. There was a lot of discussion on this rule change also. Amy Hein pointed out that this will allow the members choosing to do record books to get an extra premium and ribbon. Others were afraid it would dumb-down the project. It was also pointed out that while some of the 4-Hers do a really excellent job with the manuals, others just use a word or two answers and do not convey to the graders that they have learned anything at all doing the manuals. Due dates for the new record sheets was also a point of contention. The above amended rule is the compromise reached. The actual record sheet has not been finalized and there was a lot of discussion about that. For some projects it makes sense to have one sheet for each animal, for others where members may enter 20 or so animals, this would be very cumbersome. The final version of the record sheet would be made with in-put from all of the animal superintendents. Amy Hein moved to approve the rule change as amended above. Becky Bewick seconded. 28 were for, 7 opposed, 13 abstentions. Motion carried. 3) Put relevant information together in book: Combine p19 Rule 3 and p 21 Rule 27 into one Identification rule. Include list of which animals must be identified by May 15. There was no opposition to this. Vicky Gianni moved to approve the rule change. Deana Sutton seconded. Motion passed 4) Remove requirement of the Premise/Partnership/Lease Agreement Form. Premise/Partnership/Lease arrangements may be made but no paperwork will be submitted. P. 19, Rule 1, Delete 2 nd and 3 rd paragraphs, and any other reference to the livestock Premise/Partnership/Lease Agreement Form. Move Rule 22 from p. 20 to p. 18 and make it part of rule 1. Justifications for the rule change include the state no longer requiring the form, surrounding counties no longer requiring the form, and that it is really the honor system anyway since no one drives around the county to verify where the animals actually are. Opponents were upset by some 4-Hers ignoring the rule that no leased market animals can be sold at auction and wanted to attempt to strengthen the rule, not further weaken it. It was pointed out that the it is impossible to prevent 4-Hers from breaking the rule.
4 Amy Hein moved that the rule be adopted as read. Connie Brittingham seconded. Motion passed with 1 opposed. 5) The proposed rule change was withdrawn due to the previous rule being passed. 6) The Fair Board requested that the following rule change be made: Page 20, 20. BEDDING REQUIREMENTS: Each 4-H livestock exhibitor ( beef, dairy, sheep, swine, horse and pony, goat) is required to furnish their own bedding throughout the fair. All livestock bedding must be commercially packaged wood shavings or straw. No mulch, wood chips or sawdust. (in bold please) The question was raised as to whether pelletized sawdust would be acceptable. It was decided that would not qualify. Amy Hein moved that the rule change be accepted. Linda Dillon seconded. Motion carried. Election of Officers: Proposed slate: Chairman: Jim Wozniewski Vice Chairman: Patty Kvachkoff Secretary: Lin Wozniewski Treasurer: Connie Brittingham Kris Reed asked for other nominations. Deana Sutton moved that the Chair cast a unanimous ballot to accept the proposed slate of officers. Danielle Ray seconded. Motion carried. County Committee representatives up for re-election are Judy Dawson and Connie Brittingham. Kris Reed asked for other nominations. Hearing none, Jim Wozniewski moved that the chair cast a unanimous ballot for Judy Dawson and Connie Brittingham. Deana Sutton Seconded. Motion carried.
