SPE Asia Pacific Regional Technical Advisory Committee Floating production systems, especially FPSO, have stable demand due to its recognised adaptability, relative low cost, and flexibility. New demand however has been affected amidst the challenging oil and gas outlook in recent years. Against this backdrop, this workshop aims to bring together industry members and subject-matter experts to share, discuss and examine how to navigate the low oil price storm in providing economical and sustainable floating production facility solutions. Floating production system experts will also lead open and collaborative discussions and exchange best practices and ideas on non-conventional methods in monetising FPSO projects with the aim to advance the industry. The focus of this workshop will be centred on the sharing of technology breakthroughs, practical concepts, emerging theories and inspiring case studies from the experiences of oil companies, FPSO operators, O&M contractors and classification bodies to be applied in managing FPSO projects to meet present challenges. In addition, the workshop will provide an avenue for all parties including academic institutions, government agencies, marine associations, and classification societies to discuss current trends and market outlooks in the present industry environment. Key discussion topics will include the sharing of best practices by leading FPSO contractors, pacing and novel technologies adopted for current industry climate, decommissioning and life extension and how both oil companies and contractors do better when aiming for win-win situations in contracting. ABOUT THIS WORKSHOP This workshop will provide participants with an overview of how the floating production systems and FPSO market is adapting to the current business climate; examine cost-effective solutions in facing the challenging low oil price environment, and enable participants to share the development and execution of floating production systems and FPSO projects to date. It further aims to: Review operational best practices in extending FPSO life cycle and integrity management. Challenge mindsets in execution strategies and alternative-cost optimisation methods in FPSO projects. Discuss strategies and technologies to reduce CAPEX and OPEX. Exchange key parameters in FPSO project development from both providers and oil companies. Allow industry players, classification societies, governing bodies, associations, academics, etc. to network and share experiences and best practices

But further review should consider how different stakeholders view what is meant by and required from best practices, particularly recognising the diversity of stakeholders, including service providers, clients, regulators, and the public. Further complicating this situation is that utilisation of best practices requires right -sizing the best practice incorporating appropriate assessment and management of risks associated with performing the specific activity in question. Much can be learned from how others manage their business and utilise their best practices. But in all cases, it is essential that the parties performing the activity clearly understand, address, and manage the specific risks associated with the activity, as well as the expectations of the stakeholders, when defining and implementing their own best practices Networking Lunch Session 2: Class & Regulation Session Managers: Ashraf Azraie, HESS Exploration & Production Malaysia; Azam Rahman, This session will focus on the essential requirements of classification and regulatory aspects of Floating Facilities. The session will clarify the role and function of a classification society and enhance understanding of a society s requirements for Floating Facilities service. Session topics may include on fulfilling regulatory matters associated with the flag state authority, petroleum management requirement, helideck certification authority, hydrocarbon measurement, local safety and construction requirement at site as well as required permit and licenses to operate a typical floating facilities. The session will also discuss on the requirements to comply with specific statutory requirement set under Marine Pollution (MARPOL), Safety of Life at Sea (SOLAS) and International Ship & Port Facility Security (ISPS) Code Coffee Break Session 3: Operations and Maintenance Session Managers: Mohd Taufik Lehat, ; Idzamani Idrus, Utmost considerations should be given to Operations and Maintenance (O&M) phase of any given floating facilities in order to realise the development objectives. O&M understanding, inputs and key success factors must be thoroughly identified, addressed and regarded as an integral part of any development since early project phase, in order to achieve safe and effective production throughout the field life. Amidst the trend of floating facilities being deployed for marginal field development, imbalance consideration for O&M against Capital Expenditure could impair the economics return of the field. Topics of discussion address O&M challenges, practices and strategies being adopted by the various parties in sustaining and optimizing their floating facilities production Networking Reception/Group Dinner Tuesday, 21 November Session 4 EPCI Considerations of Floating Facilities Systems Session Managers: Idzamani Idrus, ; M Najib B Wan Chek, Among other factors that may affect the EPCI considerations is the design life of oil and gas fields which defined from the first oil or gas date until the field s cease of production. Generally, oil and gas fields
4 have a lifespan ranging from 15 to 30 years old. Some operators are currently looking into developing marginal fields which the field life is less than 10 years. However, with current low oil price leads the industry to develop these marginal and stranded fields differently technology, design of facilities and way of executing the projects. The field s profitability calculation normally being done to determine whether or not the future sales of oil and gas will be enough to cover the cost of production over the field s entire lifespan. This indirectly impact the choice of floating facilities systems to be developed among other factors i.e. number of wells, drilling costs, etc. Other considerations may include is the field type. In general, the field type can be grouped into several categories e.g. marginal field vs. normal field development, shallow water field vs. deep water field, type of reservoir i.e. deep vs. shallow reservoir and others. These type of field to be develop shall consider life of field economics, including number of wells to be developed, type of structures, drilling and operating costs, process methodology and export philosophy prior reaching the type of floating facilities to be developed. Other objectives to be successfully addressed among many others are minimum CAPEX and OPEX, maximum NPV, minimum safety concern, technical risk and environmental impact, etc Coffee Break Session 5: Digitalisation, Pacing and Novel Technologies Session Managers: Cedric Richard Morandini, Bureau Veritas (M) Sdn. The digitalisation transformation in our industry is driven by the need to lower cost throughout the F(P)SO project cycles while maintaining safety, on the basis of a central and collaborative platform fulfilling the following attributes: 1- hosting a Digital model of an F(P)SO asset with explicit modeling of actual components; 2- allowing proper project management of the unit 3- enabling Inspection and measurement campaign preparation, survey findings collection and reporting. 4- enabling anomaly management, corrective and maintenance actions planning 5- allowing condition assessment, import and export of specific data/findings with risk evaluation tools 6- ability to export into Finite Element Modeling meshing 7- connectivity with commonly used IT systems for ERP, DMS and CMMS This session will discuss and examine how digitalisation technology is transforming the F(P)SO industry Networking Lunch Session 6: Decommissioning and Redeployment Session Managers: Mohd Fauzi Yaakob, MTC Engineering Sdn. Bhd.; Syamsulzaidi Saifuzzaman, With the current declining state of oil production and price, more and more offshore floating facilities required to re-evaluate its condition. Offshore floating facilities such as Mobile Operating Production Unit (MOPU) and Floating Production Storage Offloading (FPSO) has to be decommissioned from producing fields due to economic limit. New fields has to be explored for redeployment of these facilities to cater its new home. Life extension, class renewal, strengthening works, etc. are all factors to be considered in order to get optimum decision making without compromising on HSE elements Coffee Break Session 7: Contracting and Economic Considerations Session Manager: Megat Zariman Abdul Rahim, Bumi Armada Bhd. FPSO Projects typically involve high CAPEX and OPEX in a long-term charter contract. This session will explore the issues, challenges, and lessons learnt in overcoming the contracting constraints while making the project economically feasible. Discussion leaders will address how the different terms and conditions in an FPSO contract can affect the economics of the projects. The Session will capture the points from different perspectives: operators, contractors, as well as lenders. At the end of the session, the audience should gain invaluable insights into what are the various contract terms that require more focus to ensure an FPSO contract is economically feasible for all stakeholders Workshop Summary Chairperson: Wan Marzuki Wan Ismail,

Work in progress, new ideas, and interesting projects are sought. Note-taking by attendees is encouraged. However, to ensure free and open discussions, no formal records will be kept. Workshop Deliverables: The committee will prepare a full report containing highlights of the Workshop and the report will be circulated to all attendees. PowerPoint presentations will be posted online and provided to attendees after the Workshop. Provision of the materials by Discussion Leaders will signify their permission for SPE to do so. Commercialism: In keeping with the Workshop objectives and the SPE mission, excessive commercialism in posters or presentations is not permitted. Company logos must be limited to the title slide and used only to indicate the affiliation of the presenter. Attendance Certificate: All attendees will receive a Workshop attendance certificate. This certificate will be provided in exchange for a completed Attendee Survey Form. Continuing Education Units: This Workshop qualifies for SPE Continuing Education Units (CEU) at the rate of 0.1 CEU per hour of the Workshop.
