Justin Morgan is the lead Principal for Glosten s Ocean Engineering & Analysis group. He offers over 20 years of naval architecture and engineering experience, including stability and damage survival assessment, resistance and propulsion determination, and structural system integration. Justin has provided project management and naval architectural support for both new construction and refit projects of a variety of vessels. This work has included a wide range of responsibilities, including hull form development, arrangement details, ship motions analysis, specification writing, the coordinating of regulatory body approvals, and construction support. Glosten supported VT Halter Marine with structural analysis during the design and construction of TAGM-25, a missile range instrumentation ship for the Navy. As project manager, Justin led the development of the firm s dynamic loading approach (DLA) and structural fatigue analysis (SFA) capabilities. These approaches to structural design integrate finite element methods, hydrodynamic analysis, and fatigue assessment. Justin was instrumental in the development of Glosten s mooring design and analysis capabilities, leading both pilot projects and marketing efforts. Most recently, these capabilities have supported mooring analysis efforts for a shipyard in Singapore and a single point mooring buoy design for emergency use in Alaska. Justin offers valuable transportation and logistics experience. Justin served as lead software engineer for the Tug Deployment Decision Matrix project, a tool for the US Coast Guard that aids in deciding where to preposition tugs in Puget Sound to decrease risk. The program forecasts location-dependent risk based on ship traffic, weather, and tug location. Justin managed a vessel traffic study for the oil terminal at Cherry Point in Washington. The study concentrated on the incremental risk of additional vessel traffic in the Straits of Juan De Fuca and the Straits of Georgia. He also led a formal risk assessement effort for overthe-side handling equipment, including both an operational hazard assessment and failure modes and effects analysis. Justin was extensively involved in the concept through contract design of the Alaska Region Research Vessel, initially as project naval architect and ultimately as project manager. He performed seakeeping analyses to support hull form selection; structural design and feasibility studies; and intact and damage stability analysis. During the contract design phase he managed the overall design efforts and production of the contract specifications and drawings. PS Med-Data, Inc present The Glosten Associates Rick Strong joined The Glosten Associates with 18 years of project and technology management, consulting and business experience. He is a certified project management professional and specializes in developing project and communication plans that consider large stakeholder communities and input. Rick serves as the firm s Director of Operations, working closely with Group Leads to identify the skills and resource needs to meet project demands. Working with the Director of Engineering, he ensures the firm has both the skills and tools to advance Glosten engineering and design capabilities. In addition to his operations role, Rick also supports special projects that require a high level of contract management, vendor liaison, communications, and reporting. He served as Special Project Manager for the Alcoa Aluminum Project, overseeing the inspection of several hundred boats and implementing a process for follow-up inspections. In addition to being responsible for schedule, budget and subcontractor management he was also responsible for the management of forensic engineering and organization of over 22,000 data points supporting insurance and settlement claims. He has served as the project manager and/or contract manager for the following projects: Shipyard Acquistion Due Diligence Review. Rick assisted in the due diligence review and presentation for the acquisition of industrially contaminated property for a new shipyard and marine terminal. Vessel Traffic Risk Analysis for the Gateway Pacific Terminal. Rick managed a diverse group of stakeholder including tribal representatives, state agencies, corporations, and subcontractors. Washington State Ferries (WSF) project involving the acquisition of a new passenger/car ferry. Rick maintained the project schedule and budget, managed subcontractors and supported monthly reporting. Contract manager for the Boeing Company SBX Project. These efforts included negotiation, scope and task definition, scheduling and budget tracking. Contract manager for the Washington Group Olmsted Dam project. Glosten is working under its third IDIQ contract. Rick oversees task negotiations, scope and budget tracking, and client reporting. Rick served as Special Project Manager providing services to the Titan Company in the approach, planning and execution in determination of salvaged cargo valuation. Rick Strong has been a project advisor for the Glosten Ballast Water Management Systems, and is often called on to advise on new firm initiatives.

Boeing SBX platform owner s field representative for geophysical surveys, anchor performance field testing, mooring spread installation and dry transport. Project manager for design, review, and manufacturing oversight of fendering systems for the Panama Canal Expansion. Field management of ROV survey and 3D modeling of hurricane damaged oil structures. Navigation and positioning technical specialist for maneuvering trials of a modified tanker ship and signals technical specialist for tanker ship ballast water monitoring system. Manager for the National Science Foundation sponsored review of deck gear specifications and wire safety factors in the UNOLS research vessel fleet. He was Project Manager of the R/V Knorr modifications for Woods Hole Oceanographic Institute s deepwater marine sediment coring system. He has supported various institutions in developing modifications to support new equipment and enhancements. Ken joined Glosten with 13 years of varied engineering, design and project management experience, including: Project management of ocean current studies for design of oil rigs and spar structures in the Gulf of Mexico and offshore Angola. Project management for stream flow studies used in wetland management by the South Florida Waterways Management District. Solving engineering problems related to oceanographic data collection worldwide. Including engineering the design and construction of hydraulic cranes, A- frames, hydraulic winches, power packs and a submersible instrument barge. Deck crew chief for oceanographic mooring deployment and service cruises worldwide, with responsibility for safe recovery of moorings, diving operations, refit of workboats, and parts and supply acquisition in remote locations. Dr. Thomas Mathai offers nearly 30 years of experience in ocean engineering and analysis. At Glosten, Thomas specializes in projects that deal with the hydrodynamic analysis of floating structures and numerical simulations of ship maneuvering. Thomas has contributed to projects that include floating docks, floating bridges, multiple-hull vessels, floating bodies with external forces and constraints, and multiple floating bodies with interconnections. He has developed hydrodynamic load definitions for structural analysis and implemented an efficient generalized modes approach to determine the Dominant Load Parameters in the ABS Dynamic Loading Approach for SWATH vessels. Thomas has recently been Principal Investigator for a Small Business Innovation Research Phase II project sponsored by the Office of Naval Research, which is targeted at research and development of an innovative floating breakwater concept. Prior to joining Glosten, Thomas served as junior engineer in the Offshore Design Office of Mazagon Dock Limited in Bombay, India, Thomas performed load-out analysis of offshore platforms and prepared isometric drawings of piping. He also served as field engineer and company representative on board construction vessels, installing platforms and pipelines in the oil fields of India's western offshore region. Upon completion of his doctoral study at the University of British Columbia, Thomas took up a postdoctoral fellowship in the Department of Civil Engineering. He worked there for about a year, developing computer programs for wave loading and run-up predictions for offshore platforms, calculation of the motion response of marine vessels, and prediction of wave fields within harbors and laboratory wave basins. Since joining the Glosten Associates in 2008, Dr. Eleanor K. N. Kirtley has worked with numerous project teams. Most notably, Eleanor was the Principle Investigator on vessel traffic risk assessments for Cook Inlet, Alaska and for terminal developments in the Puget Sound. She led a team of economists, scientists, engineers, and computer programmers and forecasted incidents and contaminant spill volumes. Eleanor is a leader in Glosten s environmental and sustainability efforts. She has co-written guidelines for measuring and reducing marine vessel environmental impact, published SNAME. Eleanor s other work includes: Hydroelastic analysis of the SR 520 and Homer Hadley floating bridges on Lake Washington which included the pontoon mooring lines and anchors and the static and dynamic structural and motion responses. Marine supply logistics, voyage planning tool development, and cargo throughput simulation. Emesis Study for the proposed Akutan Island Airport.
