INTERGOVERNMENTAL AGREEMENT Section of The Georgia Procurement Manual issued by Department of Administrative Services: The Georgia constitution authorizes state entities to enter into an intergovernmental agreement if the items to be acquired are available from that source. An intergovernmental agreement is a contract between two or more government entities. Permissible government entities include state and local (county, city, etc.) government entities within the state of Georgia, as well as other states of the United States of America. Intergovernmental agreements DO NOT require approval from SPD or competitive bidding and are not subject to dollar limits. Note: To be considered exempt from the competitive bidding requirements of the State Purchasing Act, the good or service must be materially provided by the other governmental entity and not passed through the governmental entity by a private third party.

3 ABOUT Georgia Correctional Industries (GCI) was established in GCI is a public corporation owned by the State of Georgia Department of Corrections, but operates on revenues generated by the sale of its products. GCI receives no direct funding from the state, but must compete in the marketplace as it provides job training for inmates in the state prison system. GCI plays a key role in meeting the expectations placed on Georgia s prison system by operating plants at 16 state prisons. Inmates working in these business enterprises receive training and develop marketable job skills and positive work habits needed for post-release employment. Paroling authorities want inmates who, upon release from prison, can find work with a living wage and, therefore are less likely to re-offend. As a programmatic component of the Georgia Department of Corrections, GCI believes that excellence can only be achieved through successfully linking training, industry, and education. The benefits derived from such a program are realized by the taxpayers of the State of Georgia, the Department of Corrections and the inmate participants. Make a note of the damage on your copy and the driver s copy of the packing list, and have the driver sign both copies. If concealed damage is found after the driver leaves, you must report it to Customer Service within 7 calendar days after delivery in order to preserve your right to return the damaged merchandise and receive proper replacement or credit. Invoicing Invoices are generated and mailed at the time of shipment. Payment terms are Net 30. Please make your remittance payable to Georgia Correctional Industries.
