1 TEXAS DEPARTMENT OF TRANSPORTATION GENERAL SERVICES DIVISION TXDOT * AMENDED: NOVEMBER 2004** PLAQUE, SERVICE AWARD PUBLICATION This specification is a product of the Texas Department of Transportation (TxDOT). It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this specification is altered in any way, the header, and any and all references to TxDOT must be removed. TxDOT does not assume any liability when this specification is used in the procurement process by any other entity. PART I GENERAL CLAUSES AND CONDITIONS 1. It is the intent of TxDOT to purchase goods and equipment having the least adverse environmental impact, within the constraints of statutory purchasing requirements, departmental need, availability and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. 2. TxDOT is committed to procuring quality goods and equipment. We encourage manufacturers to adopt the International Organization for Standardization (ISO) standards, technically equivalent to the American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q ), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources. Manufacturers should note that future revisions to this specification may require ISO certification. 3. The LOGO to be imprinted on the goods covered by the purchase order is copyrighted by TxDOT. The vendor is advised that permission for use of the LOGO is granted to meet the requirements of this order. Any person or company wishing to use this LOGO for other than this purpose must contact the TxDOT General Services Division (GSD) at (512) PART II SPECIFICATIONS 1. SCOPE: This specification describes the requirements to provide a plaque for presentation by TxDOT to employees for years of service. Allowable variations shall be in proportion. 2. DESIGNS/MATERIAL REQUIREMENTS: Plaque shall meet the following requirements (All wood dimensions shown shall be ± 1/8 inch unless otherwise stated. All metal dimensions shown shall be ± 1/32 inch unless otherwise stated. All acrylic dimensions shown shall be ± 1/16 inch unless otherwise stated.) YEAR SERVICE AWARD PLAQUE Base The base shall consist of two pieces of 3/4 inch thick solid walnut securely glued together. The bottom piece shall measure 5 inches wide X 3 inches deep; the top piece shall measure 5 inches wide X 2-5/8 inches deep, with a 45 degree, 1 inch bevel edge in front. (See drawing pages 5 and 6.) Base shall have felt pads glued on bottom on all four corners All sides and top of base shall be smooth and sealed with clear matte finish sealant. * This Specification Supersedes Specification No., Revised June ** Amended date to remove contact infomation 1-8

2 Base shall be prepared for mounting of an engraved plate by the drilling of two pilot holes in the proper position. See drawing pages 5 and 6 for approximate location of plate and holes and for front and side views of the plaque Bronze or Brass Plate Plate shall have a satin finish and be.025 inch thick X 3/4 inch high X 4-1/2 inches long Plate shall not be attached, but prepared for mounting by drilling two holes, centered, one on each end Plate shall be placed in a small bag, along with two mounting screws. The bag shall be taped to the bottom of each plaque. Screws shall be No. 1 brass, round head wood screws of sufficient length to firmly hold plate to plaque Plate shall not have adhesive backing Plate shall not be engraved Mounting Piece Mounting piece shall be black acrylic measuring 1-1/4 inches square X 7/16 inch high Mounting piece shall be securely attached to the base with a screw. Screw shall be hidden within the base State Of Texas State of Texas shall be 7/8 inch thick clear acrylic, 4-3/4 inches wide X 4 inches high State of Texas shall be permanently glued to the center of the mounting piece State of Texas and the mounting piece shall be attached to the base slightly off center so that the state is centered over the base TxDOT Logo The TxDOT logo and the words 25 Years Service, centered below the logo, shall be either imprinted or silk screened on the back of the state in two colors: PMS 185 red and Reflex blue Artwork will be provided upon request YEAR SERVICE AWARD PLAQUE Plaque The plaque shall be solid walnut board size 10-1/8 inches wide X 12-1/8 inches high, X 3/4 inch thick. Wood other than walnut will not be accepted. Outer edge of plaque shall have 1/4 inch, 45 degree bevel edge. (See drawing page 7.) The state of Texas shall be routed out all the way through the board except at four locations. In those locations, the design shall be routed only halfway through the depth of the board so that the plaque remains all in one piece. The width of the routed out area shall measure 5/8 inches wide. The state of Texas shall be 7 inches high X 7 inches wide The back of the plaque shall have a 9 inch X 9 inch chipboard securely glued to state of Texas area. The chipboard shall have black velvet or velveteen glued on the front in any area which may be seen through the routed out areas of the plaque. The chipboard shall be 1/32 inch thick Plaque shall have a hanger on back. This may be a metal hanger affixed to the back, or may be a drilled keyhole shaped opening in the back of the plaque. Whichever type is used, it must support the weight of the plaque. 2-8

3 The plaque shall be prepared for mounting the engraved plate by the drilling of two pilot holes in the proper position The wood shall be sealed with a clear matte finish sealant See drawing page 7 for approximate location of plate and holes and for a front view of the plaque TxDOT Logo The TxDOT logo shall be laser engraved in the center of the state of Texas. (See drawing page 7.) Artwork will be provided upon request Bronze or Brass Plate Plate shall be black enameled with a 1/4 Inch bronze or brass matt on all sides. This may be accomplished by using two plates, with the bottom plate being bronze or brass and the top plate being black enameled bronze or brass Plate shall be engraved with four lines of text, centered on plate. See drawing page 7 for exact wording and spacing for engraving. Vendor shall use standard engraving with Roman block font, 18 point or smaller Plates shall not be attached to plaque, but prepared for mounting by drilling two holes, centered, one on each end. Engraved plate shall be placed in a small bag along with two mounting screws. The bag shall be taped to the back of each plaque. Screws shall be No. 1 brass, round head wood screws of sufficient length to firmly hold plate to plaque. Plates shall not have adhesive backing RETIREMENT SERVICE AWARD PLAQUE: Plaque Plaque shall be solid walnut wood, 3/4 inch thick. Size of back surface of plaque shall be 10-1/8 inches wide X 8 inches high; front surface of plaque shall measure 9-3/8 inches wide X 7-7/16 inches high, with waterfall edging between front and back surfaces. (See drawing page 8.) The grain of wood shall run from left to right Wood shall be sealed, with clear matte finish sealant on front only Plaque shall have hanger on back. This may be a metal hanger affixed to the back or may be a drilled keyhole shaped opening in the back of the plaque. The vinyl shall be carefully trimmed leaving no jagged or rough edges. 3-8

4 Plate Plaque shall be furnished with two metal plates, each a minimum of.025 inches thick Back plate shall be bronze, brass or aluminum, coated in PMS 185 red, size shall be 9 inches wide X 3 inches high Top plate shall be bronze or brass, coated in Reflex Blue, size 8-11/16 inches wide X 2-3/4 inches high The top plate shall have adhesive back and be glued to the back plate and provided as one piece Plate shall be engraved with four lines of text, centered on plate. See drawing page 8 for exact wording and spacing for engraving. Vendor shall use standard engraving with Roman block font, 15 point or smaller Plates shall not be attached to plaque but prepared for mounting by drilling two holes, centered, one on each end The plates shall be placed in a small bag, along with two mounting screws. Screws shall be No. 1 brass, round head wood screws of sufficient length to firmly hold plates to plaque. The bag shall be taped to the back of each plaque. 3. PRE-PRODUCTION SAMPLE: Vendor shall submit a pre-production sample to TxDOT for approval within 28 calendar days after receipt of purchase order. The sample will be checked for compliance with specifications and vendor will be notified within five calendar days whether sample approved. If approved, the pre-production sample will become a part of the first order. Vendor shall not proceed with production of remainder of plaques until notified by TxDOT that sample is satisfactory. 4. PACKAGING: Each individual plaque shall be packed in a corrugated carton, suitable for shipping. Each carton shall be unsealed. Cartons shall be a minimum 200 pound test cardboard. Each plaque shall be placed in a clear plastic bag prior to packing in carton. Cardboard spacers shall be used, if necessary, to prevent plaque from shifting in the carton. 5. SHIPPING: The individually cartoned plaques shall be shipped in minimum 200 pound test cardboard shipping containers. Each shipping container shall be identified as to contents. 6. ACCEPTANCE AND PAYMENT: All plaques will be inspected upon receipt. Inspection will not take more than five working days. Payment will be processed within 30 days after the inspection has been completed and TxDOT determines that the material delivered meets specifications or the day on which a correct invoice for the material was received, whichever is later. 7. WARRANTY: The plaque shall be warranted against all defects in material and workmanship for a period of not less than 12 months. If the manufacturer s standard warranty period exceeds 12 months, then the standard warranty period shall be in effect. 4-8
