"Alteraton" means any acton to change modfy reconstruct remove or demolsh any exteror features of an exstng structure whereas "alteraton" does not encompass ordnary mantenance and repar whch does not requre a certfcate of approprateness and s meant to correct any deteroraton decay or damage to a structure and to restore the structure as nearly as practcable to ts condton pror to such deteroraton decay or damage provded the work does not nvolve a change n type of buldng materals. 3. GENERAL NFORMATON 1 Ste Descrpton: The subject propert measures 74 feet by 132 feet and contans a 6-unt apartment buldng and detached garage. The buldng was orgnal constructed as a sngle-famly dwellng crca Sanborn Map: The and 1957 maps show that the footprnt of the buldng has generally stayed the same over the years. 3 Relevant COA Hstory: None.. APPLCABLE DESGN GUDELNES 1 Archtectural Gudelnes for Buldng Rehabltaton: a. Artfcal and cover-up sdng should be removed and the orgnal sdng restored. b. Resurfacng the sdes of a buldng wth other than orgnal materals such as stone or brck veneer cedar shakes asphalt shngles masonte alumnum steel vnyl or dagonal wood or wde board lap sdng s not permtted. c. Gable ends back porches lean-tos and other small orgnal structures should be resurfaced n materal that s the same as the orgnal materal. d. Exstng wndows should be retaned recondtoned and well mantaned to be energy sound. e. Any replacement wndows should duplcate the orgnal wndow n type sze and materal. The shape of the orgnal wndow subdvsons should not be changed. New muntn bars and mullons should duplcate the orgnal n sze and profle shape f. Wndows wth true dvded lghts should be used n places where ths type of wndow was used orgnally. Snap n muntn bars should not be used g. Exstng door and wndow openngs should not be blocked down to accommodate stock szes. h. Ar condtoners should not be put n the wndows of any prmary façade.

15 . When orgnal doors or wndows of some mert are removed and replaced wth new they should be kept n dry storage for a future owner who may be nterested n a complete restoraton. On Aprl a stop-work order was ssued as metal was beng appled to the exteror of the prmary buldng. The metal generally covers the trm and the front gables of the buldng. The front gable wdows have also been covered wth an undetermned materal. These alternatons were made wthout a Certfcate of Approprateness. A volaton notce was maled to the applcant on July snce an applcaton for a Certfcate was not submtted. An applcaton has now been submted. t ndcates that the owner covered the trm approxmately 13 years ago wth tn to abate lead based pant but over the years the tn had blown off The applcaton also states that the wndows are n need of repar so they were covered. Attached to ths staff report s a pcture from the Polk County Assessors webpage of the buldng that was taken on Aprl The pcture shows most of the gable trm workng beng exposed wth a small segment of tn wrap on the prmary gable. The pcture also demonstrates that the house has ornate trm work that are character defnng detals. The applcaton states that the owner wshes to mantan the propert as effcently as possble as t s an ncome property and notes that thrd floor pantng s dangerous and expensve. Wrappng wood materal can trap moster and cause deteroraton. The wrap does not appear to be a long-term soluton and s no less challengng to apply than performng typcal mantenance such as pantng. The subject work does not comply wth the Archtectural Gudelnes for Buldng Rehabltaton. STAFF RECOMMENDATON Staff recommends denal of the requested Certfcate of Approprateness.
