8 Conference Agenda day 3-18 November 2014 Workshop (A) Custody Transfer Best Practice Workshop Leader Mr. David Fisher Custody Transfer is the transfer of responsibility from one party to the next. In terms of oil and gas this does not necessarily constitute a transfer of ownership as the product could be transferred into multi user pipeline with the production and product out still being the property of the original owner. Emerson For Custody Transfer Flow Measurement there are a variety of installation technology types, this paper therefore addresses the subject in a general nature, however each installation will probably have very similar system and equipment requirements. What is applicable to ALL installations and for all the people involved in Custody Transfer metering and allocation, is the attitude to be adopted to the measurement. Metering and hydrocarbon allocation is at the heart of the financial transactions and involving enormous sums of money. They deserve appropriate respect and an understanding as to why we place so much importance to them. The procedure of applying best practices in Custody Transfer is also identified where the actual measurement uncertainty is under the current operational practices. What are the selection criteria and when does it make meteorological, fiscal, and economic sense to convert? Plain facts to improve your decisionmaking. In the laboratory, Gas Ultrasonic Flow Meter - certainly after multipoint linearization the end result are almost ideal straight lines with errors close to the repeatability of the lab. However, for the user, the key issue is not how good his meter is at the lab, but what the accuracy is after installation in the field, and then, how he can be sure that the meter s performance is not deteriorating over time. This has been recognized by the ISO standard and also to a lesser extent - by AGA Report No. 9. In order to ensure that the quality of the calibration curve is transferable to the field, in the ISO type testing is introduced.
