7 PANEL CONFERENCE DISCUSSION AGENDA WORKSHOP 1 09:00 12:00 How API 4.5 and 5.8 have affected the industrial approach to proving and validation Herman Hofsted - Sales Director Krohne Oil & Gas With the introduction of the API Manual of Petroleum Measurement Standards Chapter 5.8, «Measurement of liquid hydrocarbons by ultrasonic flow meters using transit time technology» ultrasonic flow meters became an accepted technology for custody-transfer measurement of oil and derivatives. However, before the appearance of API 4.5, Chapter 4 Proving Systems; Section 5 Master Meter Provers, the task of proving involved the use of a mechanicall ball prover, or even recalibration in a governmentally approving testing lab. Master meters gave a new alternative based on an accepted, experienced technology. But more resulted from API 5.8: New design concepts for CPU s, FPSO s, loading and offloading, along with new supervisories and software. This presentation gives you the pros and cons of master metering and a unique insight into the state-of-the-art in designing proving and validation systems for onshore and offshore usage, and for manned and unmanned platforms. It deals with hybrid ball-prover / masster-meter systems for both mobile and fixed situations. It also covers in depth the ability to use a small volume prover, especially the features that have to be an integral part of the duty meter and the flow computing required to ensure reliable proving. WORKSHOP 2 09:00 11:00 Introduction to uncertainty in measurement. In any fiscal metering system there is a requirement to demonstrate that uncertainty in measurement is within limits agreed. These may be limits set by any of a number of interested parties such as government bodies or pipeline committees. Typical values are ± 1% for a gas metering system and ± 0.25% for a liquid metering system. This workshop is designed to provide an introduction to the principals and practices used when estimating uncertainty in measurement. WORKSHOP 3 12:30 14:30 Software tools for reducing exposure to mismeasurement As metering professionals our task is to ensure and be able to demonstrate that measurement systems are maintained at a level which gives confidence in reported quantities. This involves the verification of calculations, the management of calibration regimes and the calculation of uncertainty in measurement. During this workshop we will discuss and demonstrate the way in which measurement systems can be managed using the KELTON Fiscal Metering Management Package (FM²P.net.) and how data gathered can be used to target maintenance activates and demonstrate compliance. WORKSHOP 4 09:00 14:00 Flow Measurement Best Practices Workshop Leader Mr David Fisher, Emerson Process Management There are many areas of Flow Measurement which require an understanding to select the right technology for the application. From Process measurements to Custody Transfer applications the flow meter is the heart of the application, however selection is only the beginning. How do you ensure the meter and the associated equipment is installed and performing correctly? This workshop will provide the attendees with an overview of current flow technologies their selection and benefits. It will discuss applying industry best practices in flow measurement and gaining an insight into Best Practices as a method or technique that consistently show s results superior to those achieved with other means. In addition, a «best» practice can evolve to become better as improvements are discovered. Best Practice is considered as the process of developing and following a standard way of doing things that multiple operations and sites can use. Additionally the workshop will provide information on utilising the diagnostics of the flow technologies including verification and approvals to ensure maintenance and operational best practices are understood.
