It is often called the cash register of the industry because of the impact it has on financial matters. As new industry challenges arise, flow measurement technology, applications and standards also develop. The conference addresses these challenges. This annual event brings together representative from the entire supply chain: operators, service and supply companies, manufacturers, consultants, regulators, researchers and standards bodies. Attendees will learn from the field experience of others, hear about developments in R&D and receive guidance relevant to their own unique challenges. They will hear technical presentations, attend showcases of new technology and network with other specialists. A programme of training courses accompanies the conference, giving opportunities for additional knowledge exchange. The presenters are highly regarded; their global expertise and experience will be available to all attendees. Flow measurement is crucial to virtually all aspects of the oil and gas industry. Staying abreast of best practice helps organisations operate safely and efficiently and maximise revenue. The Heritage Running for over 15 years, the South East Asia Flow Measurement Conference combines technical presentations, discussion sessions and an exhibition area. This conference is the only major event in the region dedicated to flow measurement practice and technology. In 2018, for the first time, this conference is being run by a partnership comprising the Malaysian Oil and Gas Services Council (MOGSC), CEESI, DNV GL and NEL. This partnership has helped produce a strong technical programme and will provide attendees with access to a global network of flow measurement expertise and research knowledge.

2 Conference Outline The 2018 conference programme covers topics which are relevant to companies operating in South East Asia. It will be delivered by local and international speakers. The event will open with a keynote presentation by Razali Ibrahim, Chairman of the Malaysian Technical Committee on Petroleum and Gas Measurement/ Principal Engineer, PETRONAS. This training course provides in-depth insight into all aspects of fiscal metering, such as best practices in gas flow measurement and gas quality measurement, metering policy and international standards and new developments. It helps you to design and operate accurate and reliable metering stations with low levels of measurement uncertainty. You will find out how to minimise systematic errors, learn to judge whether the company that measures your natural gas usage is generating accurate data and push your gas balance to equilibrium. The target group for this training is metering managers, metering engineers, design engineers, station operators, service staff and inspectors of fiscal metering stations. After attending you will have gained both practical and theoretical knowledge on metering in custody transfer. You will understand the principles of designing and operating fiscal metering systems for natural gas and you will be fully aware that designing an accurate measurement system not only requires sound knowledge of metering techniques, but also practical experience of do s and don ts. Aernout van den Heuvel works for DNV GL, he is an internationally recognized expert in gas flow measurement at high pressure. Between 2000 and 2013, he was leading the scientific staff, responsible for many significant quality improvements, of the Bernoulli laboratory in Westerbork, one of the world s largest high pressure flow calibration facilities. He has done experimental work on full-scale gas systems in close collaboration with Gasunie and several manufacturers of gas meters which has given DNV GL unique knowledge of rated operating conditions, which are crucial for measurement accuracy. In recent years he has been advising a major European gas transportation company on metering & calibration issues. Aernout van den Heuvel has also been deeply involved in metering policy projects. As lead auditor, he has been auditing a large quantity of fiscal metering stations across Europe, the Caucasus area, the Middle East and India Thursday 15 March 1-DAY INTRODUCTION TO ALLOCATION SYSTEMS The course will cover the commonly used methodologies for allocation in hydrocarbon production systems and novel developments in this area. The advantages and disadvantages of these methods are described and the underlying uncertainty calculations, required for assessing the allocation system, will be elaborated. The sources of uncertainty within an allocation system like metering and PVT uncertainty will be highlighted and quantified.

7 The theory is put in practice by means of a case study based on a real field application. The target group for this training is metering/allocation managers and engineers, and (third party and/or regulatory) inspectors of allocation systems. The attendee will learn about the different allocation principles and gain insights in the typically attained uncertainty associated with these systems. You will learn how to assess an allocation system and identify the sources of imbalance. Dennis van Putten works for DNV GL as an expert in multiphase and wet gas flow metering. He was involved in the design and construction of the Multiphase flow test facility in Groningen. He has a background in mechanical engineering and received his MSc degree in Fluid Dynamics on the subject of numerical modeling of multiphase flows. After his graduation in 2007 he started working in the upstream gas processing industry. During this time he performed research on efficient algorithms for multicomponent condensing natural gas for which he received his PhD in Currently, he is involved in the multiphase R&D work including flow regime characterization, uncertainty calculations, development of experimental techniques and focusses on test procedures and standards for multiphase meter testing. Additionally, he is involved in assessments of hydrocarbon allocation systems and audits of installed wet gas and multiphase meters. Thursday 15 March 1-DAY MEASUREMENT UNCERTAINTY Measurement is fundamental to the control of quality, efficiency and safety. This course is suitable as a beginner s introduction to uncertainty. Friday 16 March ½-DAY MULTIPHASE METERING The demand to measure multiphase flows is increasing in the oil and gas industry worldwide. Multiphase meters can offer a range of cost effective options from periodic monitoring of well production to their use in shared pipeline allocation systems including fiscal allocation. Each application will have specific measurement criteria, budget and uncertainty targets. The cost of meters and their complex integration of measurement technologies can add pressure to the selection of suitable meters especially for more challenging conditions, e.g. subsea installations. This short course will give engineers a basic understanding of the complexities of multiphase flows, effective metering techniques, selection and testing of meters and flow assurance strategies. Craig Marshall is a technical consultant and trainer at NEL. Since starting at NEL he has mainly worked in the field of single phase flow measurement with a focus on secondary diagnostics and uncertainty. In 2010, Craig became a member of the British Standards Institute working group for Velocity and Mass Methods (CPI/30/05) and has recently became the chairman of this group.
