1 MIRO Newsletter for October 2018 EMERGENCY PRACTICE NET Thursday, October 11th, 7:00 PM Jamie Feinstein K7IWI - NET CONTROL Scribes and NCS trainees: Elliot Matteson KI7QGM and Dan Witmer W6DRW The net will start on the VHF MIRO repeater frequency of MHz + offset, with a CTCSS tone of Hz for business and check-ins. It will then shift to the UHF repeater on frequency MHz + offset with a CTCSS tone of Hz. In the event of a repeater failure, first try the other repeater; if that has failed, shift to the Mercer Island Simplex PLEASE SPEAK SLOWLY AND CLEARLY ON THE NET! Information being sent over the net is recorded by hand in the Radio Room. Practice Prepares! MIRO MEETING at North Fire Station FD91 Thursday, October 18th, 7:00 PM: This regular monthly meeting topic will be Hand- Held Radios once again featuring Bob Tykulsker KM6SO, MIRO Radio Officer. The presentation and exercise will be a reprise of his BaoFeng presentation, but will feature the YAESU FT 60 HT that is used by a number of MIRO Members. The goal is that each MIRO member be prepared to manually program a new repeater on a different HT. Bob will have extra FT60 radios that evening. I ve attached a YAESU FT 60R Cheat Sheet at the end of this Newsletter. NEWS & ANNOUNCEMENTS: 1. SEP 7 City-Staff SET: 10 MIRO Hams participated. Pat Hackett K7PTH and Elliot Matteson KI7QGM manned the MICEC Radio Room, sending both radio calls and WINLINK messages. Bill Ellis KF7PB, Charles Johnson W4TQH and Woody Howse K7EDH manned the City Hall Radio Room, receiving the MICEC input and presenting it to the EOC. Since we did not have access to WEBEOC, our information input was all handwritten. Dave Uhler W7DDU was a Volunteer Liaison, and Kendra Uhler KG7MFR handled injects. Hal Quinn K7HCQ was the Medical Support at the MICEC Shelter, and Toni Okada KI7UZL and Bob Tykulsker KM6SO helped with other Shelter activities. This was the best City exercise I ve seen in the last 10 years. The very senior city staff that was gathered in the EOC and responding to the simulated conditions and injects included the Chiefs of Police and Fire, Assistant Chiefs and Commanders and many other senior staff. Incident Commander was Mike Kaser, head of IT. All of us got a lot of good practice. All who participated send a hearty Well Done to Officer Jennifer Franklin, MIPD. And yes, we turned up things we could do better and also discovered some equipment problems. We still want to learn and become proficient using WEBEOC!

SEP 20 King County Emergency Operations Center: We had 11 MIRO Members, one spouse, 2 Mercer Island volunteers and 2 guest hams from the Kirkland ARES group participate, arriving at the King County EOC by 7 PM. Jason Shirron, KE7EEL, welcomed us for the tour. He is the Emergency Management Coordinator, Technical Operations and Emergency Worker Administrator for the King County Office of Emergency Management. Through corridor windows, we observed the King County Sheriff s 911 center. Mercer Island 911 calls go to the NORCOM 911 center on top of the Bellevue City Offices building. Non-incorporated King County calls and a number of the calls from small communities go to the center we were observing. We then observed the 175-foot antenna tower that serves the center. Our biggest surprise was at the base of the tower, where police dogs are buried and remembered. Finally, we went to the King County Emergency Operations Center and Radio Room. It was very interesting to see a huge EOC, where many people direct actions in a real emergency.

SEP 29 Fifth Saturday EOC-EOC exercise: The MIRO Emergency Net was activated at 0900 on Saturday morning by Pat Hackett K7PTH and Bob Tykulsker KM6SO. 11 MIRO members checked in with tactical messages reporting simulated conditions in their neighborhoods. The net was closed at Bob and Pat continued the morning exercise in voice and WINLINK communication with neighboring Region 1 EOCs and the State EOC at Camp Murray. 4. CEMNET: Since CEMNET continues to be unusable, we began communications with Bellevue and Renton EOCs; Jason Shirron, King County Emergency Management Coordinator; and Anthony Clark, Alert and Warning Center Supervisor, Washington State EOC at Camp Murray. Following is the recent response from Tony Clark describing what the issues are and the urgency to get them fixed: Good morning Emergency Management Partners, As many of you are aware we have been having connectivity problems with CEMNET for over 2 years now. There are numerous theories about why this is happening. I can assure you that we share in your frustration with the problem. Our Network Operations Manager, Rich Hall, and his team have been working this issue for well over a year and as of late are working one on one with DEM Managers and the actual CEMNET operators across the State as the weekly tests are conducted.

4 Page 4 of 5 As you can imagine it s a monumental task to coordinate the testing and troubleshooting of 69 CEMNET stations across 34 counties. Those 69 stations are bouncing signals off 12 towers located on limited access mountain tops from one end of the State to the other. To complicate matters, most, if not all, of these systems on the mountains were installed in the early to late 1990s. There have been upgrades throughout the years but in many cases we re trying to get technology from one era to be interoperable with technology from another era. Specific problems are being identified every week as the testing continues and the thing that has become clear is that the problems are not specific to the State system on Camp Murray. In several instances we have clear communications some stations but no communication with others who are using the same tower and are the same distance from the towers. The Network Operations Team is working very hard to identify the individual problems associated with each station and is developing a plan to fix the issues and make it a viable system again. Our intent is to publish a plan for identifying the specific causes of the problems by 2 October 2018 with the goal of having a clear understanding of what we are facing and a path to fixing it by the end of 2018 calendar year. We is the operative word here. As we work our way through this task I would ask that all of you continue to participate in the weekly testing. 6 K7EDH Yaesu FT-60R Setup Frequency 1. If in memory mode, press V/M to select VFO mode. 2. Press Band repeatedly to select band. 3. Use the VFO knob to select the frequency, or enter the frequency using the numeric keypad. Tone 1. Press F/W, then 1 (SQ TYP) to enable tone operation. 2. Rotate DIAL knob to select TONE 3. Press PTT to save setting. 4. Press F/W, then 2 (CODE) to enable tone selection. 5. Rotate DIAL knob to select desired tone frequency. 6. Press F/W to save selection. Repeater Shift (probably won t need to change this) 1. Press F/W, then 0 (SET) to enter Set mode. 2. Rotate DIAL knob to select Set Mode Item 38: RPT MOD. 4. Rotate DIAL knob to select desired shift: RPT.-, RPT.+, or RPT.OFF. Offset (probably won t need to change this) 1. Press F/W, then 0 (SET) to enter Set mode. 2. Rotate DIAL knob to select Set Mode Item 45: SHIFT. 4. Rotate DIAL knob to select desired frequency shift. Memory Storage 1. Press and hold F/W for one second or until the memory channel indicator on the upper right begins flashing. 2. You have 10 seconds to select the memory channel for the current radio settings by using the DIAL knob. If you do not make a selection, the current settings are stored in the next available memory channel. 3. Press F/W to save the memory channel setting. HT Dial Lock (avoid accidental frequency changes when HT is on. 1. Press F/W, then press 0 (SET) to enter Set mode. 2. Rotate DIAL knob to select Set Mode Item 25: LOCK. 4. Rotate DIAL knob to select: LK DIAL. 6. To activate LOCK, press and hold the 6(LOCK) key for one second. 7. To UNLOCK, press and hold the 6 (LOCK) key for one second.
