2010 Simulated Emergency Test (SET) Saturday, OCT 9 Will involve area hospitals, Red Cross shelters Focus on message traffic Voice message handling Packet messages via the W9TCA-1 BBS

2010 SET Major Objectives Conduct an orderly and timely call up of all available Tippecanoe County ARES members for deployment in a medium-to-large scale disaster. (Phonevite) Have participating amateur radio operators use only emergency power. Provide communications support for the Red Cross in a major operation.

2010 SET Minor Objectives Establish and maintain reliable, infrastructureindependent communication circuits between multiple locations within Tippecanoe County and surrounding areas. Pass detailed information between various locations. Utilize packet when appropriate for the message content Make effective use of non-ares amateurs willing to participate. Pass simulated-event traffic between served agencies.

2009 SET Retrospective Did everything go perfectly? No That s why we have exercises

2009 SET Lessons Learned Antennas: Pretty darn important!

2009 SET Lessons Learned Location at Red Cross not suitable for proper antenna deployment May not always be able to deploy in grass or field area Improvise ways to deploy HF antennas and tall masts on blacktop/concrete surfaces Reliance on repeaters must not happen Consider simplex operation when choosing a location for antennas and operating positions

2009 SET Lessons Learned Height is your friend Always choose more antenna height over more power ALWAYS

2009 SET Lessons Learned Know your equipment Pre-programmed memory channels Program new ones with correct frequency, offset, tone Check reverse (repeater frequencies) Change power output Equipment dependability is vital Does it work? All of it? Together?

2009 SET Lessons Learned Better prepared Net Controls are needed for events Separate Net Controls for each net Separate radios for each net Headphones or headsets for each NCS Separate radio for tactical simplex channels No HTs for Net Controls! Use mobile radios only!

2009 SET Lessons Learned Communications Log sheets for each operator Each Net Control must constantly monitor their frequency for calls NO EXCEPTIONS Make use of alternate NCS when manpower is available Better communications between NCS and EC and other on-site personnel is needed

2009 SET Lessons Learned

2010 SET What To Expect Deployment to a variety of locations Voice communications Local (FM, 2M/440, repeaters & simplex) (No HF operation is anticipated this year) Data communications Local (Packet: BBS messages) APRS may likely come in handy Weather outlook for Saturday: Severe weather is expected in the region

Repeater periodic announcement: Emergency Net Repeater weather radio not muted Special courtesy beep Reduces Is there a net up? traffic Discourages casual operators from interrupting

No confusion about station identity No need to know operator callsign Still need to legally identify

Check in at designated rally point Pre-deployment briefing Check out when leaving for assignment Check in with NCS on arrival at assignment Check out with NCS when leaving assignment Post-deployment briefing Let us know where you are at all times

At end of each voice contact At end of each message sent via packet Periodic announcement by NCS

Are people where we think they are? Are radios working? 30 minute intervals

Identify official ARES participants Access control

Voice vs packet Message length Message content Radio vs sending a runner Confidential information Prohibited transmissions Use BBS for packet traffic
