1 PROCEDURES Page 1 of 5 OBJECTIVE: Of fundamental importance to Fire Department operations is the assured operability of communications equipment. Malfunctioning or inoperable communications equipment will severely hinder the Fire Department s efforts to quickly, safely and professionally mitigate an incident. The responsibility of maintaining reliable communication mediums falls on every member of the fire department, including senior volunteers. This policy sets forth procedures to assure the operability of communications equipment entrusted to the Senior Volunteers. PROCEDURES: General Radio Procedures: Radio Etiquette: All users of radio systems must adhere to operational policies. All radio transmissions between the Dispatch and emergency responders must include the full unit designation preceded by the unit identifier. EXAMPLE 1: "Escondido Fire EXAMPLE 2: "Engine Using abbreviated call signs such as 13 from 91 is an example of inappropriate radio traffic with one unit hailing another. This can cause confusion and possibly inhibit safe operations for other units sharing the same Talkgroup or frequency. Radio Use Behaviors: Know what you want to say before you key the radio. Make certain you are on the correct talk group. Wait for the tone acknowledgement before speaking. Keep it short and simple. Remain calm and speak clearly. Clear text (plain English) should be used for all communications. Transmissions should always include unit identifiers. Remember others are listening.

2 PROCEDURES Page 2 of 5 Use standard expressions: Go Ahead = Pass your Message Copy = Message received and understood Repeat = Retransmit Message Standby = Wait for reply Affirmative = Yes Negative = No Do you copy? = Please acknowledge Unreadable = Message not clear or not understood Disregard = Don t pay attention to the last traffic International Radio Operators Phoenetic Alphabet: Motorola APX Mhz Portable Radio Procedures: Turn on the radio by rotating the ON/OFF/Volume Control Knob. Increase volume by rotating knob clockwise, decrease counter clockwise. Verify radio displays proper settings (currently Zone 16 Mode 5B-Z). If this Zone is not displayed you must follow procedures to change the Zone. Verify the 16-position (Mode) selector knob is in the correct position (currently 5B). This is the first of up to 16 Talkgroups (modes) that can be selected by rotating the selector knob. Refer to EFD fleet map.

3 PROCEDURES Page 3 of 5 When the radio displays Zone 16, (Mode) Talkgroup 5B, it is in the HOME position for Escondido. Select Scan to ON position by switching the 3 position, A-B-C, toggle switch to A position. The scan symbol z will appear on the display. To turn SCAN to OFF position, switch toggle to either B or C position. With scan ON, the radio will receive all traffic broadcasts on the Modes/Talkgroups that are programmed in the radios scan list. To LOCK keypad, rotate the slide switch located above the top screen at the bottom of the 16-position (Mode) selector knob to the 0 position. To UNLOCK the keypad, rotate to the O position. To transmit, press the Push-To-Talk (PTT) button on the left side of the portable XTS radio. The radio will beep 3 quick tones if it is clear to transmit. If the selected Talkgroup is active or no frequency is available, a busy or wave-off tone will be heard. Do not continue to press the PTT. The radio will beep back three times when you are able to transmit, at this time press the PTT and immediately hold the microphone approximately 1 from your mouth and begin speaking. At the end of duty shift turn off the radio by rotating the mode selector knob all the way counter clockwise and verify the display is blank. Place the radio on the charger and verify either the red or green light illuminates. If no light comes on, reinsert radio into the charger until one of the lights illuminates. Motorola APX MHz Mobile Radio Procedures: This radio will be found mounted in all EFD apparatus and department vehicles except the SV Van. Power on/off switch is a push button. Radio is wired to always come on with battery switch unless power has been disconnected from the radio. Press PWR to turn on the radio. Volume is adjusted using the knob on the left side of the screen. The display window will show current Zone and Talkgroup and scan status. There are 5 soft key buttonsat the bottom of the screen. They are as follows: Zone allows access to all of the talkgroups in the radio by pressing this button and then using the up down/right left button below the channel knob on the right.

4 PROCEDURES Page 4 of 5 Scan allows access to scan channels in the scan list by pressing the button once. Press the scan button and hold to access scan programming features. RSSI will show the closest simulcast site the radio is communicating with and the signal strength. PRFL and NUIS are functions that we will not use in the field. In the top left corner of the screen is a signal strength indicator for the simulcast cell site. Using the round knob on the right side of the radio will scroll through the selected talk group. The round up down/left right button below the channel selector knob on the right will allow you to move vertically through the fleet map. This is a scroll feature that will wrap around from Zone 1 to 16 or the opposite way. Using the Mode switch you can select a Talkgroup from 1 to 16 in a Zone. The Mode switch allows you to move horizontally through a Zone. The pressing and holding the Home button returns you to Zone 16, ESC and Talkgroup 5, DISP. Pressing the Scan button one time will place the radio in Scan mode. An arrow will appear on the display above the scan button to indicate the radio is accessing the scan list. Pressing the Scan button a second time will exit scan mode. To transmit, press the Push To Talk (PTT) button on the microphone. The radio will beep 3 quick tones if it is clear to transmit. If the selected Talkgroup is active or no frequency is available, a busy or wave-off tone will be heard. Do not continue to press the PTT. The radio will beep back three times when you are able to transmit, at this time press the PTT and immediately hold the microphone approximately 1 from your mouth and begin speaking. Emergency Button Activation: The 800 MHz portable radios are equipped with an emergency button. This button is used to transmit coded data to the ECC that indicates a life-threatening emergency is occurring. This activation will alert the ECC as well as other radios on the system. The alert at the ECC will indicate the radio/user I.D. that transmitted the emergency. For units assigned to FIRE and HazMat incidents: The ECC will contact the user on the designated emergency talkgroup, and determine the scope of the emergency

5 PROCEDURES Page 5 of 5 The user declaring the emergency should be prepared to provide a brief report on their situation, location, and needs. The dispatcher will also broadcast the emergency traffic warble tone on this channel, and broadcast to all personnel that there was an emergency activation. ECC NOTE: The RCS console does have the ability to switch to the warble tone. Dispatchers may need to take the extra step to switch the tone to warble. The Incident Commander will be notified on the assigned Tactical or Command channel that a unit on their incident has declared an emergency and is now on the emergency Talkgroup. The Tactical Dispatcher will alert all personnel using the emergency warble tone and broadcast to all personnel that there is an emergency activation situation. The ECC will continue to monitor the emergency activation channel until released by the IC. When the emergency activation announcement is received by the remaining users on the incident, they should not switch their radios to monitor the emergency activation channel unless directed to do so by the IC. Company Officers should use the activation as a prompt to conduct a quick accountability of their assigned personnel. For units not assigned to an incident or units assigned to non-fire or HazMat incidents: There is the potential for the emergency button to be activated by a user who is in a dangerous situation and is unable to communicate. The ECC will consider all emergency button activations on these incidents to be potential life-safety incidents until determined otherwise. Upon receipt of the emergency activation, the ECC will attempt to contact the user by stating {radio user ID}, Escondido Fire., Update your status. Any response other than Accidental Activation will be deemed a response given under duress.
