After careful examination of the above specification together with the general conditions referred therein, we hereby offer to supply, erect, test and commission the materials covered thereon complete in all respects as per specification and general conditions at the rate quoted in attached schedule of prices of the tender. 2. The Divisional Head (Elect), invites sealed tenders from reputed manufacturers having CPRI test certificate only for Design and Supply of 1no 8MVA, 33/11KV ONAN power transformer complete with all accessories as mentioned in tender specification for Infocity at Chandaka I.E. Bhubaneswar. The tender documents will be issued on production of following documents. Copy of valid VAT registration certificate. Copy of valid PAN number. Copy of documents in support of orders already executed along with user s performance certificate in support of satisfactory performance. 2. IDCO shall not be responsible for any delay/ difficulty/ inaccessibility of the downloading facility. In case of any discrepancy between the tender documents downloaded from Internet and the master copy available in the office, the master copy will prevail. Bids must be accompanied by Earnest Money in the shape of Demand Draft for an amount as given in the table below payable at Bhubaneswar and drawn in favour of Orissa Industrial Infrastructure Development Corporation. Bids without required amount of Earnest Money will not be taken into consideration. 5. The sealed bids must consists of 3 (three) parts i.e. (i) Commercial Bid (ii) Technical Bid (iii) Price Bid. Bid must be delivered to the office of the undersigned on or before the Hrs of dated by Registered post / speed post only. The technical & commercial bids will be opened on dtd at Hrs in presence of the bidders or their authorised representative, if any. The price bids of only the qualified bidder will be opened on a later date. 8 GUIDELINES ON BANK GUARANTEE The following points are required to be noted by the party while submitting any Bank Guarantee. 1. Non-judicial stamp papers on which Bank Guarantee is typed must be purchased in the name of the issuing Bank. 2. The Bank Guarantee must be executed on non-judicial stamp paper of the value applicable in the State, where the Bank Guarantee has been executed. 3. The Bank Guarantee must be furnished in the given proforma by any Nationalised Bank and made operable at Bhubaneswar only. 4. The Bank Guarantee must be executed within six months from the date of purchase of nonjudicial stamp papers. 5. The Bank Guarantee should never be typed on both sides of the non-judicial stamp papers. 6. The Bank Officer executing the Bank Guarantee must furnish the number and date of power of Attorney / Delegation of Authority by which, he has been authorised to issue the Bank Guarantee. 7. The person executing the Bank Guarantee must write his full name and designation. 8. The person, executing the Bank Guarantee, must sign in all pages of Bank Guarantee. 9. All cuttings / additions / over writings in inks must be authenticated by the person executing the Bank Guarantee by his signature and seal of the Bank. 10. Execution of Bank Guarantee must be witnessed by two persons. 11. Witnesses must mention their full name and address. 12. Three months time must be given to file claim or suit from the date of expiry of the Bank Guarantee. 13. The Act, under which issuing Bank is constituted, should be correctly given. 14. If EMD is deposited in shape of Bank Guarantee, it should be valid, operative and irrecoverable till 60 (sixty days) after the validity of offer. 15. Khurda (Orissa) Dear Sirs, In consideration of Orissa Industrial Infrastructure Development Corporation, having its Registered Office at IDCO Towers, Janpath, Bhubaneswar (hereinafter called the Owner which expression shall unless repugnant to the subject or context include its successors and assigns) having issued Notice Inviting Tender for Design and Supply of 1no 8MVA, 33/11KV ONAN power transformer complete with all accessories at Infocity, Bhubaneswar and M/s. having its Registered Head Office at (hereinafter called the Tenderer ) who wished to participate in the said tender for Design and Supply of 1no 8MVA, 33/11KV ONAN power transformer complete with all accessories at Infocity, Bhubaneswar and the owner, as a special favour, have agreed to accept an irrevocable and unconditional Bank Bid Guarantee executed by any Nationalised Bank operable at its Bhubaneswar Branch only for an amount of Rs. valid up to on behalf of the tenderer in lieu of Cash Deposit required to be made by the Tenderer, as a condition precedent for participation in the said tender. We the (Bank & Address) incorporated under law and having our Registered Head Office at and one of our branches at (Bhubaneswar Branch Address) do hereby unconditionally and irrevocably guarantee and undertake to pay to the Owner immediately on demand at our Bhubaneswar Branch without any demur reservation, protest, contest 9

Any such claim/ demand made by the said Owner on us shall be conclusive and binding on us irrespective of any dispute or differences raised by the tenderer. This guarantee shall be irrevocable and shall remain valid up to. If any further extension of this guarantee is required, the same shall be extended to such required period on receiving instruction from the Tenderer on whose behalf this guarantee is issued. We, the said Bank, lastly undertake not to revoke this guarantee during its currency except with the previous consent of the Owner in writing and agree that any change in the constitution of the said tenderer or the said Bank shall not discharge our liability here under. 13 DEVIATION SHEET (IN PRICE): PART - C Against each and every deviation from the Technical Specification as enumerated in Deviation Sheet: Part - A, the amount by which the Bid Price will thereby be increased or decreased shall be intimated clause by clause in this Schedule. In case the amount is not mentioned in the Schedule against any of the deviations mentioned in Deviation Sheet: Part - A, it will be taken for granted that the same does not involve any change in the Bid Price. 14 GENERAL CONDITIONS OF CONTRACT (For supply of Electrical Materials) 1.0 General Instructions: The work put to tender pertains to supply of Electrical items as detailed in technical specification and price schedule required for Construction of 8-MVA 33/11-KV Substation at Infocity, Bhubaneswar. The tenderer shall ensure to follow the instructions given hereunder failing which; the tenders shall be liable for rejection. 2.0 Scope of Proposal: The scope of work in brief shall include design, manufacture, type testing, inspection, supply, loading at factory, transportation to site / unloading at site, insurance, taxes, duties including guarantee and after sales service obligations of 33/11 KV step down, out door, ONAN cooled, Copper wound Power Transformers of 8-MVA ratings in conformity to the enclosed technical specification. 3.0 Technical Eligibility Criteria for Bidders: The bidder shall be a manufacturer of Power transformers having successfully supplied 8-MVA, 33/11-KV power transformer or higher rating transformers. The bidder must possess Type test certificates for the said rating of transformer. 4.0 Submission of Tender: Each Bidder shall submit only one Bid either by himself, or as a partner in a Joint Venture. A Bidder who submits or participates in more than one Bid for the same item, either individually or jointly with some other will cause all those Bids to be rejected. Tenderers are advised to fill up the prices only in the prescribed format given in this document. The tender shall be submitted in three parts, each part being sealed in separate envelope. Part I will contain the letter of application, proposal particulars, deviations, List of testing facilities to be extended during factory inspection, List of make of major materials, details of similar works done during last three years, details of similar concurrent works, annual turnover statement, VAT clearance certificate, PAN, VAT registration certificate and EMD. Part II will cover the technical bid with required drawings, general conditions, special conditions and Guaranteed technical particulars. Part III will cover only the price bid. (This shall be submitted in a double sealed envelope) Each envelope shall be duly sealed and super-scribed with Commercial Bid, Technical Bid, and Price Bid respectively. All the three envelopes shall be put inside another envelope, super-scribed with Tender for 8-MVA Transformer of Infocity, Bhubaneswar: Date of Opening: Dt and sealed properly. 14

15 Bid must be delivered to the office of the undersigned on or before the Hrs of dated by Registered post / Speed post only. Any Bid received by the Purchaser after the deadline for submission of Bids prescribed by the Purchaser, pursuant to Clause 19, will be declared Late and rejected outright and returned unopened to the Bidder. The Commercial Bid and Technical bid in Part (i) & (ii) shall be opened on the due date of opening mentioned in tender call notice. Tenderers may be called to participate in techno-commercial discussions/ negotiations for finalisation of technical bid. The price bid shall be opened after finalisation of technical bid Telegraphic tenders will not be accepted. 5.0 Receipt and Opening of Tender: 6.0 Prices: Tenders as described under Clause - 3 shall be received in the office of the Divisional Head, Electrical Division, IDCO, Bhubaneswar and shall be opened on the scheduled date. The tenderer shall ensure that all prices are filled in the price schedule both in works and figures. No over writing shall be allowed. The tenderer shall countersign all scoring and cancellation. In case of illegibility, the interpretation and decision of the Engineer-in-charge of the work shall be final. All entry shall be in Engilsh language only. The price should be inclusive of all taxes, duties & transit insurance and FOR destination. Please note that this office will not issue any concessional form for sales tax. The purchaser shall not issue any Waybill. When there is difference between a rate in figure and in words, the rate that correspond to the amount worked out by the bidder shall be taken as correct. When the bidder has not worked out the amount of an item or it does neither correspond with the rate written in figures not in words, then rate quoted by the bidder in words shall be taken as correct. When the rate quoted by the bidder in figures and in words tallies but the amount is not worked out correctly, the rate quoted by the bidder shall be taken as correct and not the amount. 7.0 Registration Certificates: The tenderer shall furnish valid VAT, PAN and PF Registration certificate along with his tender. Tenders not accompanied with these documents shall be liable for rejection at the discretion of the purchaser. 8.0 Validity: The tenderers shall keep the tender valid for a period of 180 (one hundred eighty) days from the date of opening of price bid. 15

16 9.0 Deviation from Specification It is in the interest of the Tenderers to study the Specification, drawing etc. specified in the tender schedule thoroughly before tendering so that, if any deviations are made by the Tenderers, the same are prominently brought out on a separate sheet in the Deviation Statement Format. Unless deviations are specifically mentioned in the Deviation Statement Formats attached in the tender paper, it shall be presumed that the Tenderer has accepted all the conditions, stipulated in the tender Specification, notwithstanding any exemptions mentioned therein Payment: 100% payment with all taxes and duties will be paid against completion of delivery and verification thereof, subject to submission of a Bank Guarantee covering 10% of the contract price to cover the guarantee period, i.e. valid for a period of one year from the date of commissioning or 18 months from the date of supply whichever is earlier, towards performance guarantee from any nationalised bank operable at Bhubaneswar/ Cuttack only Liquidated Damage for Delay in Completion: If the supplier fails in the due performance of the contract to supply the equipment within the time fixed by the contract or any extension thereof, he shall be liable at the discretion of the purchaser to a liquidated damage amounting to half percent (0.5%) of the contract price per week. In any case, the contractor s liability for delay shall not exceed 5% (five percent) of the total contract price and subject to force majeure conditions Force Majeure: The term Force Majeure as employed herein include, acts of God or force of nature, landslide, earthquake, flood, fire, lightning, explosion, major storm (hurricane, typhoon, cyclone etc.) or major storm warning, tidal wave, shipwreck and perils of navigation, act of war (declared or undeclared) or public enemy, strike (excluding employee strikes, lockouts or other industrial disputes or action solely among employee of Contractor or its subcontractors) act or omission of Sovereign States or those purporting to represent Sovereign States, blockade, embargo, quarantine, public disorder, sabotage, accident or similar events beyond the control of the parties or either of them. Force Majeure shall not include occurrences as follows : Late delivery of materials caused by congestion of Seller s facilities or elsewhere, and oversold condition of the market, inefficiencies, or similar occurrences. Late performance by Seller and / or Sub-Seller caused by unavailability of raw materials, supervisors or labour, inefficiencies of similar occurrences. Mechanical breakdown of any item of Seller s or its Sub-Seller s equipment, plant or machinery. Delays due to ordinary storm or inclement weather. Non-conformance by Sub-Seller. 16

17 Unless the delay arises out of a Force Majeure occurrence and is beyond both Seller s and Sub- Seller s or Seller s control and an alternate acceptable source of services, equipment or material is unavailable. Additionally, Force Majeure shall not include financial distress of Seller or any Sub- Seller. Any delay or failure in performance by either party hereto shall not give rise to any claims for damages or loss of anticipated profits if and to the extent, such delay or failure is caused by Force Majeure Despatch Instructions: The materials under this contract shall be despatched to the work site at Chandaka Industrial Estate, Bhubaneswar. These shall be duly packed by the seller suitably as per the standard procedure for safe transport to the site / store. The cases shall be clearly marked showing distinctly the name and address of the consignee. In case of special instructions, such as this end up, fragile, handle with care etc., the same shall be clearly displayed on the cases. The materials shall be insured at the cost and risk of the supplier. The supplier shall have to intimate the probable date of arrival of materials at site to all concerned in advance Inspection and Test: The purchaser shall inspect, examine and test the equipment s/ materials through its representative at the manufacturers/ suppliers works during or after the manufacture of goods prior to despatch on receipt of a clear notice of minimum seven days in advance to be reckoned from the date of receipt by the purchaser. The supplier shall provide all facilities as may be required to carry out the tests in accordance with approved standards free of cost Earnest Money: (i) The tenderer shall be required to submit Earnest Money deposit as indicated in the NIT. (ii) The EMD shall be deposited either in cash or a crossed Bank Draft/ Pay Order drawn in favour of Orissa Industrial Infrastructure Development Corporation, Bhubaneswar of any Nationalised Bank drawn payable at Bhubaneswar. (iii) Earnest Money shall be forfeited in case of withdrawal / modification of an offer within the validity period as required in the NIT/ Tender Specification after opening of tenders. (iv) In case of tenders not accepted, the Earnest Money shall be refunded within 30 days of the accord of order/ contract to the successful tender. (v) Bids not accompanied by the required EMD in accordance with the Clause above, or if the EMD is of inadequate value, the tender shall be liable for rejection at the discretion of the purchaser. (vi) Earnest Money shall be forfeited in case of non-acceptance of purchase order within stipulated period. 17

18 16.0 LOI and Security Deposit: The letter of intent shall be issued to the successful bidder whose bid shall be considered responsive, techno-commercially acceptable and evaluated to be the Lowest (L1). The successful bidder shall be required to furnish a letter of acceptance within 7 days of issue of the letter of intent. The successful tenderers shall be required to submit security deposit for faithful execution of the order at the rate of 10% of the value in shape of a Bank Guarantee from any nationalised Bank operable at its Bhubaneswar/ Cuttack branch only valid up to one month from the date of completion of full supply of materials Performance Guarantee and Performance Guarantee Bond: The supplier shall guarantee for satisfactory operation of the equipment for a minimum period of 24 months from the date of Commissioning or 30 months from the date of receipt of consignment which ever is earlier. In the event of any defect in the equipment/ materials arising out of faulty design, inferior quality of raw material used or bad workmanship within the guarantee period, the supplier shall guarantee to replace/ repair to the satisfaction of the purchaser the defective equipments free of cost. If the supplier fails to do so within a reasonable time, the purchaser reserves the right to recover the amount from the pending bills or may recover from the Performance Guarantee submitted by the supplier. The contractor shall furnish a Bond by way of Bank Guarantee from any Nationalised Bank operable at its Bhubaneswar/ Cuttack branch to cover 90days beyond the guarantee period in all respects equal to 10% of the total price for faithful and for fulfilling the terms of guarantee for a period of 18 months from the date of supply of 12 months from the date of commissioning whichever is earlier Clarification desired by the Tenderer: The tenderer should seek for the clarifications, if any, with regard to the specification before submission of the tender. No correspondence on this account will be entertained once the tenderer has submitted the tender. For seeking clarification, the tenderers are requested to contact Mr. P.C. Pattnaik, Dy. Manager (Elect), IDCO Reservation of Right: The owner reserves the rights to accept any bid or, reject any or, all bids or cancel/ withdraw invitation for bid without assigning any reason for such decision. Such decision, by the owner shall not be subject to question by any bidder and the owner shall bear no liability whatsoever consequent upon such a decision. The authority reserves the right to split the supply order among the participants as per suitability for timely completion of the supply. 18

Neither Purchaser nor its employees will have any liability whatsoever to any Bidder or any other person under the law or contract, the principles of restitution or unjust enrichment or otherwise for any loss, expense or damage whatsoever which may arise from or be incurred or suffered in connection with anything contained in this Document, any matter deemed to form part of this Document, provision of Services and any other information supplied by or on behalf of Purchaser or its employees, or otherwise arising in any way from the selection process for the Supply / provision of Services for the Project. Though adequate care has been taken while issuing the Bid document, the Bidder should satisfy himself that documents are complete in all respects. Intimation of any discrepancy/ doubt shall be sent to the Deputy Manager (Elect), IDCO, Bhubaneswar (Ph: ) for speedy response. This document and the information contained herein are Strictly Confidential and are for use of only the person (s) to whom it is issued. The guaranteed values of no load losses and load losses shall be stated in the bid which should match the corresponding loss figures mentioned in the short circuit type test report submitted along with the offer by the bidder. Liquidated damages will be applied to successful bidder for not achieving the quoted guaranteed figures (See Clause 9.0). 2.3 PERFORMANCE Transformer shall be capable of withstanding for two seconds without damage to any external short circuit, with the short circuit MVA available at the terminals. The maximum flux density in any part of the core and yoke at rated MVA. Voltage and frequency shall be 1.6 Tesla (maximum). Transformer shall under exceptional circumstances due to sudden disconnection of the load, be capable of operating at the voltage approximately 25% above normal rated voltage for a period of not exceeding one minute and 40% above normal for a period of 5 seconds. The transformer may be operated continuously without danger on any particular tapping at the rated MVA ± 12.5% of the voltage corresponding to the tapping. The thermal ability to withstand short circuit shall be demonstrated by calculation. Transformer shall be capable of withstanding thermal and mechanical stress caused by any symmetrical and asymmetrical faults on any winding. 2.4 AUXILIARY POWER SUPPLIES The following power supplies shall be available at site: i) AC. 3phase, 400 volts, 50Hz. 24 2.5 DRAWINGS/ DOCUMENTS INCORPORATING THE FOLLOWING PARTICULARS SHALL BE SUBMITTED WITH THE BID a) General outline drawing showing shipping dimensions and overall dimensions, net weights and shipping weights, quality of insulating oil, spacing of wheels in either direction of motion, location of coolers, marshalling box and tap changers etc. b) Assembly drawings of core, windings etc. and weights of main components / parts. c) Height of centerline on HV and LV connectors of transformers from the rail top level. d) Dimensions of the largest part to be transported. e) GA drawings / details of various types of bushing f) Tap changing and Name Plate diagram g) Type test certificates of similar transformers. h) Illustrative & descriptive literature of the Transformer. i) Maintenance and Operating Instructions. 2.6 MISCELLANEOUS i) Padlocks along with duplicate keys as asked for various valves, marshalling box etc. shall be supplied by the contractor, wherever locking arrangement is provided. ii) Foundation bolts for wheel locking devices of Transformer shall be supplied by the Contractor. 2.8 SCHEDULES All Schedules annexed to the specification shall be duly filled by the bidder separately. 2.9 ALTITUDE FACTOR If the equipment is to be installed in the hilly area, necessary correction factors as given in the Indian Standard for oil temperature rise, insulation level etc. shall be applied to the Standard Technical Parameters given above NAME PLATE Transformer rating plate shall contain the information as given in clause 15 of IS-2026 (part-i). The details on rating plate shall be finalized during the detailed engineering. Further, each transformer shall have inscription of purchaser s name. 26 5 CODES & STANDARDS 5.1 (i) The design, material, fabrication, manufacture, inspection, testing before dispatch and performance of power transformers at site shall comply with all currently applicable statutory regulations and safety codes in the locality where the equipment will be installed. The equipment shall also conform to the latest applicable standards and codes of practice. Nothing in this specification shall be construed to relieve the contractor of this responsibility. 5.2 The equipment and materials covered by this specification shall conform to the latest applicable provision of the following standards. 27 If the standard is not quoted for any item, it shall be presumed that the latest version of Indian Standard shall be applicable to that item. The equipment complying other internationally accepted standards may also be considered if they ensure performance superior to the Indian Standards. 5.3 DRAWINGS a) The contractor shall furnish, within fifteen days after issuing of Letter of Award. Six copies each of the following drawings/documents incorporating the transformer rating for approval. i) Detailed overall general arrangement drawing showing front and side elevations and plan of the transformer and all accessories including radiators and external features with details of dimensions, spacing of wheels in either direction of motion, net weights and shipping weights, crane lift for un-tanking, size of lugs and eyes, bushing lifting dimensions, clearances between HV and L.V terminals and ground, quantity of insulating oil etc. ii) Assembly drawings of core and winging and weights of main components / parts iii) Foundation plan showing loading on each wheel land jacking points with respect to centre line of transformer. iv) GA drawings details of bushing and terminal connectors. v) Name plate drawing with terminal marking and connection diagrams. vi) Wheel locking arrangement drawing. vii) Transportation dimensions drawings. viii) Magnetization characteristic curves of PS class neutral and phase side current transformers, if applicable. ix) Interconnection diagrams. x) Over fluxing withstand time characteristic of transformer. xi) GA drawing of marshalling box. xii) Control scheme/wiring diagram of marshalling box. xiii) Technical leaflets of major components and fittings. xiiv) As built drawings of schematics, wiring diagram etc. xv) Setting of oil temperature indicator, winding temperature indicator. xvi) Completed technical data sheets. xvii) Details including write-up of tap changing gear. xviii) HV conductor bushing. xix) Bushing Assembly. xx) Bi-metallic connector suitable for connection to 100 mm 2 up to 232 mm 2 AAAC Conductor. 27

28 xxi) GA of LV cable Box. xxii) Radiator type assembly. b) All drawings, documents, technical data sheets and test certificates, results calculations shall be furnished. 5.4 Any approval given to the detailed drawings by the purchaser shall not relieve the contractor of the responsibility for correctness of the drawing and in the manufacture of the equipment. The approval given by the purchaser shall be general with over all responsibility with contractor. 6. GENERAL CONSTRUCTIONAL FEATURES 6.1 All material used shall be of best quality and of the class most suitable for working under the conditions specified and shall withstand the variations of temperature and atmospheric conditions without distortion or deterioration or the setting up of undue stresses which may impair suitability of the various parts for the work which they have to perform. 6.2 Similar parts particularly removable ones shall be interchangeable. 6.3 Pipes and pipefittings, screws, studs, nuts and bolts used for external connections shall be as per the relevant standards. Steel bolts and nuts exposed to atmosphere shall be galvanized. 6.4 Nuts, bolts and pins used inside the transformers and tap changer compartments shall be provided with lock washer or locknuts. 6.5 Exposed parts shall not have pockets where water can collect. 6.6 Internal design of transformer shall ensure that air is not trapped in any location. 6.7 Material in contact with oil shall be such as not to contribute to the formation of acid in oil. Surface in contact with oil shall not be galvanized or cadmium plated. 6.8 Labels, indelibly marked, shall be provided for all identifiable accessories like Relays, switches current transformers etc. All label plates shall be of in corrodible material. 6.9 All internal connections and fastenings shall be capable of operating under overloads and over-excitation, allowed as per specified stands without injury Transformer and accessories shall be designed to facilitate proper operation, inspection, maintenance and repairs No patching, plugging, shimming or other such means of overcoming defects, discrepancies or errors will be accepted Schematic Drawing of the wiring, including external cables shall be put under the prospane sheet on the inside door of the transformer marshalling box Painting 28

29 All paints shall be applied in accordance with the paint manufacturer s recommendations. Particular attention shall be paid to the following: a) Proper storage to avoid exposure as well as extremes of temperature. b) Surface preparation prior to painting. c) Mixing and thinning d) Application of paints and the recommended limit on time intervals between coats. e) Shelf life for storage All paints, when applied in normal full coat, shall be free from runs, sags, wrinkles, patchiness, brush marks or other defects All primers shall be well marked into the surface, particularly in areas where painting is evident, and the first priming coat shall be applied as soon as possible after cleaning. The paint shall be applied by airless spray according to the manufacturer s recommendations. However, wherever airless spray is not possible, conventional spray be used with prior approval of purchaser The supplier shall, prior to painting protect nameplates, lettering gauges, sight glasses, light fittings and similar such items Cleaning and Surface Preparation After all machining, forming and welding has been completed, all steel work surfaces shall be thoroughly cleaned of rust, scale, welding slag or spatter and other contamination prior to any painting Steel surfaces shall be prepared by Sand/Shot blast cleaning or Chemical cleaning by Seven tank process including Phosphating to the appropriate quality The pressure and Volume of the compressed air supply for the blast cleaning shall meet the work requirements and shall be sufficiently free from all water contamination prior to any painting Chipping, scraping and steel wire brushing using manual or power driven tools cannot remove firmly adherent mill-scale and shall only be used where blast cleaning is impractical Protective Coating As soon as all items have been cleaned and within four hours of the subsequent drying, they shall be given suitable anticorrosion protection Paint Material Followings are the type of paints that may be suitably used for the items to be painted at shop and supply of matching paint to site: i) Heat resistant paint (Hot oil proof) for inside surface. ii) For external surfaces one coat of Thermo Setting Paint or 2 coats of Zinc chromate 29

30 followed by 2 coats of Synthetic Enamel paint. The color of the finishing coats shall be dark admiral grey conforming to No.632 or IS 5: Painting Procedure Al painting shall be carried out in conformity with both specifications and with the paint manufacture s recommendations. All paints in any one particular system. Whether shop or site applied, shall originate from one paint manufacturer Particular attention shall be paid to the manufacture s instructions on storage, mixing, thinning and pot life. The paint shall only be applied in the manner detailed by the manufacturer e.g. brush, roller, conventional or airless spray and shall be applied under the manufacturer s recommended conditions. Minimum and maximum time intervals between coats shall be closely followed All prepared steel surfaces should be primed before visible re-rusting occurs or within 4 hours whichever is sooner. Chemical treated steel surfaces shall be primed as soon as the surface is dry and while the surface is warm Where the quality of film is impaired by excess film thickness,(wrinkling, mud cracking or general softness) the supplier shall remove the unsatisfactory paint coatings and apply another. As a general rule, dry film thickness should not exceed the specified minimum dry film thickness by more than 25%. In all instances, where two or more coats of the same paints are specifies, such coatings may or may not be of contrasting colors Paint applied to items that are not be painted, shall be removed at supplier s expense, leaving the surface clean, un-stained and undamaged Damages to Paints Work Any damage occurring to any part of the painting scheme shall be made good to the same standard of corrosion protection and appearance as that originally employed Any damaged paint work shall be made as follows: a) The damaged area, together with an area extending 25mm around its boundary, shall be cleaned down to bare metal. b) A priming coat shall immediately applied, followed by a full paint finish equal to that originally applied and extending 50mm around the perimeter of the originally damaged The repainted surface shall present a smooth surface. This shall be obtained by carefully chamfering the paint edges before & after priming Dry Film Thickness To the maximum extent practicable, the coats shall be applied as a continuous film of uniform thickness and free of pores. Over-spray, skips, runs, sags and drips should be avoided. The different coats may or may not be same color. 30
