1 Purchasing Services AOC East Fowler Avenue Tampa, Florida (813) Web Address: January 30, 2015 Invitation to Negotiate No GC Entitled: WUSF Riverview Tower Replacement Proposals Due/Opening Date: February 19, 2015 Addendum No. 3 The Proposal due date is being extended until February 19, 2015 at 3:00 p.m. Please review the following comments and clarifications for Invitation to Negotiate (ITN) No GC WUSF Riverview Tower Replacement. 1. Will the appurtenance mounting information be provided? Designers currently have no information to indicate whether appurtenances are face-mounted or leg-mounted or to which leg/face an appurtenance is mounted. The top FM broadcast antenna is face mounted. The antenna will be a panel antenna, therefore it will be on all three faces. All others are leg mounted. 2. Are guy pull-off locations in any way restricted by the appurtenance locations? This will depend on the final tower design from awarded vendor. Generally the appurtenance elevations should be adjusted as required. Page 1 of 6
2 3. Are insulated guys required? To be determined. For proposal purposes, do not use insulated guy wires. 4. Reference tower design: Is there a minimum tower width requirement? Specifications do not require a minimum width. The width shall be appropriate for the tower height. 5. Tower Lights: Does the station have a preference or requirement type of tower lights? The desire is for the new tower to be unpainted which will probably result in the FAA specifying medium or high intensity white strobes. The exact lighting type will be specified by FAA 7460 determination which is in the process of being filed. For proposal purposes use high intensity white strobes. Note this may change per the FAA determination. 6. WUSF-FM Tower Replacement Specs / Section 1 Summary / page 1 It states to Furnish and install new WUSF FM Broadcast antenna and feed line. Should the vendor/bidder quote NEW antenna and feed line? Yes. The feed line should be two runs of rigid 3 1/8 inch. Please see Item #12 for additional clarity. 7. Appendix B / C3.1 drawing / Elevation and New Site Plan / Item 1 / (N) CP FM Panel Antenna It also states here to furnish NEW FM broad cast antenna. As in the summary, should the vendor quote a NEW FM antenna and feed line? Yes. Please see Item #12 for additional clarity. 8. Would it be possible to obtain the specific Antenna and Line requirements that we are to supply. Namely the C and the SHP-12AC. In order to provide this, we need the complete specifications (electrical). Contact antenna manufacturer for specification data. Only the C is new per item # Rest platforms are understood. The above section is slightly unclear. Would you please be specific with the rest platform elevations. See Section of WUSF Riverview Tower Replacement ITN # GC and Section 12.5 m) of ANSI/TIA-222-G Structural Standard for Antenna Supporting Structures and Antennas Addendum Grated Walkways? Please clarify. Page 2 of 6
3 See Section of WUSF Riverview Tower Replacement ITN # GC. Walkway shall support 100 psf and a 300 lb point load at any location. 11. Antenna mounts: Can we assume the mounting assemblies will be provided by the FM Broadcast antenna supplier? Yes, however, verify with the antenna manufacturer and see Appendix A of WUSF Riverview Tower Replacement ITN # GC. 12. Ref: Antenna loading shown below. I remember that the main antenna at the top will have rigid coax; what about the antenna below it: Will it have rigid or flex? We assume all the others are standard coax. 1 ERI: CP FM Panel Antenna Includes Mounts /8 2 ERI: SHP-12AC-Radomes /8 Both transmission lines will be rigid for WUSF. The first antenna is still correct (the main) ERI: CP FM Panel Antenna Includes Mounts /8 The second antenna will not be the ERI: SHP-12AC-Radomes, we will be using our present back up antenna that is on the tower and is listed already 13. Tower Replacement Specs Section 2.6.1: This section states that the Owner reserves the right to specify a lighting system and manufacturer. Would the University specify the preferred manufacturer in an addendum? If no, can any unacceptable suppliers or lighting system models or types be specified? See answer for item # Addendum 2, Item 1: Can the University confirm that the permit fee schedule to be applied to this project is Category B Special Projects, Construction Type E Miscellaneous? Yes, the tower is a Special Project whose permit fee will be category B fee schedule. Type E construction. + trip per trip. 15. Addendum 2, Item 2: This item makes it clear that the tower design should be based on the new WUSF Main FM Antenna being a Model CP and the new WUSF Auxiliary FM Antenna being a new Model SHPX-12AC with radomes. We ask: a. Would you please confirm that these antennas will be furnished by the Owner and should not be including in the pricing supplied with our response to this ITN? Vendor will supply WUSF Main FM Antenna being a Model CP. Page 3 of 6
4 b. The addition of radomes to the SHPX-12AC auxiliary FM antenna is a substantial structural load. The radomes are not required as significant icing is not an issue in Florida and this type of antenna is resistant to the detuning effect of limited ice accumulation. We would suggest eliminating the requirement for optional radomes. Would the University make that specification change? Yes, the radomes will NOT be required. 16. Tower Replacement Specs Section 5: Can the University issue some guidance as to what should be included with the ITN response with respect to the Removal of the Existing Tower? In other words, what level of detail is required for the Owner s initial evaluation? See the Summary and Section 5 of WUSF Riverview Tower Replacement ITN # GC. 17. In order to layout and install the guy wires requires detailed information on the guy wire heights and locations for the Florida West Coast Public Broadcasting (WEDU) tower where the South guy anchors for the new WUSF tower and the existing WUSF tower are located. Can plans for the WEDU tower be provided to aid in developing our response to the ITN? The have been acquired from WEDU and are available for download Monday 2/2/15 at: What are the specifications (mechanical, electrical, RF) of the antennas that will need to be furnished per items #1 and #2 in appendix A (clarified in Addendum #1)? See answer for item # Do we need to use insulated guy wires to avoid interference with the these 2 antennas? To what horizontal distance must we insulate? See answer for items # What type of Feed line is to be used for antenna ERI: SHP-12AC-Radomes in Appendix A? This antenna is no longer being used. 21. Are final antennas and frequencies been determined for FM antennas in Appendix A? The antennas in Appendix A are the known antennas at this time. Note Item #2 in Appendix A is the existing backup antenna on the current tower (an ERI SHP-12AC W/O radomes) to be relocated to the new tower. The contractor will be responsible for relocating the antenna and for furnishing and installing the new 3 1/8 rigid line to it. 22. Can you please specify the elevations of the rest platforms in section 2.3.2? See answer for item #9. Page 4 of 6
5 23. Will mounting assemblies for FM antennas be provided by manufacturer in Appendix A? See answer for item # What is to be done with old FM Antennas once removed? USF will maintain possession of the antennas. 25. Should quotes include pricing for all relocated antennas to have new feed line / Coaxial cable / waveguide due to the increased horizontal run because the new ice bridge is longer? The coax for the smaller antennas will be furnished. Contractors should only propose installing the smaller coax. 26. In section , it mentions the contractor will coordinate the vendors providing the transmitter building construction, is there to be a new building on the site? No, there is no new building construction, item was for site construction. 27. Once the feed lines are set, whom will make final connections and cutover of equipment? WUSF Engineering will handle the cutover and all connections inside the building. Tower crews will handle connection outside and on the tower. 28. What type of feed line is connected to PSI FMT-1A-6DB at 560ft elevation? See Appendix A of WUSF Riverview Tower Replacement ITN # GC ; 1-1/4 coax. 29. What type of feed line is connected to DB589-Y at 222ft elevation? 30. What type of feed line / is connected to DB304L at 530ft elevation? 31. What type of feed line / is connected to Andrew D6E-6 at 222ft elevation? 32. What type of feed line is connected to Mark P972C at 200ft elevation? 33. What type of feed line / is connected to (2) Yagi Antennas at 142ft elevation? See Appendix A of WUSF Riverview Tower Replacement ITN # GC ; 1/2 coax. Page 5 of 6
6 34. The tower specification state A Dual Medium Intensity lighting system. But, per AC70/7460-1K, this system is for tower up to 500. See answer for item # There are not requirement on non-metallic guy wires in specification for CP FM antenna (912.6 to ) and SHP-12AC antenna (700 to ). If the non-metallic guy wire is required, what is the minimum horizontal separation distance between antenna and steel guy wire? To be determined. For proposal purposes, do not use insulated guy wires. Note: Please note receipt of this addendum by signing and returning with your proposal response.
