3 EXECUTVE SUMMARY Ths study s a revew of the level of law enforcement servce n the unncorporated areas of Los Angeles County Ths report provdes a hstorcal look at the servce levels provded n the unncorporated areas of the county and specfcally compares the level of law enforcement servces between 2010 and 2013 Statstcal nformaton for ths report was provded by the Crme Analyst Program (CAP) and revewed by the staff at Contract Law Enforcement Bureau Ths report consdered past deployment practces n the unncorporated areas and provdes an assessment of current and future needs n the unncorporated areas of Los Angeles County Background After a 2006 revew of law enforcement servces n the unncorporated county areas the Sherff's department recommended that 212 sworn deputes be added to these areas Approval for 105 sworn and 8 professonal staff postons was granted and these tems were funded n FY 2007/2008 The followng year FY 2008/2009 an addtonal 26 sworn and 6 professonal staff members were funded These sworn servce levels remaned untl FY 2010/2011 when 65 sworn postons were curtaled As of 2013 these curtalments have not been restored 2006 Deputy Personnel Request Deputy Personnel Added Deputy Personnel Added Deputy Personnel Curtaled 65 NefDéputyF'ersonnèfNót Realzed Deputy Personnel Request 123 _ Study Parameters Ths report provdes nformaton relatng to the four Patrol Dvsons for the Sherff's Department These Dvsons when combned are responsble for patrol operatons for all of the county's unncorporated communtes Ths study examnes several parameters and ndcators The areas studed nclude: Response tmes to calls for servce Deputes assgned Deputes per 1000 populaton Deputes per Part crme (serous felones) Deputes per Part crme (nonserous felones msdemeanors) Reports taken per deputy (URNS) Calls for servce per deputy and Arrests per deputy

4 These parameters were dentfed and used n prevous "Unncorporated Area Patrol Assessment" reports The charts n the followng sectons llustrate the relatve data between the servce provded n 2010 and 2013 Ths revew s dsplayed n both numercal and graph format and shows a sde by sde comparson between the servce levels provded n both 2010 and 2013 n the unncorporated areas wthn the respectve Sherff staton's jursdcton Ths study was an unncorporated patrol assessment that dd not nclude support personnel or professonal staff Supplemental servces that support patrol operatons were consdered; however the man focus was on the delvery of law enforcement servces by patrol deputes The ntroducton of more deputes nto unncorporated patrol may requre addtonal support personnel and professonal staff Study Fndngs Every staton n each Sherff's patrol dvson was revewed n ths study n addton to conductng data analyss each staton commander conducted an ndependent patrol assessment of ther staton to provde nput concernng varables that are specfc to ther staton The staton commanders were encouraged to meet and dscuss ther assessment wth ther respectve supervsoral feld deputes Recommendatons from staton commanders were dentfed and consdered n ths study Usng the dentfed parameters there were some Sherff's statons that dd not reflect a sgnfcant need for an ncrease n deputes However some statons clearly demonstrated a need for addtonal deputes The statons that were dentfed as requrng an ncrease n deputes are lsted under ther respectve dvsons along wth a bref justfcaton Concluson Ths study specfcally compared the servce levels of unncorporated patrol between 2010 and was the last year before the countywde unncorporated areas suffered a 65 deputy curtalment and personnel was reduced Ths Patrol Assessment revewed specfc emprcal data and consdered the assessment of staton commanders t was determned the unncorporated areas are n need of addtonal deputy personnel Ths study recommends the addton of 118 budgeted Deputy Sherff Generalst and fve Deputy Sherff Bonus postons to specfcally patrol the unncorporated county areas Assocated wth ths personnel recommendaton wll be a slght ncrease n support personnel supervson and vehcles The estmated budgeted cost for the expanson of unncorporated area patrol servces s approxmately $ Ths cost s based upon FY 13/14 rates
