3 2210 Hancock Drive, Austin, Texas fax PAUL ATCHLEY Dr. Atchley has been conducting research and teaching about cognitive factors related to driving for over 20 years. He is currently on faculty at the University of Kansas. Dr. Atchley received his Ph.D. from the University of California, Riverside in 1996 and completed postdoctoral training at the Beckman Institute at the University of Illinois in Dr. Atchley has published numerous peer- reviewed articles and chapters on issues of vision and attention including their relationship to driving. He has also received awards for his research, teaching and student advising. Dr. Atchley s work has been highlighted by national and international press such as NPR, Rock Center with Brian Williams and the New York Times. He is part of efforts at the state and national level to reduce distracted driving. Dr. Atchley works with groups including the National Safety Council, LifeSavers, FocusDriven and the Distraction Advocate Network to provide clear, compelling and consistently well-received talks about the science of distracted driving. GUY BENSON Guy Benson is the Founder, Chief Executive Officer and lead facilitator of the Danger Without Intentions, Education and Awareness Programs; Alcohol and Drug Awareness Programs, Student Behavior & Truancy Awareness Programs and Boating and Water Information. Danger Without Intentions is a nationwide Non-Profit Educational Organization designed to reduce the number of alcohol and drug related injuries and deaths in adults and teens. Guy is also the CEO of Universal Stitching Designs customized embroidery design company. Guy is retired with 30 years of service working as Emergency Medical personnel with Austin s Travis County Emergency Medical Services. He is an instructor in several areas such as vehicle extrication, search and rescue training, scuba and water rescue. He has specialized training and experience in emergency 911 communications, EMT Instructor training and as the Austin Travis County Public Education Coordinator and Public Information spokes person. Guy received several awards including EMS Employee of the Year and honors for 10 CPR saves. He has received over a hundred appreciation letters along with many other awards. Guy has served as a Certified Fire Fighter and rescue team member of the Travis County Dive Team and Travis County Fire Control Rescue Squad for over 15 years. He also served as a TECLOSE, certified intermediate Reserve Police officer on the Hutto Police Department and worked as a member of the Hutto Fire department for four years. He worked with the Travis County Medical Examiners office for several years as an Investigators assistant and has help develop and train several State offices and private first responder agencies around Texas. He served as a member of the Debriefing team for Task Force One and Travis County Search and Rescue. JOHN BRADY Mr. Brady is a former Emergency Room and Flight Nurse/Paramedic with over 30 years experience in the Health & Safety Industry. While currently employed by Travis County as a Risk & Safety Specialist he is also the Director of the non-profit Texas Alive Team, a multi-agency team of law enforcement personnel offering the National Safety Council s Alive at 25 to young drivers in Texas. This Team has seen first-hand the devastation to family, friends and communities the death of young Texas drivers and passengers cause and is dedicated to its mission of Saving Lives Through Education. They have worked with Senator Kirk Watson and the Legislature in passing Senate Bill 1330 allowing courts to utilize this highly effective program. JOHN BULL Judge Bull was appointed of the San Antonio Municipal Court, by the City Council in May, As the for the San Antonio Municipal Court, he serves at the pleasure of the city council and is recognized as the organizational head of the court. He establishes the work rules for the administration of the court and oversees the docketing of over 400,000 case filings. He implements court assignments for nine full-time judges and provides general oversight of the magistration process for city offenses. In addition to overseeing the management of the court s $12,000,000 budget, he also presides over the juvenile, truancy and general arraignment dockets. As a regular, full-time judge, he presided over the family violence court, general arraignment court and juvenile court. Her served as the midnight magistrate in the city s 24/7 detention center operation, working the 12 midnight to 8:00 a.m. shift for almost two years. Prior to his appointment to the San Antonio Municipal Court, Judge Bull was an attorney in private practice in San Antonio and throughout South Texas, mantaining an office in Pearsall, Texas in Frio County and later in San Antonio. His practice was heavy with trials and appeals of felony criminal cases being argued before the Fourth Court of Appeals and the Texas Court of Criminal Appeals. He is a Fellow in the State Bar College, having maintained membership for over ten years. He is a past member of the State Bar s District 12-C Grievance Committee. Judge Bull currently serves as an adjunct professor of trial advocacy for St. Mary s University School of Law in San Antonio and has done so since 2001.

5 Judge John Bull attended St. Mary s University School of Law, earning his J.D. in May, He earned a bachelor s degree from Southern Methodist University. Western Trial Advocacy Institute, Laramie, Wyoming, 1996 Gerry Spence s Trial Lawyers College, Dubois, Wyoming, 1994 Universidad de Monterrey and St. Mary s University School of Law Joint Venture Program: Transnational Study and Training Program for U.S. and Mexican Lawyers, ROSIE CABALLERO Ms. Caballero was appointed Court Administrator in November 1996 for the City of Coppell. She is responsible for the administrative functions of the court, including staff performance. Prior to this position, Ms. Caballero served as the Court Administrator for the cities of Keller and Watauga. She is currently seeking a degree from Texas Women s University in Criminal Justice. She is also recognized nationally by the Institute of Court Management as an ICM Certified Court Manager. Ms. Caballero is a member of the Texas Association of Court Administrators, Texas Court Clerks Association, Texas Municipal Court Association, and the National Association of Court Managers. She is also a Certified Mediator, and has received Certification in Public Administration from Dallas Baptist University. Although she has worked in the courts for the last 27 years, she claims to learn something new every day. She is a breast cancer survivor who shares her dreams, love of movies, music, three dogs, and her mantra, life is too short, with her husband, two daughters, and her closest friends. ROBBY CHAPMAN Robby Chapman is Program Director for the Texas Municipal Courts Education Center. Prior to joining the Center, Mr. Chapman served as an Assistant District Attorney for Nueces County, Assistant City Attorney and City Prosecutor for the City of Cedar Park, and a criminal defense attorney with Dunham and Jones. Mr. Chapman received his undergraduate degree from the University of Texas at Austin, and he received his Doctor of Jurisprudence from St. Mary s University School of Law. While in law school, Mr. Chapman represented disadvantaged persons in Bexar County as a student attorney for the St. Mary s Center for Legal and Social Justice. WARREN DIEPRAAM Warren Diapraam is the Assistant District Attorny with Montgomery County. JULIE ESCALANTE Julie K. Escalante is the for the City of Baytown. Prior to being appointed as the full time judge, she was the prosecuting attorney for the City of Baytown. She has had an active career in both the non-profit and public sectors of the law. Judge Escalante is currently serving as a board member on the Texas Municipal Courts Association representing Region IX, where she serves on both the education and nominating committees. She is an active board member for the Baytown Kiwanis Club and actively participates in her local Domestic Violence Task Force. Judge Escalante was born in San Antonio Texas and grew up in the Houston area. She attended Texas Tech University where she received her B.A. degree. In 1990, she received her Law degree from Southwestern University in Los Angeles, California. She currently resides in the Clear Lake area, with her three children.

6 DWAIN FULLER Dwain Fuller serves as the Technical Director of the Toxicology Laboratories at the Veteran s Administration North Texas Health Care System hospital. Mr. Fuller holds a Bachelor of Science degree in Chemistry from the University of Oklahoma. Mr. Fuller began his career in forensic toxicology in 1984 at the Office of the Chief Medical Examiner for the State of Oklahoma. In 1987 he moved to Reno, Nevada to accept a position as the Assistant Director of Toxicology with Sierra Nevada Laboratories, Inc., a private laboratory that provided forensic toxicology services primarily to Northern Nevada law enforcement and coroner's offices. In 1993, Mr. Fuller was promoted to the Director of Toxicology, and became the Responsible Person (RP) for the SAMHSA lab, positions he held until accepting his present assignment in Mr. Fuller is certified as a Diplomate of the Forensic Toxicologist Certification Board and as a Toxicological Chemist by the National Registry of Certified Chemists. He is a member of the Society of Forensic Toxicologists, a Fellow of the American Academy of Forensic Sciences, and a member of Southwestern Association of Toxicologists. Mr. Fuller has authored or co-authored several papers and articles for both peer-reviewed and popular publications and serves on the Editorial Board of the Journal of Analytical Toxicology. He is currently the Editor of ToxTalk, the quarterly publication of the Society of Forensic Toxicologists, Inc. Mr. Fuller has also served on the Board of Directors of the Society of Forensic Toxicologists, Inc. and currently serves as the Chair of the Toxicology Section of the American Academy of Forensic Sciences. SHARON HATTEN Judge Hatten graduated from the University of Texas at Austin in 1985 and received her Doctorate of Jurisprudence from the Texas Tech University School of Law in Lubbock. She is licensed with the State Bar of Texas, the U.S. District Court Northern District, and the U.S. District Court Western District. Judge Hatten has been a municipal court judge with the City of Midland since Prior to that she was an Assistant City Prosecutor and Assistant County Attorney in Midland and engaged in the private practice of law in Dallas before relocating to Midland. Judge Hatten served on the Texas Municipal Courts Association Board for many years including as President in Judge Hatten was also a member of the American Bar Association Judicial Division and served as Chair of the National Conference of Specialized Court Judges a conference within the ABA in Currently she is serving on the ABA Editorial Board for the Judges Journal, a national magazine for judges of all jurisdictions. In 1996, Judge Hatten received from the City of Midland, Texas Management Awards Committee, an Internal/Organizational Efficiency Award for a program tracking a defendant s custody status; and in 1997 an External/Service Delivery Award for a juvenile community service program. Also in 1997, she was honoree of the Year presented by the Midland Uptown Chapter of Business and Professional Women in recognition of positive efforts made in the judicial system. And in 1999, she received the Exceeding Expectations Award presented by the City of Midland for time and effort spent assisting juveniles in the courtroom. In 2003, she was chosen as volunteer of the year by the Junior League of Midland and received the Hand in Hand Award for her efforts.

7 DEBORAH JESSUP Deborah K. Jessup, a graduate of Tyler Junior College, retired from self-employment in the construction industry in August of She began in Municipal Government in October of 2000 in the City of Bullard, and is currently serving as Director of Court Services for the City of Balch Springs. Ms Jessup was awarded her Certified Municipal Court Clerk in the Spring of 2004, and her Texas Registered Municipal Clerk in January She served as Vice President of the Bullard Community Library and Parliamentarian of the Bullard Area Chamber of Commerce. She has served on numerous committees and was instrumental in obtaining a Texas Historical Cemetery designation for the 1800 s era Bullard Cemetery and researching and funding a veterans monument for the Bullard area Veterans. Ms Jessup is currently a member of Texas Court Clerks Association, Texas Municipal Clerks Association, Texas Municipal Courts Association, and International Institute of Municipal Clerks. FAWN MACKEY Fawn Mackey is the Court Administrator for the City of Sealy and has been employed there since She has recently taken on the role of facilitator for TMCEC. Fawn has been a member of the Texas Court Clerks Association for eight years and has been an active member of the Gulf Coast Chapter. Fawn has served as Secretary for the Chapter periodically since 2006 and is currently the Secretary and Historian for the Chapter. Fawn received the Distinguished Service Award from the Texas Municipal Courts Association in 2006 and the Extraordinary Achievement Award in Fawn also received the Excellence in Service award from the City of Sealy in 2005 and the Employee Choice award in Fawn became a Certified Municipal Court Clerk in May of She has been married 12 years to husband, Jason Mackey. They have three beautiful children, daughter Devin and son s Jarren, and Jason Jr. DOTTIE MCDONALD Ms. McDonald is a Judicial Services Liaison with Smart Start, Inc. She joined Smart Start Inc. in 2002, after working in the field of court administration for 25 years, including positions with the Texas District Courts and the Supreme Court of Texas. She is certified by the State of Texas Criminal Justice Assistance Division to offer Texas Probation Officers Certification hours on Ignition Interlock. Ms. McDonald has been approved by the Texas Department of Transportation to teach an Ignition Interlock course as part of a grant funded DWI Magistration Course. Ms. McDonald is often a presenter across the U.S. on topics regarding alcohol monitoring and Ignition Interlock. Ms. McDonald s topics include DWI Training for Magistrate Judges, Alcohol related tracking technology, including Ignition Interlock, Home monitoring devices, and Alcohol Awareness. She has worked with Smart Start Franchises in Texas and in other states to assist them and to inform and educate judges on Ignition Interlock technology, functionality of the devices, planning and implementing Ignition Interlock programs and the laws pertinent to their state. She is a member of the National Association for Court Administration and the National Association for State Judicial Educators where she served as a member of the DWI On-Line Judicial Resource Library Committee. Ms. McDonald has also served as faculty for the Rural Association for Court Administration, Texas Association for Court Administration, Texas Center for the Judiciary, The Texas Justice Court Training Center, The Texas Municipal Courts Training Center, The National Center for State Courts, and The National Judicial College. Ms. McDonald was awarded the Justice Charles W. Barrow Award for outstanding service in the field of court administration. She has completed the Court Executive

8 Development Program and is a Fellow of the Institute for Court Management with the National Center for State Courts. LINDSEY MENA Mrs. Mena attended Texas State University- San Marcos, where she studied Applied Sociology with an emphasis in Deviance and Social Control. She graduated in May 2010 and began working as a Juvenile Case Coordinator for the City of San Marcos in July Mrs. Mena is beginning the 4 th straight year with her outreach program throughout the schools and community and has enjoyed watching it expand each year. Mrs. Mena has been elected as the 2014 Vice President for the Juvenile Case Manager Association of Texas. She has been married for 3 years and has a 1 1/2 year old son. REGAN METTEAUER Regan Metteauer has been a Program Attorney at TMCEC since Mrs. Metteauer received her Bachelor of Arts in Journalism from Sam Houston State University and her Juris Doctor from Baylor Law School. While at SHSU, she was a sports writer for The Houstonian and a media intern at the Shell Houston Open. Mrs. Metteauer married her college sweetheart, who is an Austin police officer. Their daughter, Savannah Primrose, was born May 24, Prior to law school, Ms. Metteauer worked as a manager at Barnes and Noble Booksellers, a substitute teacher for Hutto ISD, and a member of the Youth Ministry Leadership Team at Hutto Baptist Church. Mrs. Metteauer has strong ties to Shawnee, Oklahoma, where she was born, and Conroe, Texas, where she graduated from high school and where her family lives and runs a catering company, Darrel s Catering, named after her grandfather. STEWART MILNER Stewart Milner is a graduate of the University of Texas at Arlington and the Oklahoma City University School of Law. He began his employment with the City of Arlington in 1992 as an Assistant City Attorney and became Chief Prosecutor for the City of Arlington in From 1997 to the present, he has served as the Chief Judge for the City of Arlington Municipal Court. Judge Milner has taught classes for the North Texas Council of Governments, City of Arlington Police Academy, Texas Court Clerks Association, the Building Professional Institute, The National Judicial College and the Texas Municipal Courts Education Center. He is a current board member and past president of the Texas Municipal Courts Association. DEBORAH PARSONS Deborah Parsons is Co-Founder, Assistant Chief Executive Officer, and Coordinator of Danger Without Intentions, Education & Awareness Programs; Alcohol and Drug Awareness Programs, Student Behavior & Truancy Awareness Programs and Boating and Water Information. Danger Without Intentions is a nationwide Non-Profit Educational Organization designed to reduce the number of alcohol and drug related injuries and deaths in adults and teens. Deborah is the CEO and Owner of Universal Stitching Designs a customized embroidery design company. Deborah worked with the Austin Fire Department for 10 years, and during employment obtained her Emergency Medical Technician certification along with several other areas such as search and rescue training, scuba and water rescue. Deborah has served as a member of the Travis County Underage Drinking Prevention Task Force and member of Mother Against Drunk Driving -MADD, Austin Safe Kids Coalition, Travis County Victims

Texans In Motions, and a member of the Nobodies Waterproof Boating and Secretary/Treasurer of Central Texas Water Safety Coalition, and has served as an Honorary Board Member for the Austin Police Department s Operation Blue Santa. Deborah is a current Texas State Certified Alive at 25 Instructor for the 4 hours program that was developed by the National Safety Council & Texas Education Agencies. Deborah is a survivor of an Alcohol Related Crash and provides a very powerful message to students and adults about her experiences and results. ROBIN RAMSAY Robin Ramsay is currently a licensed attorney and the Presiding Municipal Judge for the City of Denton. Judge Ramsay received his undergraduate degree from Southern Methodist University in Dallas and his law degree from Texas Tech University in Lubbock. Prior to becoming a judge, Judge Ramsay served as Students Attorney for the University of North Texas and as an Adjunct Professor of Business Law. After leaving the University of North Texas and prior to his current appointment, Judge Ramsay practiced law with the Hammerle Law Firm with offices in Lewisville and Denton. Judge Ramsay has received his accreditation for the American Academy of Attorney Mediators and currently acts as a Mediator for both pre-litigation and litigated matters by assignment of court and at the request of the parties or their attorneys. Judge Ramsay also serves as alternate Mental Health Magistrate for Denton County at the assignment of the Denton County Probate Court. Judge Ramsay is a past-president of the Texas Municipal Courts Association and currently serves as the 2 nd Vice President. PAT RIFFEL Pat Riffel, CMCC, is the Court Administrator for the City of Friendswood. She has a Bachelor s Degree in Political Science and is a Licensed Social Worker. She joined the court clerk profession in December She is a Level III, Certified Municipal Court Clerk. She has also achieved status as a Certified Court Manager through the Institute of Court Management. Pat is a member of the TCCA Education Committee and serves as Scholarship Chair. She is a member of the Gulf Coast Chapter of TCCA. LESTER RORICK Lester Rorick has spent the last seven years as the presiding judge for the City of Pasadena. He has served as the assistant city attorney and the tax collection attorney for Pasadena, the city attorney for Pearland and Shore Acres. Judge Lester received his Juris Doctorate in 1977 from the South Texas College of Law. He is currently a member of the board of directors for the Texas Municipal Court Association and the Texas Municipal

10 Courts Education Center. He is also on the board of directors of the Pasadena Livestock Show and Rodeo; and a member of the advisory board for the San Jacinto Day Foundation. ROBIN SMITH Judge Robin D. Smith is the of the City of Midland Municipal Court. He has served in the position since November of Prior to that appointment, he practiced law as a prosecutor for the City of Midland from 1982 to 1983 and operated as a solo practicioner from 1993 to Judge Smith s educational accomplishments include a bachelor s degree in economics and psychology from Oklahoma State University and a Juris Doctorate from Texas Tech University. His professional association work includes serving as Chair of the State Bar of Texas Municipal Judges Section from and is the current President of the Texas Municipal Courts Association as well as in He served on the TMCA board of directors from and again from 2001 to the present. In August 1997, he completed a term as the Chair of the American Bar Association s National Conference of Specialized Court Judges. In 1997, Judge Smith was appointed by Chief Justice Tom Phillips to serve on the Texas Judicial Council where he served until From , Judge Smith was selected as the National Highway Transportation Safety Administration Judicial Fellow. As Judicial Fellow, he provided input for the United States department of Transportation on policy and publications. He was also called upon to speak on traffic safety issues for the administration. Among honors, the Texas Junior Chamber of Commerce recognized Judge Smith as one of the Five Outstanding Young Texans in The Texas Municipal Courts Association named Judge Smith Judge of the Year in June In 2001, He was presented the American Bar Association s National Conference of Specialized Court Judges Education Award. The State Bar of Texas Municipal Judges Section presented Judge Smith with the Michael J, O Neal Outstanding Jurist Gavel Award in 2002, and he is a four time winner of the City of Midland Management Award. He is a frequent speaker for several groups including the National Judicial College and the Texas Municipal Courts Education Center. In addition, he has spoken at judicial training seminars in several states. Judge Smith is considered to have expertise in the areas of search and seizure, constitutional criminal procedure, and juvenile law. In addition to his activities and position at the Midland Municipal Court, he edits and publishes the Texas Municipal Court Justice Court News, which has more than 800 monthly subscribers. GARY TEELER Gary Teeler started his career with Texas Parks and Wildlife in 1996, serving as a Field Game Warden, in Van Zandt County and Travis County. In 2002, Gary was promoted to Lieutenant and assumed the position of Cadet Class Coordinator at the Game Warden Training Academy. As Cadet Class Coordinator, he provided training to five cadet classes and presented numerous in-service trainings to field officers. In 2007, Gary was promoted to Assistant Commander overseeing Strategic Planning and Inspections at the Texas Parks and Wildlife Headquarters Complex. During his career, he has served as an adjunct instructor for the Capitol Area Council of Governments, Texas Municipal Police Association, and the Texas Department of State Health Services. Gary continues to instruct TPWD cadets on the Family Violence block of the Basic Peace Officers Course, and instructs numerous in-service courses. Assistant Commander Gary Teeler was the recipient of the 2010 SAFVIC Instructor of the Year Award!

11 Gary has received training in the following areas: Sexual Assault, Stalking, Family Violence, Computer Crimes, Impaired Driving, Cell Phone Forensics and Cyber Crimes, Gary received his TCLEOSE Instructor Certification in 2001 and his Master Peace Officer license in In 2012 he earned the Certified Fraud Examiner (CFE) credential, and in 2013, the Certified Emergency Manager (CEM) credential. KATIE TEFFT Katie Tefft is the Assistant City Attorney for the City of Houston. Prior to joining the Houston Municipal Court she was the Program Director for the TMCEC. She has also worked as Project Attorney on the 7th edition of Dawson s Texas Juvenile Law under contract with the former Texas Juvenile Probation Commission (TJPC) and as a Drafting Attorney in the Attorney General s Open Records Division. Ms. Tefft received her Bachelor s degree with honors in Sociology and Economics from Southwestern University in Georgetown, Texas, and her Juris Doctorate with honors in May of 2007 from Mercer University School of Law in Macon, Georgia. She also received a certificate in Legal Writing and Research from Mercer. While in law school, Ms. Tefft clerked in the Narcotics Division of the Bibb County District Attorney s Office. LYNDA WALKER Lynda Walker has been employed as a Law Enforcement Liaison with the Texas Municipal Police Association for three and a half years. In her position, she focuses on traffic safety related issues, from distracted driving to child passenger safety. She currently instructs three different courses for the Police Traffic Services Division of TMPA. She has been a certified peace officer in the State of Texas for 21 years. She holds a Master Peace Officer Certification and is currently commissioned as a Reserve Deputy with the Dawson County Sheriff s Office. She is a TCOLE licensed instructor and firearms instructor. She also holds a National certification as a Child Passenger Safety Technician and Technician Instructor and assists with instruction of these courses throughout the State of Texas.
