2 2210 Hancock Drive, Austin, Texas fax FACULTY BIOGRAP HIES W. CLAY ABBOTT W. Clay Abbott is the DWI Resource Prosecutor for the Texas District and County Attorneys Association (TDCAA). He grew up in Boulder, Colorado and then attended Lubbock Christian University where he received a BA in History. He went on to receive his Doctor of Jurisprudence from the Texas Tech School of Law, cum laude. He was inducted into Order of the Coif in December Mr. Abbott served as an Assistant District Attorney in Lubbock County before going into private practice for five years. In 1995 he returned to prosecution as the Chief Deputy for the Lubbock County District Attorney's office. He served as General Counsel from 2000 to With Ryan Kellus Turner, he is the author of s Judges Book. Mr. Abbott served as an Adjunct Professor at the Texas Tech School of Law for nine years and is a frequent presenter for, TDCAA, and others. MARISA AGUILAR Marisa Aguilar, LPC, is the Practice Manager of the Expanded Mobile Crisis Outreach Team at Austin Travis County Integral Care, where she has worked for almost four years. Ms. Aguilar is a SafeTALK trainer, which serves to expand the reach of suicide intervention skills in communities and also assists in teaching TCOLE s Crisis Intervention Team training with the Austin Police Department and Travis County Sheriff s Office. She has presented workshops at the 2016 and 2017 American Association of Suicidology Conference. Prior to her work at Integral Care, Ms. Aguilar was a Guardian Ad Litem, appointed to represent the best interest of children in family law cases and has also served as a counselor with the Travis County Sheriff s Office, where she worked at Central Booking and Travis County Correctional Complex. CARLOS A. ALVARADO Carlos Alvarado is a Supervisory Deputy U.S. Marshal. His law enforcement career began as a Military Police Officer in the U.S. Army. He held several job positions and received numerous awards and commendations during his military career: Sierra Army Depot, MP Patrolman (Security of Special Weapons/Material); Ft. Buchanan, Puerto Rico, MP Squad Leader, Patrol Supervisor, and a member of the Special Reaction Team (SRT); US Central Command s Protective Service Team, Tampa, Protective Service Agent assigned to General Anthony Zinni (USMC); and General Tommy Franks (USA); Conducted protective operations world-wide, predominately throughout the Middle East, Africa, and former Soviet Countries. Mr. Alvarado joined the United States Marshal Service (U.S.M.S.) in 2001 and has served four divisions during his tenure. He has been deployed to numerous fugitive and protective operations nationwide: USMS E/MO, St. Louis, DUSM, Court and Transport Operations; USMS Phoenix Arizona, Fugitive Task Force, Public Affairs, Mexican Liaison; USMS Corpus Christi, Fugitive Task Force Coordinator, OCDETF Coordinator; USMS Supervisory Deputy Gulf Coast Violent Offenders and Fugitive Task Force (GCVOFTF) Corpus Christi and Victoria Divisions; 2017-Present USMS Supervisory Deputy Lone Star Fugitive Task Force San Antonio.

3 CHARLES BAXTER After a rewarding career in Southern California Law Enforcement, Mr. Baxter transitioned to the private sector in As a FEMA contractor, he oversaw site security and personnel for disaster centers in the Los Angeles area after a major earthquake. Recognized for his success, he was afforded an opportunity to manage a regional contract security and investigation firm. A career opportunity relocated him to North Texas in Since becoming a Texas resident, Mr. Baxter has served as a Municipal Court Judge and directly managed physical security operations in both corporate and contract leadership roles, serving a number of well-known Fortune 500 Companies. A licensed Physical Security Consultant in Texas and certified as a Physical Security Professional (PSP) through The American Society for Industrial Security (ASIS). Mr. Baxter continues to design, implement, and manage successful physical security solutions for large companies. GREG COWAN Gregory J. Cowan has over 25 years experience in the Florida judicial system and has extensive experience in court emergency management. He currently serves as Senior Management Analyst with the Justice Administrative Commission (JAC) and serves as a consultant on court emergency management with the National Center for State Courts (NCSC). Mr. Cowan has written and presented extensively on the topic of court emergency management. He has served as a member of the National Coalition for Emergency Management in the Courts, as faculty with the Institute for Court Management, and as staff and technical expert on various NCSC initiatives. ALLEN GILBERT Judge Allen Gilbert is the Municipal Judge in San Angelo and has been since he was appointed in He has worn many hats in the judicial world and has accumulated many accolades along with a wealth of experience. Judge Gilbert lectured in education classes for Texas Tech from 1978 to He coauthored the first Municipal Court Judicial Handbook in 1983 for the State of Texas. He was appointed by the Governor of Texas to serve on the Texas Supreme Court Education Committee for three terms. Judge Gilbert has served as the President of the Organization of Municipal Courts of Texas and as Vice President of the Texas Municipal Courts Association. He has served as the Legislative Committee Chairman for the Texas Municipal Courts Association and chaired a committee to establish the Texas Municipal Court Training Center. He currently lectures for the Education Center and has since it began in His newest appointment was by the Chief Justice of the Supreme Court in November 2005 where, in addition to his full-time position as Municipal Judge and teaching at the Education Center, he serves on the Texas Judicial Council. Judge Gilbert was recently appointed as Chair of the Juvenile Justice Committee for Texas Judicial Council. Currently, Judge Gilbert serves on the Board of Directors for the San Angelo Boys Club, Eastern Little League, and Lake View Christian Bible Church. He also serves as the Vocational Communication Director for San Angelo Independent School District.

4 CHRIS GIORDANO Chris Giordano is currently the Supervising City Marshal in Bryan, Texas. He is responsible for daily operations of the Bryan Marshal s Office. Mr. Giordano holds a Master Peace Officer Certification issued by TCOLE and a Court Security Specialist Certificate. He began his law enforcement career in 2001 as a patrol deputy with the Fayette County Sheriff s Office. He then moved to the La Grange Police Department from 2001 to During his tenure in La Grange, Mr. Giordano received extensive training in undercover drug operations and was assigned to narcotics investigations and enforcement. From 2005 to 2011, he was employed at the Taylor Police Department. During a majority of his time in Taylor, he was assigned to investigations with a specialty in crimes against children. HECTOR GOMEZ Mr. Gomez retired after a 31-year career with the United States Marshals Service as the Supervisory Deputy of the Austin Division. In 2017, he was hired as the first Court Security Director for the Texas Office of Court Administration, overseeing the establishment of the Texas Court Security Division. This position was created pursuant to Senate Bill 42, cited as The Judge Julie Kocurek Judicial and Courthouse Security Act of His career highlights include serving in leadership and support roles involving high threat criminal trials involving Outlaw Motorcycle Gangs, Narcotics Cartels, Organized Crime, White Supremacists, John Gotti, Ted Kaczynski, Unabomber, and Timothy McVeigh. Other assignments include the United Nations in New York to augment personal security for visiting foreign ministers, Supreme Court Justices, and government high value protectees, responding to the Los Angeles Riots, hurricanes, and natural disasters under Presidential directive. Mr. Gomez was responsible for overseeing and directing criminal investigators, judicial threat and inappropriate communication investigations, Court Security Officers, and responsible for the safety and physical security of the judiciary and courthouse facilities in the Austin Division. In 2005, he established the Lone Star Fugitive Task Force in Austin, a multi-agency law enforcement partnership serving the central Texas area charged with locating and apprehending violent offenders, gang members, sex offenders, and criminals posing the highest degree of risk to our communities and law enforcement. The Lone Star Fugitive Task Force was recognized by the Justice Department as recipient of the Task Force of the Year Award. The task force has been recognized by the 100 Club Award, the Governor s Office, State Legislature, and the United States Senate. MARK GOODNER Mark Goodner is the Deputy Counsel and Director of Judicial Education for the Texas Municipal Courts Education Center (). Annually, Mark plans, develops, and oversees ten Regional Judges Seminars per year each offering 16 hours of judicial education along with two 32-hour New Judges Seminars. In addition to his work at, Mark serves as an Associate Judge for the cities of Bee Cave and Leander. Mark is a Certified Court Manager, having completed the Court Management Program of the Institute for Court Management in August Mr. Goodner graduated from Oklahoma State University in 1997 with a B.A. in Theatre and from the University of Texas School of Law with a juris doctorate and certification in the Graduate Portfolio Program in Dispute Resolution in May of 2007.

5 JOHN K. HAZESLIP John Hazeslip is a Tactical Officer assigned to the Emergency Response of the Harris County Sheriff s Office (HCSO) in Harris County Texas. He is a 29-year veteran of the HCSO and a 17-year veteran of the Emergency Response Team (ERT). Hiss current assignment is Team Leader of the unit he is assigned. The Emergency Response Team is assigned to the Court Sector of downtown Houston, responsible for five primary court buildings that house criminal courts, civil courts, family courts as well as potential juries. Each day those courts handle approximately 700 to 1200 inmates on its dockets. The Emergency Response Teams primary duties are Active Shooter Response Team, Hostage Rescue Team, as well as providing High Threat Security for High Profile and High Threat Cases for the court sector of downtown Houston. The ERT also provides Dignitary Protection for Judicial Members (Judges) as threats present themselves. The ERT also provides High Risk Prisoner Security Escort for the transport of Death Row Prisoners as well as High Risk Inmates in transport. Mr. Hazeslip is trained and certified in the following: Advanced SWAT; Advanced Hostage Rescue; Active Shooter (Train the Trainer); C.R.A.S.E (Civilian Response to Active Shooter Events); Police Instructor; Firearms Instructor; Patrol Rifle Instructor; Dignitary Protection. REGAN METTEAUER Regan Metteauer has been a Program Attorney at the Texas Municipal Courts Education Center () since As a Program Attorney, Mrs. Metteauer is responsible for planning, developing, and facilitating the Traffic Safety Conference, webinars, and training for juvenile case managers and bailiffs and warrant officers who serve in Texas Municipal Courts. is a contract training provider with the Texas Commission on Law Enforcement (TCOLE), for which she is currently the Training Coordinator. She holds a TCOLE Basic Instructor certification (40 hours). Mental health training is another area of responsibility for Mrs. Metteauer. Pursuant to that, she has developed courses, webinars, and clinics related to mental health issues and procedures in municipal courts. Mrs. Metteauer has a passion for equipping the courts to change the way the criminal justice system views mental health. s first mental health summit was held in May 9-11, 2016 for municipal court judges and prosecutors. Mrs. Metteauer received her Bachelor of Arts in Journalism from Sam Houston State University (SHSU) and her juris doctor from Baylor Law School. She is an adjunct professor in the Criminal Justice Department at Texas State University. NED MINEVITZ Ned Minevitz, a Massachusetts native, has served as TxDOT Grant Administrator and Program Attorney at the Texas Municipal Courts Education Center since November, Mr. Minevitz also serves as General Counsel for Everthin, LLC, a startup company based in Massachusetts. He received his B.A. from Connecticut College in New London, CT where he majored in East Asian Studies. Spending extensive time in China after college, Mr. Minevitz is proficient in Mandarin Chinese. In 2013, Mr. Minevitz earned his J.D. from the Sandra Day O Connor College of Law in Tempe, AZ. In his free time, he enjoys tennis, golf, and squash.

6 PAT RIFFEL Pat Riffel, CMCC, is the Court Administrator for the City of Friendswood. She has a Bachelor s Degree in Political Science and is a Licensed Social Worker. She joined the court clerk profession in December She is a Level III, Certified Municipal Court Clerk. She has also achieved status as a Certified Court Manager through the National Institute of Court Management. She currently serves as faculty for both the Texas Municipal Court Education Center and National Center for State Courts. Pat is a member of the Texas Court Clerk s Association and serves as Co-Chair of the Education Committee, and Chair of the Ethics Committee. GARY TEELER Mr. Teeler recently retired with 22 years of service from the State of Texas, as the Homeland Security and Emergency Management Chief at a state agency. He is a graduate of Texas State University and Sam Houston State University with a B.S. and M.S in Criminal Justice and is a graduate of Session 256 of the FBI National Academy. He holds both the Certified Emergency Manager (CEM) and Texas Emergency Manager (TEM) credentials. Mr. Teeler serves as an Adjunct Professor at South University and is involved in numerous public safety and emergency management committees and working groups. RYAN KELLS TURNER Ryan Kellus Turner is General Counsel and Director of Education for the Texas Municipal Courts Education Center. Prior to joining the Center in 1999, he served as Briefing Attorney for Judge Sharon Keller at the Texas Court of Criminal Appeals. Mr. Turner obtained his juris doctorate from Southern Methodist University School of Law. He received his Bachelor's Degree in Psychology with highest honors from St. Edward's University, Austin, Texas, where he now teaches as an adjunct faculty member in the School of Behavioral and Social Sciences. In 2004 and 2013, he was the recipient of the School s Adjunct Teaching Excellence Award and a finalist for the University Adjunct Teaching Excellence Award in Mr. Turner previously served as a Special Assistant County Attorney for Kendall County. He is currently Deputy City Attorney for the City of Dripping Springs and also serves as a Substitute Associate Judge on the Austin Municipal Court. In 2011, he was an advisory member on the Texas Judicial Council s Juvenile Justice Committee. In 2012, Mr. Turner was named Co-Chair of the Texas Judicial Council Legislative Subcommittee on Juvenile Justice. He is current an advisory member on the Texas Judicial Council s Pretrial Justice Committee. A native Texan, Mr. Turner was raised in the north Texas town of Vernon. He is the co-author of the books Lone Star Justice: A Comprehensive Overview of the Texas Criminal Justice System and The Municipal Judges Book. TOM VITACCO Tom Vitacco is a State Certified Advanced Police Instructor with over 23 years of law enforcement experience. Mr. Vitacco retired from the Alamo Heights Police Department in 2017 after serving since 1994 in positions including patrol, criminal investigations, training, and administration. He now works as a police instructor at the Alamo Area Council of Governments (AACOG) Law Enforcement Academy where he provides training for both police cadets and current Texas peace officers in a wide variety of subjects including firearms, tactics, supervision, and mental health issues. He is also a deputy with the Bexar County Sheriff s Office Reserve Training Division.

7 Mr. Vitacco has a Bachelor s Degree in Criminal Justice from the University of Texas at San Antonio and is also a graduate of several specialized programs including the Law Enforcement Management Institute of Texas (Sam Houston State University), the FBI Law Enforcement Executive Development Association Program and the FBI Texas Command College. He has been married for over 20 years to his wife, Tina, who is a lieutenant for the Universal City Police Department as well as an AACOG Academy Instructor. JAIME VON SELTMANN Officer von Seltmann has been assigned to the Crisis Intervention Team Unit for six and a half years. She has been employed by the Austin Police Department for eleven years. Additionally, she served on the APD Hostage Negotiation Team for seven years. Prior to her employment with APD, she completed a Master s Degree in Counseling Psychology and interned for a year and a half at the Chaplain Center on Ft. Hood. She currently co-instructs the CIT Basic Course for Cadets, the CIT Certification Course for Mental Health Officers, the CIT Portion of APD s Citizen s Police Academy and the National Alliance for Mental Illness (NAMI) 911 Presentation for various community members.
