2 2210 Hancock Drive, Austin, Texas fax JAIME BREW Jaime Brew is the Municipal for the Sugar Land Municipal Court. She has worked in municipal courts for over six years. Prior to working for the Sugar Land Municipal Court, Mrs. Brew was employed by the Killeen Municipal Court of Record. During her tenure at City of Killeen she held the positions of Clerk of the Court and the Compliance/Collections Manager. Jaime has a very diverse work history. She has previously worked in the areas of mortgage lending, finance, and banking. Mrs. Brew received her Bachelor of Business Administration degree from Texas A&M University in College Station, Texas. She also received her Master of Business Administration degree from the University of Mary Hardin-Baylor in Belton, Texas. Jaime participated in the Texas Court Clerks Certification Program and became a Certified Municipal Court Clerk (CMCC) in Mrs. Brew is a member of the Texas Court Clerks Association (TCCA) and serves as a Director at Large on the TCCA Board of Directors. She also serves as the Certification Program Financial Manager. Jaime participates in several TCCA State committees such as the Bylaws, Certification and Education, Membership, Public Relations, Publications, and Website. MARK GOODNER Mark Goodner serves as the Presiding Judge for the City of Woodcreek and is the Program Attorney and Deputy Counsel for the Texas Municipal Courts Education Center. Prior to joining the Center, he worked in civil litigation in Austin. Mr. Goodner graduated from the University of Texas School of Law with a juris doctorate and certification in the Graduate Portfolio Program in Dispute Resolution in May of While in law school, he worked in the mediation clinic, was a finalist in the Thad T. Hutcheson Moot Court Competition, and served on the executive board of Assault & Flattery. ROBERT HOPKINS Officer Robert Hopkins has 22 years experience in public safety and as a Professional Firefighter/Paramedic. Officer Hopkins also has 11 Years in law enforcement as a Patrol Officer, Traffic Officer, FTO, and now a Warrant Officer. Committing his life to public safety and making the community a better place for not only his family, but every citizen, he is dedicated to continuing his education in all aspects of public safety from Fire, EMS, and Law Enforcement. It is his background in Fire/EMS that has broadened his education to forward and educate fellow Law Enforcement Officers in the signs and symptoms and recognition of persons under the influence of current designer drugs, an epidemic that is becoming everyday occurrences in all areas of the State and the nation. Learning to recognize these symptoms will better assist officers in dealing with persons under the influence of these designer drugs. DAVID JOHNSON David Johnson is the Deputy Chief Prosecutor for the City of Arlington. He also serves as the lead prosecutor for appeals, code compliance, and civil enforcement matters. Prior to joining the Arlington City Attorney s Office, he worked for Dallas attorney S. George Alfonso. Mr. Johnson obtained his juris doctorate from Texas Wesleyan University School of Law. Mr. Johnson received his Bachelor's Degree in Journalism from Texas A&M University, College Station, Texas.

3 Mr. Johnson has been a presenter for the Texas District & County Attorneys Association, the Texas Court Clerks Association, the Texas City Attorneys Association, as well as a past presenter for TMCEC. SUE KENNEDY Sue Kennedy is the Court Manager for the City of Lewisville and has over 18 years of work experience in local government. Ms. Kennedy has attained her Level II certification and is currently working on Level III. She serves on the North Texas Chapter of the Texas Court Clerks Association as Vice-President and has previously served as Treasurer. For the past five years, she has instructed the Level I, Level II Prep Courses, and other court related topics. ASHLEY KENNEDY Ashley Kennedy is currently the for the City of Van Alstyne Municipal Court, the Supervisor of the Dispatch Center, and Custodian of Records for the Police Department. She has worked for the city for 7 years and is currently a Level II Clerk beginning to work on her Level III Certification. Ashley lives in North Texas with her husband and son and is currently a part-time Law student at Texas A&M School of Law in downtown Fort Worth. Ashley has received both a distinguished service award and an award of excellence from the Texas Court Clerks Association. CATHERINE KLIER Catherine Klier is an Administration Manager with the Municipal Courts Department, with over 12 years experience in criminal justice. As an Administration Manager, Ms. Klier is responsible for managing all operations of the Juvenile Case Manager Program, which places Juvenile Case Managers in local middle and high schools as well as within the Municipal Court to reduce juvenile referrals into the criminal justice system. The City of Houston Juvenile Case Manager Program is the largest program of its kind in the state as well as the most highly developed. In addition to her current position, she currently serves as faculty for the Texas Municipal Courts Education Center by providing education on topics related to juveniles in the criminal justice system and serves as President of the southeast region chapter of the Juvenile Case Manager Association. Ms. Klier has been with the Municipal Courts Department since January 2009, where she was one of four original Juvenile Case Managers; she was promoted to Senior Juvenile Case Manager in April In August 2011, Ms. Klier was honored with a Bravo Award, which is the highest recognition program for employees. Prior to 2009, Ms. Klier served as a Conservatorship caseworker with the Texas Department of Family and Protective Services (DFPS). She also served as a Pretrial Officer and Defendant Monitoring Officer with Harris County Pretrial Services. Ms. Klier began her career in criminal justice as a Pretrial Officer with Travis County Pretrial Services. Ms. Klier received her bachelor s degree in Art and Art History from the University of Texas at Austin in 2003.

4 JULIE KUBECZKA-DAY CMCC Julie Kubeczka-Day has been employed by the City of Alvin for 15 years. She was Deputy Court Clerk for 10 years for the Municipal Court. During her employment in the Municipal Court, she achieved the Certified Municipal Court Clerk Certification and was promoted to the position of Court Clerk in May HOWARD LAFLEUR Howard LaFleur serves as the Administration Manager for the City of Huston since 2011, prior to that he was the Administrative Supervisor for 6yrs. Mr. LaFluer has 16yrs experience with Municipal Courts. He is Level I Certified and is pursuing Level II Certification. Mr. LaFleur is a huge Dallas Cowboys fan. VICTOR LANDER Victor Lander was born in Georgia and grew up in New York City and Virginia. He received his Bachelor of Arts with honors from Morehouse College in Atlanta, Georgia and his juris doctorate from the University of Texas in Austin. Judge Lander worked for the Federal Communications Commission in Washington, D.C., before joining his father, the late Fred L. Lander, III, in the private practice of law in state and federal courts in Dallas. He was appointed an Associate (part-time) Municipal Judge for the City of Dallas in 1991 and has served as a full-time Municipal Judge for Dallas since In August of 2008, he was named Administrative Judge for the Dallas Municipal Court. He was named Outstanding Municipal Judge by the Texas Municipal Courts Association in 2003, and served on the Board of the TMCA from 2005 to ANNA NEGRETE Anna Negrete is Court Supervisor for the Town of Little Elm, a position she took in September of Prior to this, she spent three years with the City of Royse City, beginning as a Deputy Court Clerk and becoming Court Administration in She is a Level II certified court clerk. Ms. Negrete is looking forward to working with the Town of Little Elm s Teen Court program and assisting the court with community involvement. In her free time, she is working on her Paralegal Degree at El Centro Community College and her Level III certification. She has four beautiful children who have been tolerant of her endeavors, for which she is very thankful. WANDA PRICE Wanda Price is the Judicial Security Inspector with the United States Marshals Service. BILL RAGSDALE Bill Ragsdale is the Municipal Court Judge for the City of Ingram and Justice of the Peace of Precinct Four, Kerr County. He has been a judge for 22 years and has taught clerks for the Justice Court Training Center. He began as a municipal court clerk in PAT RIFFEL Pat Riffel, CMCC, is the for the City of Friendswood. She has a Bachelor s Degree in Political Science and is a Licensed Social Worker. She joined the court clerk profession in December She is a Level III, Certified Municipal Court Clerk. She has also achieved status as a Certified

5 Court Manager through the Institute of Court Management. Pat is a member of the TCCA Education Committee and serves as Scholarship Chair. She is a member of the Gulf Coast Chapter of TCCA. ED SPILLANE Edward Spillane is the Presiding Municipal Judge for College Station since May Prior to taking that position, he served as an Assistant District Attorney for Brazos County for eight years and as an associate for the law firm Fulbright and Jaworski for two years. Judge Spillane received his undergraduate degree from Harvard University and his law degree from the University of Chicago. He currently serves as President of the Texas Municipal Courts Association. Judge Spillane currently is the Region VII director on the TMCEC/TMCA board and represents Texas Municipal Courts on the Judicial Conduct Commission. KATIE TEFFT Katie Tefft is an Assistant City Attorney in the Municipal Prosecution Section for the City of Houston. Prior to moving back to her hometown of Houston, she was a Program Attorney and Program Director for TMCEC. She has also worked with the former Texas Juvenile Probation Commission (TJPC) on updating the 7th edition of Dawson s Texas Juvenile Law and as a Drafting Attorney in the Attorney General s Open Records Division. Ms. Tefft received her Bachelor s degree with honors in Sociology and Economics from Southwestern University in Georgetown, Texas, and her Juris Doctorate with honors in May of 2007 from Mercer University School of Law in Macon, Georgia. She also received a certificate in Legal Writing and Research from Mercer. While in law school, Ms. Tefft clerked in the Narcotics Division of the Bibb County District Attorney s Office.
