2 2210 Hancock Drive Austin, Texas fax THOMAS BRIDGES Tom Bridges serves as the Municipal Court Prosecutor for the City of Portland. Prior to serving in this capacity he was the District Attorney in Aransas and San Patricio Counties from 1978 to Mr. Bridges served as a pilot in the United States Air Force from 1962 to 1967 attaining the rank of Captain. He earned his undergraduate degree from North Texas State University and his juris doctorate from the University of Texas School of Law. Mr. Bridges is a co-author of Warrants Manual for Arrest, Search and Seizure with Ted Wilson and currently lectures on Fourth Amendment Law for the Texas District and County Attorneys Association, the Texas Department of Public Safety and, occasionally, the Texas Municipal Courts Education Center. ROBBY CHAPMAN Robby Chapman is Director of Clerk Education and Program Attorney for the Texas Municipal Courts Education Center. Mr. Chapman manages the Center s court clerk continuing education program and edits both the Fine-Only Misdemeanors Green Book and the Clerk Certification Study Guide. Prior to working for the Center, Mr. Chapman served as an Assistant District Attorney for Nueces County and as the Municipal Court Prosecutor for the City of Cedar Park. Mr. Chapman regularly speaks on legal issues throughout the state and is a past presenter for the Texas Municipal Courts Association, the Texas Court Clerks Association, and the National Center for State Courts Institute for Court Management. He received his Doctor of Jurisprudence from St. Mary s University School of Law and Bachelor of Arts in History from The University of Texas at Austin. SCOTT CUBBLER Scott Cubbler one of 92 Protective Security Advisors (PSAs) deployed throughout the United States and Protectorates to lead the coordinated national effort to reduce the risk to our critical infrastructure and key resources (CI/KR) and strengthen national preparedness, timely response, and rapid recovery in the event of an attack, natural disaster, or other emergency. As a DHS PSA, he is the on-site critical infrastructure and vulnerability assessment subject matter expert assigned to local communities. He facilitates physical and cyber assessments and provides guidance on established security practices by reviewing and analyzing physical/technical/cyber security for local critical infrastructure facilities and systems. He has extensive experience in identifying gaps/vulnerabilities and providing options to mitigate the risks and developing strategies to improve regional capabilities and long-term strategies for implementation. MATT DIXON Matt Dixon is an Assistant City Attorney for the City of Arlington. Prior to joining the City of Arlington in 2010, he served as an Assistant District Attorney for Nueces County and as a municipal prosecutor for the City of Corpus Christi. While prosecuting for the Nueces County District Attorney s Office, Mr. Dixon won a state s appeal concerning double jeopardy and animal cruelty prosecution. State v. Almendarez, 301 S.W.3d 886 (Tex. App. Corpus Christi 2009, no pet.). Mr. Dixon obtained his juris

3 doctorate from Texas Wesleyan School of Law (currently Texas A&M School of Law). While at Texas Wesleyan School of Law, Mr. Dixon was a member of the Law Review. JULIE DOSHER Mrs. Dosher is an Associate Attorney with Nichols, Jackson, Dillard, Hager & Smith, L.L.P. (NJDHS), where her primary area of practice is in municipal law. She currently serves as a Prosecutor for the Cities of Richardson, DeSoto, Hutchins, Ovilla, Kaufman, and Talty. Prior to joining NJDHS, Mrs. Dosher served as First Assistant City Attorney and Prosecutor for the City of Cedar Park, Texas, and as an Assistant City Attorney and Prosecutor for the City of Waco, Texas. MARK GOODNER Mark Goodner serves as the Presiding Judge for the City of Woodcreek and is the Deputy Counsel and Director of Judicial Education for the Texas Municipal Courts Education Center. Prior to joining the Center, he worked in civil litigation in Austin. Mr. Goodner graduated from the University of Texas School of Law with a juris doctorate and certification in the Graduate Portfolio Program in Dispute Resolution in May of While in law school, he worked in the mediation clinic, was a finalist in the Thad T. Hutcheson Moot Court Competition, and served on the executive board of Assault & Flattery. PETER GRAHAM Judge Peter Graham has been an associate judge in Irving since December After graduating from University of Dallas in Irving with a BA in Politics, he joined the Marine Corps where he served as a tank commander before being stationed at the Marine Recruiting Station in Dallas. He is a graduate of Southern Methodist University School of Law and is in private practice in Arlington. He is a member of the Marine Corps League, Marine Corps Tankers Association, and is active in the Marine Corps Toys-for- Tots program. Recreation interests include civil war re-enactments and anything else that does not involve being on a telephone. DAVID HAMILTON Mr. Hamilton has been licensed lawyer in Texas for over 30 years, spending most of that time in private practice. For the last ten years, Mr. Hamilton has served as City Attorney for City of Reno, Lamar County. Mr. Hamilton began his career as a law enforcement officer, while attending undergraduate and law school at Texas Tech University. He holds the Advanced Law Enforcement License, as well as the Instructor s Certification from the Texas Commission on Law Enforcement Officer Standards and Education. After law school, Mr. Hamilton served as a briefing attorney for the Court of Criminal Appeals in Austin, then began his legal career, which has included five years as a felony prosecutor. A member of the National Order of Barristers, Mr. Hamilton has participated in every type of criminal case, from traffic tickets to capital murder. In addition to his faculty duties with TMCEC, Mr. Hamilton is a member of the State Bar Committee on Child Abuse and Neglect. Born in Lubbock, Mr. Hamilton s published articles include Multiple Personality Disorder: Competency and the Insanity Defense and Expert Witness Testimony. DANA HUFFMAN Dana Huffman serves as the Presiding Judge for the Cities of Balch Springs, Fairview, Princeton and Lucas. She is the Associate Judge for the Cities of Carrollton, DeSoto, and Fate and the prosecutor for the Cities of Red Oak, Ferris, and Waxahachie. Ms. Huffman graduated from Texas Wesleyan University

4 School of Law with a juris doctorate and Stephen F. Austin State University with a Bachelor of Business Administration. She is active in animal rescue serving on the Board of Directors for two rescue organizations and the City of Richardson Animal Shelter Advisory Commission. IVAN MARTINEZ Ivan Martinez has worked as an Assistant District Attorney for over nineteen years. He has tried cases ranging from misdemeanor to capital murder. He has been a trial team chief for the last twelve years. In addition to his supervisory duties, he is a member of a DWI Drug Court team. He has been tasked with teaching DWI law to new police officers. In addition, he has taken the lead in informing the public about his office s OUT FOR BLOOD campaign. He is frequently asked to present to various groups throughout this state (and New Mexico) on topics ranging from legal ethics to the role of the prosecutor in drug court. He earned his B.B.A. in Accounting from The University of Texas at Austin and a J.D. from The University of Houston Law Center. He has been active in the High School Mock Trial competition for the last eleven years. He helps judge at the regional competition. He has coached a team to the state competition, as well. He likes to bowl and play tennis. He tries to keep up with his 2-year-old boy. He also likes to watch movies with his beautiful wife. PATRICIA NASWORTHY Patricia (Trish Nasworthy) is an Assistant City Attorney for the City of Grand Prairie. She obtained a Bachelor of Arts in Spanish from Texas Tech University in 1974 and a Juris Doctor from South Texas College of Law in She has been an attorney for 28 years. She worked as an assistant district attorney for Harris County Assistant District Attorney from From she worked for a plaintiff s personal injury firm in Houston. She was self employed as a criminal defense attorney from Since 1999, Ms. Nasworthy has been an assistant City Attorney with the City of Grand Prairie. Ms. Nasworthy has tried hundreds of jury trials, including capital murder cases, and she had an extensive appellate practice with over 50 cases reported in the SW Reporters. She has written a number of articles and presented at various seminars as both a prosecutor and defense attorney throughout the state. ERIC RANSLEBEN Eric G. Ransleben is an Associate Municipal Judge for the Town of Trophy Club and the Town of Westlake. He is also the City Prosecutor for the City of North Richland Hills. Judge Ransleben has been in private practice since 1996, and specializes in criminal and juvenile defense, and education law. He has been representing school age children in the public school system for over 10 years, with particular interest in special education law. SHERRI RUSSELL Sherri Russell attended the University of Houston for an undergraduate degree and then spent four years in the Air Force. While in the Air Force, she was held hostage by a militant government in Dayton, Ohio. She escaped from Dayton by volunteering for the Philippines. After the Air Force, Ms. Russell

5 attended St. Mary s for her JD. She worked for the Bexar County district courts and the 4th Court of Appeals before landing a job as an assistant city attorney for San Marcos. Ms. Russell also worked in Waco as an assistant city attorney before becoming the City of Lake Jackson s City Attorney. GARY TEELER Gary Teeler started his career with Texas Parks and Wildlife Department (TPWD) in He has served in various capacities, including as an Academy Instructor and a Program Manager at the TPWD State Headquarters. Gary currently serves as an adjunct instructor for the Texas Municipal Court Education Center (TMCEC), Texas Justice Court Training Center (TJCTC), and the Texas Municipal Police Association (TMPA). Gary is an adjunct instructor at South University, teaching Criminal Justice Management and Administration. Mr. Teeler has received criminal investigations training in the following areas: criminal personality profiling, human trafficking, domestic violence, sexual assault, child abuse, stalking, cyber crimes, digital forensics and Investigative hypnosis. Gary received his TCOLE Instructor Certification in 2001 and his Master Peace Officer license in In 2012, he earned the Certified Fraud Examiner (CFE) credential, and in 2013, he earned the Certified Emergency Manager (CEM) credential. He currently serves as the President of the Midwest Association of Fish and Game Law Enforcement Officers (AMFGLEO), along with serving as the Chair of the Technology Committee. He also serves on the International Association of Chiefs of Police (IACP) Environmental Crimes Committee. Gary is member of the Texas Commission on Law Enforcement s (TCOLE) Curriculum Committee. Gary is a member of the Executive Council of the Texas Interoperable Communications Coalition (TXICC). In 1994, He graduated from Texas State University in San Marcos, TX with a Bachelors of Science in Criminal Justice with an emphasis in Law Enforcement. In 2009, he received his LCC Designation from the Leadership Command College at Sam Houston State University. In 2011, he received his Masters of Science in Criminal Justice Leadership and Management, from Sam Houston State University. In 2014, Gary graduated from the 256th Session of the FBI National Academy in Quantico Virginia. RYAN KELLUS TURNER Ryan Kellus Turner is General Counsel and Director of Education for the Texas Municipal Courts Education Center. Prior to joining the Center in 1999, he served as Briefing Attorney for Judge Sharon Keller at the Texas Court of Criminal Appeals. Mr. Turner obtained his juris doctorate from Southern Methodist University School of Law. He received his Bachelor's Degree in Psychology with highest honors from St. Edward's University, Austin, Texas, where he now teaches as an adjunct faculty member in the School of Behavioral and Social Sciences. In 2004 and 2013, he was the recipient of the School s Adjunct Teaching Excellence Award and a finalist for the University Adjunct Teaching Excellence Award in Mr. Turner previously served as a Special Assistant County Attorney for Kendall County. He is currently Deputy City Attorney for the City of Dripping Springs and serves as a Substitute Associate Judge on the Austin Municipal Court. In 2011, he was an advisory member on the Texas Judicial Council s Juvenile Justice Committee. In 2012, Mr. Turner was named Co-Chair of the Texas Judicial Council Legislative Subcommittee on Juvenile Justice.

6 A native Texan, Mr. Turner was raised in the north Texas town of Vernon. He is the co-author of the books Lone Star Justice: A Comprehensive Overview of the Texas Criminal Justice System and The Municipal Judges Book.
