Prior to joining the Center, Mr. Chapman served as an Assistant District Attorney for Nueces County, Assistant City Attorney and City Prosecutor for the City of Cedar Park, and a criminal defense attorney with Dunham and Jones. Mr. Chapman received his undergraduate degree from the University of Texas at Austin, and he received his Doctor of Jurisprudence from St. Mary s University School of Law. While in law school, Mr. Chapman represented disadvantaged persons in Bexar County as a student attorney for the St. Mary s Center for Legal and Social Justice. LAUREN FORD CRAWFORD Lauren Ford Crawford graduated from Texas Tech University in 2002 with a degree in history and Spanish, summa cum laude with honors. In 2005, she received her law degree from the University of Texas School of Law. While in law school, Lauren participated in internships for the Texas Railroad Commission and a Midland oil and gas firm, as well as the Texas Municipal League. Lauren joined TML as Legal Counsel in January of MARK GOODNER Mark Goodner serves as the Presiding Judge for the City of Woodcreek and is the Program Attorney and Deputy Counsel for the Texas Municipal Courts Education Center. Prior to joining the Center, he worked in civil litigation in Austin. Mr. Goodner graduated from the University of Texas School of Law with a juris doctorate and certification in the Graduate Portfolio Program in Dispute Resolution in May of While in law school, he worked in the mediation clinic, was a finalist in the Thad T. Hutcheson Moot Court Competition, and served on the executive board of Assault & Flattery. KATIE LEININGER Katie Leininger is an Assistant City Attorney for the City of Pearland where she serves as the City s chief prosecutor and advises the police department. Prior to joining the City, she served as an Assistant District Attorney in the 106 th Judicial District. Ms. Leininger obtained her doctor of jurisprudence from the University of Houston Law Center. She obtained her Bachelor of Arts in Communication and History from Trinity University in San Antonio, Texas. JAN BLACKLOCK MATTHEWS Jan Blacklock Matthews is the prosecutor for the city of Idalou, she also serves a the municipal judge for the city of Wilson (appointed 2011). She an attorney and trained mediator in civil, criminal and USDA matters. She served as a Municipal Court Judge for the City of Lubbock (elected 1994 and 1998, appointed ). Judge Matthews has a Bachelor of Business Administration degree from Sul Ross State University and her Juris Doctorate from Texas Tech University School of Law. Prior to becoming judge, she held the position of Assistant District Attorney and Misdemeanor Chief for the Lubbock County District Attorney s Office.

2 REGAN METTEAUER Regan Metteauer has been a Program Attorney at TMCEC since Mrs. Metteauer received her Bachelor of Arts in Journalism from Sam Houston State University and her Juris Doctor from Baylor Law School. While at SHSU, she was a sports writer for The Houstonian and a media intern at the Shell Houston Open. Mrs. Metteauer married her college sweetheart, who is an Austin police officer. Their daughter, Savannah Primrose, was born May 24, Prior to law school, Ms. Metteauer worked as a manager at Barnes and Noble Booksellers, a substitute teacher for Hutto ISD, and a member of the Youth Ministry Leadership Team at Hutto Baptist Church. Mrs. Metteauer has strong ties to Shawnee, Oklahoma, where she was born, and Conroe, Texas, where she graduated from high school and where her family lives and runs a catering company, Darrel s Catering, named after her grandfather. ANDY QUITTNER For the past 3 years, Andy Quittner has been with the City of San Marcos. And for two years, has served as the Assistant City Attorney. Prior to serving in San Marcos, Mr. Quittner was the Senior Assistant City Attorney for Corpus Christi from 1999 to 2005 and the Assistant County Attorney/ Assistant District Attorney for Nueces County from 1997 to Mr. Quittner attended Louisiana State University where he received his B.S. in Biology, the University of Texas where he received his M.A. in Chemistry and the University of Texas Law School. He is a Registered Patent Attorney and serves on the Board of Directors as treasurer for Texas Clown Association. Since January 2010, Mr. Quittner has served as the city attorney for Seguin, Texas. The Seguin legal department is a one person office including municipal court prosecution. Prior to taking the position in Seguin, Mr. Quittner served as an assistant city attorney, and interim city attorney in San Marcos and Corpus Christi, Texas. Mr. Quittner has also served as an assistant county attorney, assistant district attorney and a law clerk for the U.S. District Court for the Southern District of Texas in Corpus Christi. Mr. Quittner is a mediator, taught mediation, and has served on the board of directors for the Nueces County Dispute Resolution Center. ERIC RANSLEBEN Eric G. Ransleben is an Associate Municipal Judge for the Town of Trophy Club and the Town of Westlake. He is also the City Prosecutor for the City of North Richland Hills. Judge Ransleben has been in private practice since 1996, and specializes in criminal and juvenile defense, and education law. He has been representing school age children in the public school system for over 10 years, with particular interest in special education law. WARREN SPENCER Warren Spencer is currently the City Attorney for two Metroplex cities. He previously served as: the Assistant Police Legal Advisor for the Arlington Police Department; the Senior Legal Advisor for the Plano Police Department; and, as an Assistant City Attorney with the City of Plano. Prior to, and while attending, law school at the University of Texas he served as a police officer. His duties as a peace officer have included patrol, criminal investigation, administration, training and supervision. The highest rank held by Mr. Spencer was Captain. After graduation from the University of Texas School of Law Mr. Spencer served as an Assistant District Attorney with the Tarrant County District Attorney s Office, prosecuting both felony and misdemeanor offenses. He has been involved with law enforcement and municipal matters for 27 years.

3 Mr. Spencer has been actively involved with law enforcement training for 24 years. He has instructed at several area police academies, as well as at many area police departments. He has co-authored a textbook on arrest, search and seizure law for Texas peace officers, which is in its 18th year of publication. He also writes a monthly newsletter for Texas peace officers, which is entering its 17th year of publication. He regularly consults with law enforcement agencies as to training needs, including liability and search and seizure issues. Mr. Spencer currently holds a Master Peace Officer Certification and an Instructor s Certification from the Texas Commission on Law Enforcement. He obtained his bachelor s degree from University of Texas at Arlington and his master s degree from Texas Christian University. He has worked with TCOLE to update legal curriculums for both basic and intermediate level academy classes. During his time with the City of Plano Mr. Spencer assisted in the development of a comprehensive Conflict Management System for the City to resolve complaints between employees. He is a graduate of the Management Preparation Program for Plano. He assisted in the training of employees in the state certified mediator s course and he is an academically certified mediator in Texas. Mr. Spencer served on the graduate faculty for the School of Dispute Resolution at Southern Methodist University, as well as on the faculty for Northlake College in the dispute resolution program. Mr. Spencer currently serves on the graduate faculty of the Department of Criminology and Criminal Justice at the University of Texas at Arlington. Mr. Spencer also instructs for the Texas Municipal Courts Education Center. KATIE TEFFT Katie Tefft is the Assistant City Attorney for the City of Houston. Prior to joining the Houston Municipal Court she was the Program Director for the TMCEC. She has also worked as Project Attorney on the 7th edition of Dawson s Texas Juvenile Law under contract with the former Texas Juvenile Probation Commission (TJPC) and as a Drafting Attorney in the Attorney General s Open Records Division. Ms. Tefft received her Bachelor s degree with honors in Sociology and Economics from Southwestern University in Georgetown, Texas, and her Juris Doctorate with honors in May of 2007 from Mercer University School of Law in Macon, Georgia. She also received a certificate in Legal Writing and Research from Mercer. While in law school, Ms. Tefft clerked in the Narcotics Division of the Bibb County District Attorney s Office. RYAN KELLUS TURNER Ryan Kellus Turner is General Counsel and Director of Education for the Texas Municipal Courts Education Center. Prior to joining the Center in 1999, he served as Briefing Attorney for Judge Sharon Keller at the Texas Court of Criminal Appeals. Mr. Turner obtained his juris doctorate from Southern Methodist University School of Law. He received his Bachelor's Degree in Psychology with highest honors from St. Edward's University, Austin, Texas, where he now teaches as an adjunct faculty member in the School of Behavioral and Social Sciences. In 2004 and 2013 he was the recipient of the School s Adjunct Teaching Excellence Award. Mr. Turner is currently Deputy City Attorney for the City of Dripping Springs and has served as a Special Assistant County Attorney for Kendall County. In 2011, he was an advisory member on the Texas Judicial Council s Juvenile Justice Committee. The Committee was charged with assessing the impact of school discipline and school-based policing on

4 referrals to Texas courts and to make public policy recommendations. In 2012, Mr. Turner was named Co-Chair of the Texas Judicial Council Legislative Subcommittee on Juvenile Justice. A native Texan, Mr. Turner was raised in the north Texas town of Vernon. He is the co-author of the books Lone Star Justice: A Comprehensive Overview of the Texas Criminal Justice System and The Municipal Judges Book.
