1 2210 Hancock Drive Austin, Texas fax ROBBY CHAPMAN Robby Chapman directs the court clerk education program for the Texas Municipal Courts Education Center. In this role, he plans, develops, and manages nine Regional Clerks Seminars, two 32 hour New Clerks Seminars, and the annual Court Administrator s Conference. Mr. Chapman has been on the faculty for TMCEC since 2013 and has presented to municipal judges, prosecutors, and clerks throughout the state. Mr. Chapman previously served as an Assistant District Attorney for Nueces County, Assistant City Attorney City Prosecutor for the City of Cedar Park, and a criminal defense attorney. While a prosecutor, Mr. Chapman received the Merit Certification in Municipal Court Prosecution from the Texas City Attorneys Association. He has handled criminal cases ranging from class c misdemeanors to felonies. Mr. Chapman has a Doctor of Jurisprudence from St. Mary s University School of Law and a Bachelor of Arts in History from The University of Texas at Austin. MATT DIXON Matt Dixon is an Assistant City Attorney for the City of Arlington. Prior to joining the City of Arlington in 2010, he served as an Assistant District Attorney for Nueces County and as a municipal prosecutor for the City of Corpus Christi. While prosecuting for the Nueces County District Attorney s Office, Mr. Dixon won a state s appeal concerning double jeopardy and animal cruelty prosecution. State v. Almendarez, 301 S.W.3d 886 (Tex. App. Corpus Christi 2009, no pet.). Mr. Dixon obtained his juris doctorate from Texas Wesleyan School of Law (currently Texas A&M School of Law). While at Texas Wesleyan School of Law, Mr. Dixon was a member of the Law Review. MARK GOODNER Mark Goodner serves as the Presiding Judge for the City of Woodcreek and is the Program Attorney and Deputy Counsel for the Texas Municipal Courts Education Center. Prior to joining the Center, he worked in civil litigation in Austin. Mr. Goodner graduated from the University of Texas School of Law with a juris doctorate and certification in the Graduate Portfolio Program in Dispute Resolution in May of While in law school, he worked in the mediation clinic, was a finalist in the Thad T. Hutcheson Moot Court Competition, and served on the executive board of Assault & Flattery. DAVID HAMILTON Mr. Hamilton has been licensed lawyer in Texas for over 30 years, spending most of that time in private practice. For the last ten years, Mr. Hamilton has served as City Attorney for City of Reno, Lamar County. Mr. Hamilton began his career as a law enforcement officer, while attending undergraduate and law school at Texas Tech University. He holds the Advanced Law Enforcement License, as well as the Instructor s Certification from the Texas Commission on Law Enforcement Officer Standards and Education. After law school, Mr. Hamilton served as a briefing attorney for the Court of Criminal Appeals in Austin, then began his legal career, which has included five years as a felony prosecutor. A member of the National Order of Barristers, Mr. Hamilton has participated in every type of criminal case, from traffic tickets to capital murder. In addition to his faculty duties with TMCEC, Mr. Hamilton is a member of the State Bar Committee on Child Abuse and Neglect.

RYAN HENRY Ryan Henry graduated with honors from New Mexico State University with dual bachelor's degrees in Criminal Justice and Psychology in He attended law school at Texas Tech School of Law and graduated in May of He passed the Texas Bar that same year. While attending law school, Ryan began clerking for the Lubbock City Attorney's Office. As a result, he began representing governmental entities, even before he graduated from law school and so began his career supporting local governments. Upon graduation, Ryan began working with Willette & Guerra, LLP. in Brownsville, Texas, defending governmental entities in the area. In June of 2002, Ryan moved to San Antonio and joined the law firm of Denton, Navarro, Rocha & Bernal, P.C. where he partner. In 2012, Ryan started the Law Offices of Ryan Henry, PLLC where he continues his representation of local governments. Ryan represents local governments in general counsel work as well as litigation. He has been the City Attorney and City Prosecutor for the Town of Hollywood Park and the City of Burnet. He is currently representing various governmental entities in litigation as well as special counsel and prosecutor work. He speaks regularly for the Texas Municipal Court Education Center and the Texas City Attorney s Association. PAUL LISTON Paul J. Liston is a partner with The Liston Law Firm, P.C. He is the Presiding Judge of the City of Anna and the Associate Judge of the cities of Royse City and Fairview. In addition, Mr.Liston currently serves as prosecutor for the Cities of Rockwall, Little Elm, Mesquite, and Heath. He began teaching with TMCEC earlier this year and has 14 years' experience in the municipal law context. Mr. Liston obtained his juris doctorate from Texas Tech University School of Law in He also holds an M.B.A. from Texas Tech University and a Bachelor's Degree in Electrical Engineering from New Mexico State University. Mr. Liston grew up in El Paso. He currently resides in the Dallas area with his wife and four children. DEBBIE MCLEOD-MCCURDY Debbi McCurdy is the Presiding Judge for the Municipal Court, City of Fredericksburg, Texas. Formerly, she was the Deputy City Attorney for Prosecutions in Fredericksburg. Prior to her move into criminal law, she served as an associate in the Law Offices of John A. Hutchison III in Houston, Texas, where she specialized in probate matters. She earned her juris doctorate from Thurgood Marshall School of Law at Texas Southern University in A native Texan from Abilene, she received her Bachelor s Degree in English in Ms. McCurdy is currently the President of the Board of the Hill Country Dispute Resolution Center in Kerrville and has for the last 17 years, served as General Council and CFO for Texas Gulf Engineering, LLC.

3 REGAN METTEAUER Regan Metteauer has been a Program Attorney at TMCEC since TMCEC is a contract training provider with the Texas Commission on Law Enforcement (TCOLE), for which she is currently the Training Coordinator. She holds a TCOLE Basic Instructor certification. Mrs. Metteauer received her Bachelor of Arts in Journalism from Sam Houston State University (SHSU) and her juris doctor from Baylor Law School. While at SHSU, she was a sports writer for The Houstonian and a media intern at the Shell Houston Open. Mrs. Metteauer married her college sweetheart, who is an Austin police officer. Their daughter, Savannah Primrose, was born May 24, Prior to law school, Ms. Metteauer worked as a manager at Barnes and Noble Booksellers, a substitute teacher for Hutto ISD, and a member of the Youth Ministry Leadership Team at Hutto Baptist Church. Mrs. Metteauer has strong ties to Shawnee, Oklahoma, where she was born, and Conroe, Texas, where she graduated from high school and where her family lives and runs a catering company, Darrel s Catering, named after her grandfather. GARY TEELER Gary Teeler started his career with Texas Parks and Wildlife in 1996, serving as a Game Warden, in Van Zandt County and Travis County. In 2002, Mr. Teeler was promoted to Lieutenant and assumed the position of Cadet Class Coordinator at the Game Warden Training Academy. As Cadet Class Coordinator, he provided training to five cadet classes and presented numerous in-service trainings to field officers. In 2007, Mr. Teeler was promoted to Assistant Chief and assumed the role of Division Inspector at the Texas Parks and Wildlife Headquarters Complex. During his career, he has served as an adjunct instructor for the Capitol Area Council of Governments, Texas Municipal Police Association, Texas Department of State Health Services and the Texas Municipal Court Education Center. Mr. Teeler has received training in the following areas: Computer Based First Responder Training, Use of Technology in Intimate Partner Stalking, Investigating and Prosecuting Non-Stranger Sexual Assault, Criminal Personality Profiling Sex Crimes, Violence & Homicide, Stalking Resource Center Instructor Training, and Digital Forensics (FBI). Mr. Teeler received his TCOLE Instructor Certification in 2001 and his Master Peace Officer license in In 2012 he earned the Certified Fraud Examiner (CFE) credential, and in 2013 the Certified Emergency Manager (CEM) credential. Assistant Chief Gary Teeler was the recipient of the 2010 SAFVIC Instructor of the Year Award. RYAN KELLUS TURNER Ryan Kellus Turner is General Counsel and Director of Education for the Texas Municipal Courts Education Center. Prior to joining the Center in 1999, he served as Briefing Attorney for Judge Sharon Keller at the Texas Court of Criminal Appeals. Mr. Turner obtained his juris doctorate from Southern Methodist University School of Law. He received his Bachelor's Degree in Psychology with highest honors from St. Edward's University, Austin, Texas, where he now teaches as an adjunct faculty member in the School of Behavioral and Social Sciences. In 2004 and 2013 he was the recipient of the School s Adjunct Teaching Excellence Award and a finalist for the University Adjunct Teaching Excellence Award in Mr. Turner is currently Deputy City Attorney for the City of Dripping Springs and has served as a Special Assistant County Attorney for Kendall County. In 2011, he was an advisory member on the Texas Judicial Council s Juvenile Justice Committee. In 2012, Mr. Turner was named Co-Chair of the Texas Judicial Council Legislative Subcommittee on Juvenile Justice.

4 A native Texan, Mr. Turner was raised in the north Texas town of Vernon. He is the co-author of the books Lone Star Justice: A Comprehensive Overview of the Texas Criminal Justice System and The Municipal Judges Book.
