What s 6 happening in the office Te Reo Koruarua M A K A R I R I, I S S U E 1 After 10 years of Court proceedings, intra Ngati Rangi tension and recent concern from our whanaunga of the Ngati Rangi position we have reached a historical milestone in the history of the Tongariro Power Scheme with regard to the Eastern Diversion. Ten years ago a resource consent was sought by Genesis Energy for the Western Diversion (Whanganui River tributaries) and Eastern Diversion (Wahianoa Aqueduct in the Our new panui format Genesis Agreement - Historical Milestone Karioi Forest and the Moawhango Dam). This resulted in court action by the Ngati Rangi Trust, Whanganui River Maori Trust Board and the Tamahaki Incorporated Society. After eight years of litigation in the courts, in March 2010 Genesis Energy board chair, Dame Jenny Shipley, and senior management entered into a process with Ngati Rangi to change the way Ngati Rangi and Genesis would work together in the future. No reira, kua hua ke te miro, kua tau hoki te huka, he tohu enei o te wa Makariri. It s been some years since Te Reo Korurua was last out spreading the news for Ngati Rangi. Originally it was a panui from the Trust and now it s a panui from what we are calling Ngati Rangi Inc, that is: Te Kahui o Paerangi (runanga) and the Ngati Rangi Trust Te Totarahoe o Paerangi; Ngati Rangi Community Health Centre and Te Kura Kaupapa Maori o Ngati Rangi. When we have space in the panui, we will also offer to other organisations within the Ngati Rangi rohe. So read on, Te Reo Koruarua the voice of the mountain, and we will endeavour to keep you up to date with what s happening. Te Pae o Rangiteauria Our whanau at the Genesis Signing Ceremony at Tirorangi March 2011 The Genesis Agreement includes flows in four of our awa after having no flows in over 30 years and a programme of action to help us help our environment and rebuild our cultural connections to the environment. The agreement was signed in December 2010 and a formal ceremony was held at Tirorangi in March 2011 around 100 people in attendance.

2 P A G E 2 A step back in time te ahi ka i te whare toka i puta mai ai a Rangituhia, Rangiteauria me Uenukumanawawiri Each quarterly panui we will take a step back in time to help us gain a better understanding of ourselves and to use this information to help us grow and go forward as a people. So this edition we are looking at Paerangi, the Atua, the tipua and tupuna from where our tribal name, Ngati Rangi, derives from. Paerangi the Atua is the God of the Milky Way te moungaroa, he descended from the heavens on the celestial bird Te Rauhāmoa where he landed upon Ruapehu and ignited life for us as Whanganui nui tonu. As God of the Milky Way he transformed into Paerangi-ite-Whare-Toka, the tipua. This is where the whakatauki, te ahi ka i te Whare Toka i puta mai ai a Rangituhia, Rangiteauria me Uenukumanawawiri, originates from. There is then one ancestor who carries two names, derivatives of the above. He is known as: Paerangi-ite-Whare-Toka and/or Paerangi-o-te-Moungaroa. As you analyse the whakapapa, our tupuna is generally known as Paerangi-i-te- Whare-Toka in the maunga and Paerangi-o-te- Moungaroa on the awa. The relationship between this tupuna (Paerangi I) as the founding tupuna for Ngati Rangi and the Paerangi II the founding tupuna of Nga Paerangi around Kaiwhaiki is that Paerangi II is a mokopuna tuarua (great-grandson) of Paerangi I. Powhiri at the Genesis Signing Ceremony at Tirorangi March 2011 Advocacy in the Waimarino We have been approached by many whanau to advocate on their behalf around issues such as engaging with employers, engaging with schools and agencies and giving advice around governance of local community and iwi groups. For the most part people know what they want, but are unsure of how to advocate for it. There are a Kaitoko 2011 number of legislative acts that show you what your rights are. So we are currently looking at legislation and policies to see how we can help empower our people. This journey has helped us get our heads around the following: * Employment Act * Human Rights Act * National Education Guidelines/National Administration Guidelines * Treaty of Waitangi * Child, Youth & their Families Act * Local Government Act We are also building relationships with Citizens Advice Bureau and Community Legal Advice Whanganui who provides services in the area on a monthly basis. Peter Porter is the Kaitoko Whanau support worker who works with whanau and individuals. He has a multiple role that offers mentoring, mauri ora wananga (1 on 1 or for groups) rangatahi support and support in general to parents and whanau. Whatever the whanau require if it is in his capacity Peter will deliver it. Goldie Akapita s role is to assist hapu, Iwi and commu- nity development and engages with government agencies to get accountability and quality service to our people. The Kaitoko team acknowledge the staff members, who are also supportive of whanau, hapu and iwi development as we aim for a one stop shop approach. If Peter or Goldie are not in the office anyone in the office will be more than happy to take your enquiry. The Trust and Kaitoko team also wish to acknowledge the work of Whakataumatatanga Mareikura for his contribution as a staff member and his continued work with our rangatahi. Also thanks go out to Luana Akapita who provided supervision to the workers in 2010 and for the work she continues to do in our kura around the rohe. T E R E O K O R U A R U A

3 M A K A R I R I, I S S U E 1 Second year of Kaitoko Whanau The purpose of the Kaitoko Service is to assist whanau to achieve their goals in whatever kaupapa they determine important to them and then to broker and facilitate the appropriate services to help make this happen. The important thing is that self determination be made for whanau, by whanau. In 2010 Kaitoko assisted over more than 100 families in the attempt to respond to as many needs as possible. This year our focus is on implementing real solutions to whanau and community needs within the areas of hauora, housing, employment and education. We are implementing parenting programmes, cadetships, and at a wider level engaging with government agencies in order to get the best service for our areas. Tane, Wahine and Rangatahi wananga are a must for our people so that we can grow unilaterally as a whole and as a sum of parts in order to have healthy whanau, hapu and Iwi. Based on the positive feedback and the obvious need are also looking at ways to maintain this advocacy service after the end of the contract in February P A G E 3 The important thing is that self determination be made for whanau, by whanau. Ngati Rangi Community Health The kaupapa of Ngati Rangi Community Health Centre Inc is to co-ordinate and promote health information for the Ngati Rangi community. The positive outcome is to improve the health status of whanau, hapu and iwi by providing services that are appropriate and culturally safe. Ngati Rangi Community Health Centre provides services and clinics through each of the contracts within the health centre. These services include Tamariki Ora, Whanau Ora, Waimarino Community Health Workers and Kaupapa Maori Mental Health and Addictions. Annie is the brightness of the Kaupapa Maori Mental Health and Addictions Service, situated in the Mauri Ora room of Ngati Rangi Health Centre. This Service provides Mental State Examination, Risk/ Safety Assessment & Prevention, Medication Education/ Support/Administration & Guidance, Psychiatrist appointments all within a Whanau Ora approach. Annie Neho (in picture) from Panguru, Hokianga, has been the kaimahi / support worker for a year now and she loves working out in the community and making a difference to the lives of all her clients, and those who work alongside her. She is part of a team which consists of kaimahi Moana Bell and clinician Alisha Tamepo-Peehi, who work in the Ruapehu, Waimarino, Whanganui River area. Annie is completing a Mental Health Certificate through UCOL, Whanganui along with Moana. She will be attending the Domestic Violence screening training held in Waiouru this month, along with supporting the Jigsaw training for parents in Raetihi in early August. Annie is part of a Multi Discipline Team which holds monthly hui for kaimahi, clinicians and management to support our mental health workers. She is a practitioner of mirimiri, advocate of rongoa Maori, and promotes Kangen water. Annie says every day is different and it is this variety that keeps her bright and breezy. She loves learning kaupapa Maori and has the support of kuia from Ngati Rangi. You can contact Annie through Ngati Rangi Community Health Centre,

4 P A G E 4 Kura Kaupapa This is a day where we come together to celebrate being Maori. The third term has started and with the amount of snow now on Koro Ruapehu is exciting so we are looking forward to our season of skiing. However, looking back... During term two we attended Te Taiopenga o Ruapehu hosted by Raetihi Primary. This is a day where we come together to celebrate being Maori. Staff and some students joined with the iwi to celebrate Puanga-Matariki ki runga i a Koro. It was a great way to start the new year. Several of our students also auditioned for parts in Tammy Davis s short film Sonny My Older Brother and two of our students were called back in the holidays to re-audition. Staff also attended a Brainwave Trust Course at TKKM o Tupoho. Our Kura Kaupapa tamariki during their term one camp at Ohinepane on te awa o Whanganui Feb 2011 Supporting our marae Maungarongo Marae became a participant in the Te Kawai Toro project, funded by JR McKenzie in This involved a funding officer position for 2 years which was given over to the Ngati Rangi Trust so that it could assist the Iwi and all other Ngati Rangi Marae as well as Maungarongo in their funding needs. For the majority of our marae, building and maintenance repairs, running costs and insurance are high on the priority list. Establishing robust governance is also an area that marae are trying to develop. During this year all Ngati Rangi Marae will be contacted to participate in information sharing so that we understand the exact needs of the marae and where possible aim for a collective approach. For example a collective approach towards insurance, kai, skills and so forth. Please ensure your contact details are kept up to date by ringing the Trust office. This years Rangatahi Summit was a huge success and the largest summit since it started Rangatahi Summit 2011 This years Rangatahi Summit organised by the Whanganui River Maori Trust and the Ngati Rangi Trust was a huge success and the largest summit since it started in The rangatahi returned home from as far afield as Auckland and Wellington. The summit visited the Moawhango Dam, Lake Rotokura and enjoyed the snow at Maungarongo and on the slopes of Turoa Ski Field. Some rangatahi even busked on the Mt Road! 5 M A K A R I R I, I S S U E 1 Genesis Mitigation P A G E 5 The Genesis Agreement has resulted in a range of mitigation projects, these projects can be categorised in three strands: (1) research to support agreed flows for four awa; (2) establishment of a Natural Resources unit and (3) projects to support our cultural retention and development. The four awa that will be receiving a form of minimum flows by 2016 are the Tokiahuru, Wahianoa, Makahikatoa and Tomowai. These four awa were selected because of their association with our narratives associated to these awa. The establishment of the Natural Resources Unit will resource the Trust with the ability to relieve Keith Wood of 20 years of tireless commitment to the Trust and the protection of our Natural Resources. It also enables us to be more proactive rather than reactive to the issues that confront us and our environment. Supporting cultural retention and development will evolve over time however based on the hui held to reach agreement, we are currently investigating how we can provide support and insurance to our registered marae. We will also be supporting marae to hold wananga associated with their particular waterways to help build the font of knowledge for each marae and their continue to grow our Ngati Rangitanga. Four awa that will be receiving a form of minimum flows. Maunga Management Plan To help Ngati Rangi be more proactive in our approach to helping ourselves, we are preparing to develop a maunga management plan. This will feed into a greater natural resources management plan for Ngati Rangi. As we develop the maunga management plan, we will be asking for uri to contribute with the korero that you have pertaining to our maunga including activities on and around the maunga, history and korero wairua. What will also help is what you think should and shouldn t happen on the maunga and what would you expect if we own the ski fields and other large concessions on the maunga. More information will go out to the iwi via specific panui. Whanau around the fire at the Puanga- Matariki celebrations at Turoa Ski Field June 2011 Te Kahui o Paerangi - Our Runanga As part of the work of the Trust, we are looking to progress how we could help improve our tribal systems to ensure that we are gaining more participation from our runanga representatives. This will require holding hui with the current Kahui representatives and hui-a-iwi to clarify and confirm a way forward. One suggestion is to use the awa clusters to discuss environmental issues specifically related to your rohe to encourage involvement. Also, now that we have the internal capacity in the office we can identify how we can support representatives better to fulfil their roles. However, it is important to note that we haven t had many Runanga hui as they have often been replaced with hui-a-iwi. This will change but the key point to note is that we need your support. So watch this space...

What s happening in the office As part of keeping you informed of what s happening in the rohe, it s also important to let you know who s working in the office. However, firstly we wish to thank Debbie Te Riaki for her invaluable effort in helping the Trust. Debbie started off as part of the working party that reviewed the Trust and resulted in the changes in our tribal governance structure. Debbie was also pulse for the Trust when she became the project manager and has since left to support her whanau and look after their whanau whenua in Karioi and around the rohe, nga mihi Deb. So here s a break down of whose in the office and their roles: Che Wilson (Executive Manager) After 17 years of living away, I returned home to Ohakune in August 2010 and started with the Trust in April My role is to manage the establishment of the Natural Resources unit within the Trust and to manage Trust activities. Goldie Akapita (Funding Officer) Goldie is the daughter of Harvey and Celia Akapita and was raised in Auckland. She returned home to Ohakune in Goldie s role was initially funded for two years through a grant received from Maungarongo Marae that was gifted to the Ngati Rangi Trust to help the greater iwi. Goldie s role is evolving into project management, Whanau Ora and to pro- gress social services throughout the rohe. Chaana Morgan (Kaikokiri Kaupapa) Chaana (pronounced Shar-nah) is the mokopuna of Jack and Sylvia Condon and was raised in Raetihi, she returned home to Raetihi after spending time in Wellington, Hamilton and abroad. Chaana s role includes project management, communications and acts and the secretariat for the Trust and runanga. Peter Porter (Kaitoko Whanau) Part-time Pete originates from the Taitokerau and lives in Horopito. He is on the Board of Trustees at Ruapehu College and his wife owns a business in Ohakune. Pete s role is connected to the governments Whanau Ora initiative and works as a community officer helping whanau engage with services. Shayna Blake (Kaihapai Tari) Part-time Shayna is the daughter of Rose Marie Blake and was raised by her uncle, Te Moananui-a-Kiwa (Temo) Ponga in Whanganui and at Tieke. She lives on her partners whanau land at Karioi. Shayna s role covers administration, inputting financials and keeping the office working. We are also getting ready to advertise for a technical position focusing in on resource management, concessions and environmental research.
