3 1 1.1 BRIEF The provisional population of the state at hours of Ist March, 2011 was presented at state as well as district level together with other population indicators like population, growth rate, density, child population in 0-6 age group, gender composition and literacy status in Paper-I. Besides this, the population indicators of state were compared with the population indicators of the country and some other states. The behaviour of the indicators of the present census was also compared in the light of population indicators of the previous censuses. Now, in this publication, the population and related indicators are presented for rural and urban areas of the state and for each district and tahsil in the form of Paper-II. Again the data of this paper pertaining to Census 2011 is provisional in nature. It is important for the data users to familiarise themselves with the concepts and definitions for proper examination of the data contained in this publication. At the same time, it is all the more important to understand the implications of the terminologies being frequently used in Census 2011, for making meaningful comparisons of the similar data generated by various other agencies within the country and with the data produced by other countries in the world. The concepts and definitions adopted in Census 2011 are as given below. 1.2 RURAL AND URBAN FRAME The village in rural area and the ward in urban area are the basic units of census taking and the work of census in these units is carried out by carving enumeration blocks in such an orderly fashion that population figures are subsequently presented for each village and for each ward of the town Rural frame In rural area villages are classified into following types : 1. Revenue Village (together with its Majras/Tolas/Paras) 2. Forest Village 3. Un-inhabited Village 4. Other Village (formed as a consequence of new settlements under various projects, etc.) PROVISIONAL POPULATION TOTALS 1

Municipality 3. Nagar Panchayat 4. Cantonment Board 5. Census Town Of these, the first four are statutory towns, however Census Town is a census concept and is not a statutory town declared as such by any statute or order of the Government. However, in census parlance, Census Town is a village with - Minimum population of 5,000, - Density of at least 400 persons per sq.km. and where - At least 75 percent of the male main working population is engaged in non- agricultural activities. Thus urban area includes Census Towns together with the Statutory Towns, and this definition of urban area has been in vogue since Before that, and from 1891, definition of urban area was left to the discretion of the concerned State Census Superintendent who had the freedom to declare an area as urban within his jurisdiction. Statutory towns are notified under law by the concerned State/UT Government and have local bodies like municipal corporations, municipalities, municipal committees, etc., irrespective of their demographic characteristics as reckoned on 31st December Examples: Bhopal (M Corp.), Indore (M Corp.) etc. Census towns were identified on the basis of demographic criteria as mentioned above based on Census 2001 data. An urban agglomeration must consist of atleast a statutory town and its total population (i.e. all the constituents put together) should not be less than 20,000 as per Census In varying local conditions, there were similar other combinations which have been treated as urban agglomerations satisfying the basic condition of contiguity. 4

7 1.2.5 Out Growths (OGs) An out growth (OG) is a viable unit such as a village or a hamlet or an enumeration block made up of such village or hamlet and clearly identifiable in terms of its boundaries and location. Some of the examples are railway colony, university campus, port area, military camps etc., which have come up near a statutory town outside its statutory limits but within the revenue limits of a village or villages contiguous to the town. While determining the outgrowth of a town, it has been ensured that it possesses the urban features in terms of infrastructure and amenities such as pucca roads, electricity, taps, drainage system for disposal of waste water etc. educational institutions, post offices, medical facilities, banks etc. and physically contiguous with the core town of the UA. Examples: Sagar UA consists of Sagar (M. Corp.), Gaur Nagar (O.G.), Sagar Cantt (C.B.), Rajakhedi (C.T.), Makronia Buzurg (C.T.), Bhainsa (C.T.) and Kapuria (C.T.). Each such town together with its out growth(s) is treated as an integrated urban area and is designated as an urban agglomeration. In Census 2011, 86 Out Growths have been identified along with 37 Urban Agglomerations against the previously recorded 101 Out Growths and 42 Urban Agglomerations in Census The following table presents the status of statutory towns, census towns, urban agglomerations and out growths (OGs) during Census 2001 and Number of UAs/Towns and Out Growths (OGs): Sl. Chapter I is introduction itself. Chapter 2 to 6 analyses population size and growth rate, trends in urbanisation, child population (0-6 age group), gender composition and status of literacy respectively. In the annexure, data across various subjects is presented in tabular form Population size and Growth rate As per Provisional Population Totals of 2011, the total population of India is million which is segregated into rural population of million and urban population of million. In absolute numbers, the rural population has increased by 90.5 million and the urban population by 91.0 million in the last decade. Uttar Pradesh accounts for the largest rural population of million (18.62% of the country s rural population) whereas Maharashtra has registered the highest urban population of million constituting percent of the country s total urban population. Madhya Pradesh with a total population size of 72.6 million occupies the sixth rank in comparison to other states as per provisional Census 2011 figures. The rural-urban classification reveals that the state is ranked sixth in regard to rural population which is 52.5 million (6.3% of the PROVISIONAL POPULATION TOTALS 5

8 country s total rural population) and is in eighth place in terms of urban population which is 20.1 million (5.3% of the country s total urban population). The increase in absolute terms for the state, in the decade , indicates a positive change of 8.2 million in the rural population and an increase of 4.1 million in terms of urban population. India has charted a population growth rate of 17.6 percent during the period with the rural growth rate pegged at 12.2 percent and an urban growth rate of 31.8 percent. Bihar has exhibited the highest decadal growth rate in regard to rural population at 23.9 percent whereas Daman & Diu has recorded the highest decadal urban growth rate of percent. Madhya Pradesh has registered a total growth rate of 20.3 percent with rural growth rate of 18.4 percent and urban growth rate of 25.6 percent. The decennial data for the state, from 1901 to 2011, reveals a declining trend in rural growth rate since 1971 except for the period whereas a decline in the urban growth rate is observed since Trends in urbanisation The total urban population of the country as per Census 2011 is million which accounts for 31.2 percent of the total population. Maharashtra houses the highest urban population of 50,827,531 while Lakshadweep has reported the lowest urban population of 50,308. At the national level, the number of towns have increased from 1827 in 1901 to 7935 in NCT Delhi has the largest proportion of urban population (97.5%). Madhya Pradesh has an urban population of 20,059,666 persons constituting 27.6 percent of the total population for the state; indicating an increase as compared to the urban population percentage of 26.5 percent reported in The state has witnessed an increase in the total number of towns from 394 in 2001 to 476 in The upward trend in urbanisation is evident from the fact that now there are 32 towns with more than 100,000 population and this includes four major cities of Indore, Bhopal, Jabalpur and Gwalior which house a million plus population Child population (0-6 age group) India is the second most populous country in the world with percent of her population in the tender age bracket of 0-6 years as per the provisional Census 2011 figures. At the national level, the decline in total child population since Census 2001 is 5,030,327 with a decline of 8,885 in rural child population which is in contrast to the increase of 3,855 in regard to urban child population. Uttar Pradesh is seen in first place registering the maximum child population where the figure in the rural areas stands at 24,248,066 and for the urban areas it is recorded as 5,480,169. On the other hand, Lakshadweep has reported the lowest figure with a rural child population of 1,771 and urban child population of 5,317. Madhya Pradesh has a total child population of 10,548,295 which comprises of a rural child population of 8,132,745 and an urban child population of 2,415,550. From 2001 to 2011, the state has witnessed a decline in rural child population which stands as 310,999 and an increase in urban child population of 77,080. The state has secured the fourth position in regard to rural child population and is in eighth place in terms of urban child population. 6

9 1.3.4 Gender composition The sex ratio for the country has shown an improvement from 933 females per thousand males in 2001 to 940 in A look at the decennial sex ratio data reveals a decrease in rural sex ratio from 979 in 1901 to 947 in 2011; whereas there is an increase in urban sex ratio from 910 in 1901 to 926 in The child sex ratio, which records the number of females per thousand males in the 0-6 years age bracket, has declined from 927 in 2001 to 914 in 2011; with the current child sex ratio being the lowest since independence. The decennial child sex ratio data indicates a decrease in rural child sex ratio from 957 in 1961 to 919 and decrease in urban child sex ratio from 951 in 1961 to 902 in As per provisional Census 2011 figures, Madhya Pradesh has charted an increase in sex ratio from 919 in 2001 to 930 in A comparison of the figures across the two consecutive Census rounds of 2001 and 2011 indicates positive change in rural sex ratio from 927 in 2001 to 936 in 2011 while a greater increase is recorded in urban child sex ratio from 898 in 2001 to 916 in The state ranks twenty-second position in terms of rural sex ratio and sixteenth in regard to urban sex ratio. The state has registered a child sex ratio of a meagre 912 females per thousand males. A comparison across the last census round of 2001 shows a decline in rural child sex ratio from 939 in 2001 to 917 in 2011 and a decline in urban child sex ratio from 907 in 2001 to 895 in The state occupies twenty-third position in regard to both rural and urban child sex ratio Status of literacy As per Census of India 2011, the literacy rate for the country is 74.0 percent with rural literacy rate of 68.9 percent and urban literacy rate of 85.0 percent. In terms of rural literacy rate, the highest is seen in Kerala at 92.9 percent while the lowest is recorded in Andhra Pradesh at 61.1 percent. A look at the urban literacy rate indicates that Mizoram is in first place with a literacy rate of 98.1 percent whereas the lowest literacy rate is seen in Uttar Pradesh at 77.0 percent. Madhya Pradesh has registered a total literacy rate of 70.6 percent and is ranked 28th in India. A comparative look at the two consecutive Censuses of 2001 and 2011 shows an increase in the rural literacy rate from 57.8 percent in 2001 to 65.3 percent in 2011 while in urban literacy rate there has been an increase from 79.4 percent in 2001 to 84.1 percent in PROVISIONAL POPULATION TOTALS 7
