3 Introduction The 2009 Vietnam Population and Housing Census was conducted according to the Decision No. 94/2008/QD-TTg of the Prime Minister. It is the sixth population census of Vietnam. The Census was received with interest and guidance from the Government at all levels and with high support from the public. 3

Main Objectives: (i) To provide information for evaluating the implementation of the socio-economic development plan of the period as well as outlining the socio-economic development plan for the decade ; and to monitor the implementation of the United Nations MDGs committed by the Government of Vietnam; (ii) To serve for researching and analyzing the population development trend of the whole country as well as each locality. 4

5 The Census Subject-Matters Coverage: 1. All people regularly reside in the territory of Vietnam at the reference point of 0:00 on 01 April, 2009; 2. Vietnamese citizens who were given to travel overseas and still within the authorized period; 3. Deaths occurred between the first day of the Lunar Year of Rat (07 February, 2009) to 31 March, 2009; 4. Residential housing of the population. 5

6 The Subject-Matters (cont.) Face to face interview. The approach of de jure was adopted. The survey units: Household. The main respondent: Household head. For information of which the head of household was unaware, enumerator was required to directly interview the respondent. For information on housing, enumerator directly interviewed the household head and/or combine with direct observation in order to determine information to record in the forms. 6

Long Form: 15% sample size Covered additional topics: Population: Migration 5 years ago, disability, marital status, qualifications, eco. activity, birth history of women aged 15-49, information on deaths. Housing: Room usage, ownership, main fuels for lighting & cooking, drinking water, toilet facility, main facilities & appliances. 8

9 THE INNOVATIONS OF THE 2009 CENSUS Sample size of 3 censuses: Sample size (% pop pulation) The sample size of 1989 and 1999 provided data at the province level, but the sample size of 2009 representative to the district level; - Stratified systematic sample of enumeration areas was adopted. 9

10 THE INNOVATIONS (cont.) Total sample size of the 2009 Census was 14.2 million and representative ese e to the district dst level. e Use digital maps as a base maps for mapping. Mapping and household listing system located 98,2% of householdsh and 99,8% of persons counted compared to the official results of the Census. Almost of contents were similar to the previous censuses, 2009 Census has changed: (i) The concept of economic activity it shifted from classification by usual economic activities in the past 12 months to by current economic activities in the past 7 days; 10

The first time, telephone hot-lines were installed in both central and localities. liti To improve the quality of training, besides the ordinary manuals, new handbooks were issued to guide the management, mapping and household listing and enumerators trainers. DVDs for supporting master trainers were useful means. The first time, ICR technology was applied instead of using keyboards. This reduced a halves of data- capture duration compared to previous 1999 Census with the lowest errors/mistakes. 11

12 ACHIEVEMENTS Taking measures to evaluate the Census results showed that: Verification of cases informed by people through telephone hotlines, co-operated effectively with VTV and VOV to informed and encouraged people nationwide to find missing cases, it verified that 744 households were additional enumerated (compared to 22 million households of the Country). Result of the Post Enumeration Survey (PES) shows that the net error rate is 0.3 percent of total population (1.8% of over-count and 1.5% of under-count). 12

Census s s results and database early and timely disseminated as planned: The preliminary results was officially announced in August, 2009, 4 months after completing the fieldwork. Results of the 15% sample survey was disseminated in December, 2009, 8 months after completing the fieldwork. The completed results was disseminated comprehensively one year after the actual fieldwork, in July, The completed and sample results were disseminated in CD-ROM and the first time data warehouse of Vietnam s censuses was issued to serve all users. 13

14 ACHIEVEMENTS (cont.) The processing time from completing the fieldwork to disseminating the completed result was shortened 1 year in comparison with the earlier Censuses. Percentage of recognized questionnaires made up over 95%. Useful topics for in-depth analysis were conducted: d fertility and mortality, age-sex structure, education, sex ratio at birth, migration and urbanization, etc. The Census was highly hl appreciated by national & international organizations. Provide basic information to assess the implementation i of the plan and set up the socio-economic development strategy. 14
