1 City of Richmond 2000 Census Data Report # Household Change by Census Tract Prepared by Department of Community Development Division of Comprehensive Planning January 2002

2 Introduction The City of Richmond experienced a slight decrease in the total number of households from 1990 to U.S. Census Bureau data show that a reduction of 788 households occurred over the course of the decade. Although this decrease is fairly small in a City with over 84,500 households, certain areas encountered more noticeable fluctuations. This report examines the changes in number of households at the census tract level from 1990 to In addition to investigating changes in households, this report presents changes in number of families, non-family households and average household and family size. Within the family classification, sub-categories for married couples and single parents are provided. The non-family classification includes one-person and two or more persons households. These sub-categories provide detail not only in describing the make-up of households within a census tract, but also characterize the manner by which household composition generally changes over time. A map depicting household change by census tract and a complete set of data tables are included in Appendix A. The following paragraphs highlight some of the significant changes in households that occurred at the census tract level from 1990 to Households Households, according the U.S. Census Bureau, include all the persons who occupy a housing unit. 1 Therefore, households are inherently related to housing units. In fact, in Census Bureau 100-percent tabulations, number of households equals the number of occupied housing units. The Census Bureau further classifies a household through the relationships of the persons by which it is comprised. The change in number of housing units is presented in Census Data Report #5, Housing Unit Change by Census Tract. Report #5, along with Census Data Report #4, Analysis of Population Change, show that certain Census Tracts experienced significant changes in number of housing units due to new construction or adaptive reuse and demolition. The data in this report complement the findings of those documents, although change in households in not always reflective of new construction or adaptive reuse and demolition. As presented in the discussion below regarding increases, changes in households can be a product of the occupancy status of existing units. Table 1 presents census tracts (and each associated neighborhood) that experienced significant increases in total number of households from 1990 to As mentioned previously, many of these census tracts added households due to an overall increase in the number of housing units. 3 is Census Tract 205, which added 429 housing units 2 and 391 households. The conversion of Tobacco Row warehouses into apartment complexes certainly contributed to the dramatic rise in number of units and households. Table 1. 4 number of housing units over the decade of 1990 to , which seemingly contribute to each census tract s coinciding rise in number of households. Contrary to the examples of adaptive reuse and new construction cited above, certain census tracts accounted for sizable increases in number of households while the number of housing units did not rise or did not rise significantly over the same period. These census tracts increased number of households through the successful conversion of vacant housing units into occupied housing units. Census Tract 706 increased households by 154, while total housing units actually decreased by 28. Census Tract 103 added 135 households from 1990 to 2000, while total number of housing units only increased by Census Tracts 206, 503 and 703 each had considerable increases in number of households from 1990 to 2000, while the number of housing units did not rise at a similar rate. Census Tract 206 added 93 households, while housing units increased by only 34. Census Tract 503 increased households by 74, while adding only one additional unit to its overall stock from 1990 to Census Tract 703 added 167 households over the course of the decade. This occurred while housing units increased by only 91. In addition, vacant units within the census tract reduced by 76, which is nearly a 60% decrease from Table 2 depicts those census tracts (and associated neighborhoods), which encountered significant decreases in the total number of households from 1990 to The reasoning behind the reductions is varied, but as noted above, changes in the number of housing units within a census tract has a direct effect on number of households. Census Tract 102, which is represented by a decline of 203 households, actually experienced most, if not all, of the loss from 1990 to 2000 due to an error in U.S. Census Bureau coding. Census Block 214, which contained 244 persons in 1990, was improperly added to the City of Richmond 1990 figures. The mistake was discovered and the census block was subsequently removed from the census tract, thus affecting the 2000 count. Additionally, most of the population is believed to have resided alone (which gives population a greater impact on household figures), as the census block contained an apartment complex for the elderly. Census Tracts 601, 602 and 603, which surround the neighborhoods of Blackwell and Manchester, combined for a loss of 535 households at the time of census enumeration. The demolition of housing units associated with a HOPE VI grant is responsible for a portion of this reduction in number of households. 3 Ibid. 4

Family and Non-family Households The U.S. Census Bureau defines a family as a householder (owner or renter of unit) and one or more other persons living in the same household who are related to the householder by birth, marriage, or adoption. 4 The category is further refined by classifying families as married couples or other families. 6 families are male or female householders with no spouse who live with related persons in the same household. Non-family households are those in which the householder lives alone or with non-related persons 5. This report contains information on one-person and two or more persons non-family households. In addition, data for householders living alone who are 65 or more years in age is provided. Generally, changes in the number of families within a census tract are reflective of changes in the overall number of households. It is reasonable to assume that the number of families will increase or decrease in similar proportion to the number of households within a census tract. This is the case across most of the census tracts within the City of Richmond. It is those census tracts in which the number of families does not adjust similarly to variations in the number of households that are displayed in Table 3. Table 3. Census Tract 108 added 144 non-family households, 109 of which were oneperson. Census Tract 205, which includes Shockoe Bottom, added 408 nonfamily households, which included 337 one-person households. In 1990, 51.0% 5 Ibid. 6

7 of total households within Census Tract 205 were non-family; by 2000, the percentage had grown to 68.5%. Census Tracts 701 increased the number of one-person non-family households within its boundaries by 228. As noted in Census Data Report #4, Analysis of Population Change, changes in household size can have a dramatic effect on population. Report #4 hypothesizes that the decrease in population displayed in Census Tracts 411 and 704 (both also included in Table 3) is reflective of older, established singlefamily subdivisions where children have left the home. 6 Similarly, households can decrease in size to the point they are no longer categorized as family households. The significant decrease in number of families in Census Tracts 411 and 704, coinciding with little change in the overall number of households, may be attributable to a shift in household composition. Conclusion The examination of census tract level data contained in this report reveals that changes in the number and type of households within the City of Richmond from 1990 to 2000 are a reflection of various factors. Increases in the number of housing units through the adaptive reuse of existing structures and new construction appear to have contributed considerably to the rise in number of households in certain census tracts. Conversely, decreases in the number of households in other census tracts seem to have been impacted through demolition activities. Encouragingly, a number of census tracts experienced a reduction in vacant housing units, which supported an increase in the number of households. In addition to these overall changes, shifts in the number and type of families played a significant role in characterizing households within the City of Richmond. *Note regarding table in Appendix A* The U.S. Census Bureau made changes to Census Tract geography between the 1990 and 2000 decennial censuses, some of which affected population and housing. To insure an accurate comparison for this report, adjustments were made to the data. Adjustments affecting this report include: merger of a portion of a 2000 Census Block into an adjacent 2000 Census Tract (portion of into 103), mergers of entire 2000 Census Blocks into adjacent 2000 Census Tracts ( into 110, into 412, into 601, into 605 and into 606), mergers of entire 1990 Census Tracts into 2000 Census Tracts (303 into 302, 304 into 305, 415 into 413, into 502, into 505, into 701, and 702 into 703), and splits of 1990 Census Tracts into new 2000 Census Tracts (708 into and and 710 into and ). 6 Census Data Report #4, Analysis of Population Change.
