1 2010 Census Data Get Ready for Changes in Your 2014 AAPs Ellen Shong & Associates, LLC 9/13/ Past EEO Tabulations ORC tabulation based on 1970 Census occupational data. Funded by private organization and was first tabulation geared for use by EEO/AA professionals, statisticians and attorneys. 1980, 1990, 2000 Censuses had equivalent tabulations either provided by U.S. Census Bureau or paid for by other parties Tabulations based on the long form census questionnaire from the decennial census which typically sampled about one in six households. 2 American Community Survey In 1995 U.S. Census Bureau introduced a new survey methodology ; designed to replace the long form decennial census survey form. Instead of one census every 10 years, a continuous survey throughout the 10 year period (occupation, industry, salary, etc.) but from a smaller sample each year. For the 2010 EEO tabulation, survey data from five years over the 2006 to 2010 period were aggregated. 3.5 million households surveyed each year. Sampling for works out to be about 1 in 11 households (v. 1 in 6) Period estimate (over five years) v. point in time (past) Ellen Shong & Associates, LLC 9/13/ Geography Levels of geographies o National o State (includes Puerto Rico) o Core Based Statistical Areas (CBSAs) Metropolitan Statistical Areas Micropolitan Statistical Areas CBSAs definitions as of 2009 o o Example in this area o In 2000 Raleigh-Durham-Chapel Hill Metropolitan Statistical Area o In 2010 EEO Tabulation Raleigh-Cary, NC MSA (Franklin, Johnston, Wake Counties) Durham-Chapel Hill, NC MSA (Chatham, Durham, Orange, Person Counties) o But there is a Raleigh-Durham-Chapel Hill Combined Statistical Area (Raleigh MSA, Durham-CH MSA, Dunn MSA, Oxford MSA ) Ellen Shong & Associates, LLC 9/13/

3 Geography Metro/Micro Definitions Attachment 1 Ellen Shong & Associates, LLC 9/13/ Geography County Sets o Used where one or more counties was less than 50,000 to prevent disclosure of individual data o Could have a single country (at least 50,000 in population) or two or more counties (one of these counties has a population less than 50,000) o Examples: Bladen-Columbus Counties, NC are one county set.(35,000+ for Bladen, 58,000+ for Columbus) Chatham county, NC is a county set unit by itself (population is 63,505) o Useful for rural areas where no Metro or Micro Statistical Areas Places over 50,000 Ellen Shong & Associates, LLC 9/13/

8 What to be aware of with these new data New census occupations recommend review each one even after automatic conversion Revised geographical areas again recommend you review Ellen Shong & Associates, LLC 9/13/ Some Additional Notes Margin of error published with data. This is a measure of the interval that is considered to be valid. o Not new, Same concepts have always been there o Not much for contractors to do in an AAP o Census bureau policy decision to bring attention to this.
