2 He Pūrongo: Professional Registration nā Spencer Lilley The Professional Registration Board is categorised as an independent unit that is governed by the LIANZA Code of Practice and provides reports and statements to the LIANZA Council. The Board was established in early 2007 and is responsible for: recognising New Zealand qualifications in library and information management representing the profession on advisory boards of the providers of library and information management qualifications where practicable recognising overseas qualifications and ensuring international equivalency assessing all applications for professional registration and revalidation maintaining the record of registered library and information professionals approving mentors and professional training plans advising on continuing professional development programmes for both initial professional training and registered member revalidation Meetings of the board are held monthly by audio conference and there are two face to face meetings held each year. Professional Registration became possible from 1 July 2007 and the period leading up to this date was spent on ensuring that necessary systems were in place to receive and assess professional registration applications. Considerable effort was also required to develop the Body of Knowledge areas and this work has continued until quite recently when the Body of Knowledge curriculum content was released to library and information education providers and the wider profession. Other areas that the Board have focused on include developing a mentoring system for new graduates and registrants requiring mentoring in their first year of professional service. The mentoring process has included recruiting potential mentors, gathering information about these mentors and identifying training resources or courses for mentors to engage with. We have also been developing a terms of reference and a review process for the three institutions offering library and information education and these reviews will take place over the next couple of months. Registrations So far 400 professional registrations have been approved by the Board and as at the end of April; another 31 applications were undergoing assessment. Interestingly enough only 4 of the approved registrants are from Te Rōpū Whakahau compared to 38 from LIANZA and 8 from the Law Librarians Group. It is possible however, that there are more Māori registered than the four listed for Te Rōpū Whakahau as some Te Rōpū Whakahau members hold dual membership and these individuals might have been included as part of the LIANZA figure. Looking through the Registration Roll on the LIANZA website, I spotted the names of 12 different Māori librarians. Issues for Ngā Kaiwhakahau The transition phase of the scheme expires on 30 June 2009 and the mature scheme commences on 1 July At this point it will be more difficult for people to register, particularly those without degree qualifications. As many Te Rōpū Whakahau members do not have a library/information management qualification we should be encouraging them to register now. For those that are working in a professional role, that have a tertiary qualification other than a library qualification they need 5 years experience, whereas those with a library certificate or Open Polytechnic Diploma only have to hold the qualification and be currently working in a professional position in a Library. Once the mature scheme comes into effect the pathway to professional registration will become much more difficult. As part of the revalidation process, those that are registered are expected to undertake continuing professional development courses to maintain and advance their professional knowledge. There is a major opportunity for Te Rōpū Whakahau to take advantage of this situation and to develop professional education programmes of relevance to the revalidation process. Such opportunities might include: A Workshop on Matauranga Māori; Meeting Māori Client Needs (just like the course Jock & Chris ran in the 19990s); Integrating Treaty initiatives/goals into your Library s strategic plan; Recruiting and retaining Māori staff; Using Māori subject headings effectively; Māori Digital resources. Courses like these might be able to be delivered in one or more locations and be an opportunity for Te Rōpū Whakahau to make some money, while also making a strong contribution to the Library and Information Management profession. 2

Indigenous peoples, indigenous voices, friends and relatives, come let us unite here in Aotearoa at Te Wānanga-o-Raukawa, our place of higher learning, where the aspiration is expressed; "I will never be lost for I am the seed sown from Rangiātea". It is my great pleasure to invite indigenous peoples working in libraries and information management to come together again in Aotearoa, for the Sixth International Indigenous Librarians' Forum at Te Wānanga-o-Raukawa, to continue the vision initiated ten years ago at Waipapa Marae, Auckland. Our theme, Māku anō e hanga tōku nei whare - Determining our Future, is taken from a tongi or prophetic saying proclaimed by King Tāwhiao (the second Māori King), at a time ( ) when he was dispossessed of his ancestral lands. This, and other of his prophetic sayings, provided a philosophical and ideological vision for his people: to build a self-sufficient economic base and determine their own future. In addition it refers to strong leadership, to a united people and to the survival not only of a people but also of cultural practices and values. Te Wānanga-o-Raukawa epitomises this prophetic saying in that it too began with a vision that set this organisation on a path that was to change the educational landscape of the country. Indigenous peoples in libraries and information management across the globe, our time has come to determine our future, provide strong leadership and claim our cultural values and practices to change the library and information management landscape in our countries. This forum is about coming together, sharing and celebrating our achievements, reaffirming our directions, visualising new insights, and ultimately setting our organisation off on a new voyage. We have an exciting programme, combining speakers and workshops, and opportunities for participants to give input to the discussions and determine our future. Te Rōpū Whakahau (Māori in Libraries and Information Management) and Te Wānanga-o-Raukawa are honoured to be hosting this, the Sixth Forum, and on behalf of the organising committee I warmly invite and encourage all indigenous library and information workers to join us to celebrate, continue the vision, and determine our future. He weighed in at a modest 7lbs 1oz, and his body length was recorded at 58cm (very long legs!). He is the son of our youngest daughter, Bridget and her husband Jeremy Coats. I pay some homage also to those of us stepping down from Ngaa Kaiwhakahau the work you have put in has been truly appreciated and has helped to set that forward pathway for the incoming Kaiwhakahau. To those staying on and those coming into Ngaa Kaiwhakahau, I wish you all well but as stated earlier I have every confidence that you will steer the waka on course and keep Te Roopu Whakahau in good stead Teena koutou. Hoki whakamuri ki te haere whakamua look back in moving forward. The past year for Te Roopu Whakahau has been quite awesome with: membership numbers climbing; our finances balancing and keeping us able to do the things we need to; Ngaa Kaiwhakahau meeting with the membership; keeping the LIANZA partnership strong; building lasting international partnerships; setting goals for our future; making our presence as a roopu/an association a strong one; and celebrating our ever impressive membership! In terms of our membership and finances, I thank Roland Brownlee for the impressive job he has done, it is probably the hardest amongst the Kaiwhakahau jobs and has the most responsibility and to see plus signs at the end of the financial year is a great bonus Teena ra koe Roland. Ngaa Kaiwhakahau continue to travel throughout the motu to meet and the added bonus in this is meeting with our whanau all over we also get to meet with some of the library managers and this too is a great opportunity to advocate for our whanau/membership. We hope for next years hui to possibly meet at the same time as a regional hui so to be able to meet even more of the whanau. Both of the above add credibility to us as well as transparency. The LIANZA partnership continues to be strong, represented well by those who sit on committees as Te Roopu Whakahau reps; Sonya Peters continues also to sit on LIANZA Council and keeps them on their toes. The partnership can still be developed into something greater and I look forward to watching it blossom. LIANZA Council nominations are now open and it would be truly awesome to see more of our whanau/membership represented. Another way to develop this may be to have joint regional Te Roopu Whakahau/LIANZA hui. Next year sees Te Roopu Whakahau and Te Wānanga o Raukawa host the International Indigenous Librarians Forum (IILF) 2009, a celebration of 10 years. We hope to combine this hui with next years Te Roopu Whakahau AGM. Last years IILF conference was a wonderful opportunity to build International relations and Te Roopu Whakahau once again represented itself well!! We also had Taina McGregor and Anahera Morehu attend the American Librarians Association (ALA) conference in Washington DC the biggest library conference in the world. Their brief was to represent Te Roopu Whakahau at Loriene Roy s inauguration as the first Indigenous American President of that association ka mau te wehi Loriene. All reports and feedback again tell us that they both outdid themselves to the point we have been invited back to this year s conference. David Jones also continues to keep in contact with our Australian counterparts and ties with them are still strong. Bring on IILF 2009 and the opportunity for Te Roopu Whakahau to, not only continue to lead International Indigenous librarianship but also help our whanau worldwide to develop their own roopu. 4

5 Goals for our future are always hard but we continue to look forward and build on what we know. With Professional Registration out and about, we have an opportunity to teach and advise the library world within Aotearoa about the way we deliver to our people and the way our people would like us to. For some it will be a huge eye opener, for others an opportunity for them to upskill themselves, and for us an opportunity to build our own resources and put our name out there. We have representatives across most of the information sector and they do us proud each time. We need to keep our fingers on the pulse and so I encourage all of our membership to keep in touch and play a part there are no small parts anywhere, we are all Te Roopu Whakahau. Ngaa Kaiwhakahau is truly an inspirational bunch of whanau, and at each hui I come away feeling stronger and better for the future of Te Roopu Whakahau: Taina McGregor represents the Poneke region well, she keeps us always checking ourselves and her advice in Te Reo and Tikanga is invaluable. Willie Solomon represents the largest rohe, Te Waipounamu, and he never fails to ensure their voice is heard. His antics and careful weighting of things keeps the roopu strong. Te Paea Paringatai has further developed our Paanui into something that you ll soon see on everyone s coffee table, her gentle persuasions and in-depth listening skills are truly wonderful traits. Laryhs Makowharemahihi adds a whole planning dimension to the roopu and she never fails to keep us on track. Roland Brownlee as mentioned has done an excellent job as Kaitiaki Puutea but he and Laryhs also have charge and responsibility for our website and listserv. Anahera Morehu, I d say wind beneath our wings but she s more of a tempest and fires us up when needed, her dedication to the kaiawhina mahi is truly awesome. Haki Tahana is your incoming Tumuaki and I have all faith and confidence in him leading Te Roopu Whakahau to greater and better things. Ruth Ivey has served on Ngaa Kaiwhakahau for several years and her undying dedication and commitment to Te Roopu Whakahau have been unsung till now. She has been a member of Te Roopu Whakahau since 1997, served as Kaitiaki Puutea, served many years on Ngaa Kaiwhakahau, mentored Roland into the role of Kaitiaki Puutea and continues to be a true advocate for Maaori librarianship he kotuku rerenga tahi!! Kia taka ngaa mea i te waahi tika has been our motto from the start and with these people as my executive, they have carried their responsibilities with pride and commitment. Nooku te honore i mahia i to koutou taha! ngaa mihi kaha tonu!!! Lastly but definitely not least is our whanau/membership, almost daily we see and hear about the fantastic things that you all do and these are received with huge pride I congratulate those who succeed and encourage all of us to continue to play a part and enjoy this whanau who are Te Roopu Whakahau. 6 Te Waipuna The Sir Donald McLean Digitisation Project 6 June 2008 The Alexander Turnbull Library is a 'library within a library'. Established in 1920 after Alexander Horsburgh Turnbull gifted his collection to the nation in 1918, its collections and services are now housed within the National Library building. The Turnbull Library collections are based on Turnbull s personal collection of books, manuscripts, photographs, paintings and sketches. Over time the collections have been built through donation, bequest, legal deposit, and targeted purchasing to contain millions of items. Sir Donald McLean, was a government administrator, runholder, politician, provincial and superintendent. He was the Crown's Protector of Aborigines, Native Land Purchase Commissioner and Minister of Native Affairs. His papers are a large and frequently used manuscript collection, and are arguably the most important single group of papers relating to 19th-century race relations in New Zealand. They relate to his activities as Protector of Aborigines, Native Land Purchase Commissioner, Minister of Native Affairs and other positions, as well as his personal and commercial dealings. McLean's influence as a public servant and politician came to depend on a network of patronage within both Māori and settler society, and he always resisted any encroachment by others on his authority and ways of doing things. That is one reason why so much of what he did is documented in these semi-private records, rather than in the official records of the Native Department. Te Puna Matauranga o Aotearoa is currently digitising and describing the papers to be made freely available online with the expected launch date in September Many of the Māori letters are being described in more detail by David Kukutai Jones, Kaitiaki Kohikohinga Reo Māori to enable better access by adding names, place names and iwi and hapū affiliations and a working group headed by Dr Ngāpare Hopa (Tainui) and Dr Jane McRae are providing many translations. The collection of papers totallying documents include inwards correspondent to McLean in English, inward correspondencve to McLean in te reo, letter books, drafts and fragments, journals, diaries and notebooks, telegrams, official papers, personal and family papers, inwards family letters and other papers. The two large series of correspondence - English-language and Māori - are a particularly rich record of relations between Māori and Pakeha from the 1840s to the 1870s. The other main series, in particular the outwards letters, journals, diaries and notebooks, and the official papers, were kept less systematically and are harder to use, but they are also a rewarding source. The inward correspondence from Māori to McLean are only just one part of a valuable resource for Māori. The include letters from Māori all around the country, from numerous iwi, hapū and whānau, in te reo corresponding with McLean and other Māori about a whole range of subjects including land, land sales, public works, laws and legislation, conflict and war. This will be an invaluable resource for people studying te reo, the nature of land sales and issues in a particular region or people looking to understand McLean from a Māori perspective. Karaitiana Takamoana, d was a Ngati Kahungunu Chief and major correspondent to Sir Donald McLean. Takamoana was also the elected member for the Eastern Māori Seat in Parliament in A large amount of the papers are predominantly from or about Ngāti Kahungunu. 6

7 TAONGA TUKU IHO SURVIVAL 2050 CONFERENCE TE KAUHANGANUI DEBATING CHAMBERS HOPUHOPU On the 1 3 August 2008 the Waikato Raupatu Lands Trust will be holding their conference on Taonga Tuku Iho Survival VISION: Our conference vision is the tongi or prophetic saying of Kiingi Taawhiao which speaks of determination, survival of a people and, traditional cultural practices and values. Maaku anoo e hanga tookuu nei whare Ko ngaa pou he mahoe, he patate Ko te taahuuhuu he hiinau Me whakatupu ki te hua o te rengarenga Me whakapakari ki te hua o te kawariki 'I shall fashion my own house The support posts will be of mahoe and patate The ridgepole of hinau Those who inhabit the house will be raised on rengarenga and nurtured on kawariki SUMMARY Taonga Tuku Iho refers to those possessions that iwi; hapuu and whaanau consider to be the most precious and valued, and are handed on to succeeding generations to ensure iwi, hapuu and whaanau identity and whakapapa remain intact. Taonga Tuku Iho is underpinned by the principle of whakapapa. This guiding principle provides the framework that determines how one engages with, protects, preserves, maintains, stores and disseminates taonga tuku iho. Today and in light of the increased interest by iwi and hapuu to have their taonga tuku iho digitized or captured on some electronic format, are tikanga, kaupapa and kawa perpetuated or, are tikanga, kaupapa and kawa being compromised so that iwi, hapuu and whaanau engage confidently with the technology and, therefore disseminate quickly traditional knowledge out to their people? Therefore in 2050 what might the technologies look like and will tikanga, kawa and kaupapa play a significant role in the protection, preservation, maintenance, storage and dissemination of taonga tuku iho. This conference provides the platform for iwi, hapuu, whaanau and those who have an interest in taonga tuku iho to debate, to discuss the issues, provide possible solutions, and perhaps create new theories for the future of taonga tuku iho. There was also a need for Māori voices to inform policies and practices relating to the care of Māori material held in libraries and archives and the provision of library and information services in general. Te Rōpū Whakahau was formed in 1992 as a formal network and ran as a special interest group of the New Zealand Library and information Association Te Rau Herenga o Aotearoa (NZLIA), now called the Library and Information Association of New Zealand Aotearoa (LIANZA). In 1995 Te Rōpū Whakahau entered into a formal partnership agreement with NZLIA and became an independent incorporated society the following year. INTERNATIONAL Te Rōpū Whakahau maintains strong relationships with other Indigenous Peoples around the world. The biennial International Indigenous Librarians Forum (IILF) provides the ideal platform for professional development, networking, sharing and discussion about best practice methods for Indigenous Peoples and Information Management. Organisations are encouraged to support their members of Te Rōpū Whakahau to attend and/or present at these hui.
