2 St. Thomas Retirement Home SWM Brief (2017) Introduction Gama Engineering Inc. has been retained by API Development Consultants Inc., to provide a grading, site servicing and stormwater management design in support of a Site Plan Application for the proposed site development located at 292 Wellington Street in the City of St. Thomas. The stormwater management brief will outline the drainage concepts to be used for the proposed development, and the rational therefore. The subject property known as St. Thomas Retirement Home includes the construction of an existing building demolition, a new building, paved parking lots and driveway, grading and related servicing system. The proposed building involves six (6) storeys. The site will be accessed via three driveways off Wellington Street and Erie Street. The location plan is shown below as Figure 1. St. Thomas Retirement Home Reference Figure 1 Design Guidelines Manual, St. Thomas, 2017 Edition Design Guidelines for Sewage Works, Ministry of the Environment, 2008 Stormwater Management Planning and Design Manual, Ministry of the Environment, March 2003 Site characteristic The property is located at the south of Wellington Street, between First Avenue and Second Avenue, St. Thomas, Ontario. At present time there are some underground storm pipes at the existing developed area. The existing building and paved parking lots will be demolished with site servicing. The existing storm drain connection has not been found during survey. It will be site verified and capped. The pre development condition of the site is mostly hard surface with around 98%. The post development condition will be essentially 87% of hard surface. As such, the runoff generated by the site will be less under
3 St. Thomas Retirement Home SWM Brief (2017) the post development condition. The allowable stormwater release rate will not be controlled and stormwater quantity storage won t be required. In the proposed site, the total area is 3866 sq. m, including impervious areas such as building roof, asphalt paving parking lots and driveways, concrete sidewalks and pads, as 87% of the overall site. Refer to Appendix A for the Pre Development and Post Development Drainage Area Plans. The plans sized as 11 x17 are attached in this report. Refer to GP 3 and GP 4 in the civil drawing package for their full size copies. Alternatives and Rational According to the City s Design Guidelines Manual, minor storm design flows for the site is to be for the 1:5 year storm event. The release rate is 0.069m 3 /s which is less than pre development release rate of 0.073m 3 /s. Refer to Appendix B for Storm Sewer Design Sheet and Storm Structure Table. The stormwater discharges to existing 3000mm storm line at the west side of the property. The control of allowable release rate from post development to the pre development flow is not required since the proposed conditions have greater pervious area than the existing condition. Low Impact Development Low Impact Development methods and alternatives are not applied for the subject site. Rainfall Due to the size of site area and highly urbanized development, the IDF Curves provided in the City s Guidelines have been used in the simulation. Quality Control Stormceptor STC 300 is required to achieve 99% of TSS removal and 87% of runoff treatment for the overall site. The uncontrolled post development release flow rate for the whole site is considered for the quality control. Storm water from the building roof is cleaner than runoff from parking lots and driveways. In this case roof drainage is not necessary for quality control. The stormceptor is located to control runoff from parking lots and driveways so that it can deal with heavier storm events than designed. Refer to Appendix C for the detailed sizing of the stormceptor. Monitoring and Maintenance After completion of the installation, it is recommended the storm sewer system be flushed and cleaned to ensure the systems are free of sediments and construction debris. Annual inspection and flushing from the system are also recommended. Erosion and Sediment Controls Topsoil and vegetation, exiting asphalt surface will be removed from the majority of the developing site to accommodate site grading and construction of services. The resulting distributed ground will require sedimentation control measures to prevent silt from reaching the receiving storm sewer. Refer to civil drawing GP 8 for the Erosion and Sediment Control Plan. A mud tracking mat shall be installed at the entrance to the construction site to ensure that mud is not carried off the site on to existing roads. Any mud tracked on to the neighbouring roads during construction should be cleaned up. Siltation from surface runoff from the site can be prevented with the use of silt fences placed along the boundaries where runoff will occur. It will also be necessary to prevent siltation from entering the internal storm sewer system via catchbasins. This can be accomplished in the catch basins by placing filter cloth material over the grate, use of a silt sack. All the sediment control measures mentioned above shall require regular monitoring and maintenance. Further to these measures, once the building, the driveways and the parking lots are constructed, siltation arising from building activity should be reduced by regular cleaning of the driveway. In order to reduce the amount of sediment reaching Wellington Street and Erie Street, it is suggested that the grade at the property line be left approximately 200mm below the top of curb until such time as ground cover is about to be established. This will aid in the settlement of sediment, thus reducing sediment flow to the streets. Should building activity not commence soon after the servicing of the site, arrangement should be made to temporarily seed those areas not covered with vegetation.
5 St. Thomas Retirement Home SWM Brief (2017) Summary The recommendations and conclusions of this report regarding the storm drainage and the stormwater management issues for the proposed development are as follows: 1. The uncontrolled release flow shall be discharged below the pre development level. 2. The stormwater quantity storage won t be required. 3. Stormceptor STC 300 is required to achieve 99% of TSS removal and 87% of runoff treatment for the overall site. Roof water is cleaner than runoff from parking lots and driveways. It won t be quality control. 4. Siltation and erosion control measures shall be erected before construction activity commences and maintained throughout the construction process until adequate ground cover is established.
