1 Nate Hatleback Project Manager City of Thornton Re: Topgolf Review The City of Thornton has provided comments regarding several submittals on June 14 th, 2016 from Baseline for Top Golf at 136 th Ave & I-25. The comments are categorized into the respective submittals or department: Construction Drawings, Fire Department, Drainage Report, Utility Report, Traffic Engineering, and Urban Drainage. Below are the comments and our responses. If you need further information please let us know. CONSTRUCTION DRAWINGS from Nate Hatleback 1. Denver Water is not the provider. [C1 Cover] Baseline Response: Revised to show Thornton Water Department as the provider. 2. Check for updated floodplain information. There is a 2016 version. [C3 Existing Conditions] 3. Include noted floodway and floodplain line types on the legend. [C3 Existing Conditions] 4. Noted pavement sections are pending the geotech report submitted during construction. These aren t required in the CDs and can be removed. If you want to keep them in here, note that these are minimums and will be finalized with the geotech report. [C4 Overall Site Plan] Baseline Response: The pavement sections were kept and the suggested note was added. 5. Fit noted text in bubble. [C4 Overall Site Plan] 6. Since the lot generally drains NE to SW, evaluate the need for spill curb on the islands so stormwater doesn t get trapped in the gutters (typical for all islands). [C5 Site Plan (South)] Baseline Response: Spill curbs have been added to all islands in the lot. 7. Why isn t the noted portion of the trickle channel inside the pond limits? [C5 Site Plan (South)] Baseline Response: The trickle channel has been revised to be inside the pond limits. 8. Remove noted symbols, line work, and layers from sheets. [C5, C6, C7, C10, C21] 9. I m not sure this whole area (noted) should be spill. It will be spilling drainage against the general slope of the lot. Is this to keep drainage out of the gutter in front of the entrance? [C6 Site Plan (Central)] Baseline Response: Flush spill curb is used to keep water away from the sidewalk and still allow accessible entry to the sidewalk ramps. How will the ramps work in the outlined area for access to the accessible parking spots? [C12 Signage & Striping Plan] Baseline Response: The curb at the noted ramp is flush with the walkway. 15. Service removed from current submittal. 19. General Storm Profile Comment: Show 5yr HGL as well as 100yr. Change the line type so it s easier to differentiate between the HGLs and the scale lines. [C15 Not Labelled] 20. Show outlet elevation where noted. Repeat for all sewer out letting into the pond. [C15 Not Labelled] Baseline Response: Revised as requested 21. COT Spec. Sec :5 (regarding Storm Plan & Profile 1 vertical scale). [C15 Not Labelled] Baseline Response: Revised as Requested 22. Does the noted HGL take into account the flow exiting the Northern pond? [C18 Storm Plan & Profile 4] Baseline Response: Storm line 5 will be connecting above the offsite storm drain. As long as the offsite storm drain is not pressurized, the 100-yr HGL will be independent of the other line.

General Comment: Per Section 100, Erosion Control plans need to be done in at least two phases. First phase should show what will be in place before all of the infrastructure is built. Phase II shows all of the inlet protection after storm sewer/ curb and gutter goes in. [C20 Erosion Control Plan (South)] Baseline Response: Added Phase I Erosion Control Plans. 29. Label noted hatch. [C20 Erosion Control Plan (South)] 30. Show inlet where noted. Is there another inlet where noted? [C20 Erosion Control Plan (South)] Baseline Response: Storm drain layers turned on, revised as requested. 31. Noted details don t need to be added since you provided your own.[c26 Site Details 3] Baseline Response: City of Thornton outlet details removed as requested. 32. The noted detail is out of date with what we re looking for on outlets. Outlets should have a toe wall to stabilize it long term. It may be best to just draw your own detail on the next page. [C26 Site Details 3] Baseline Response: Added toewall outlet detail. 33. General Note: Please provide a plan view of the pond in a separate drawing showing the grading, trickle channel, inlets, outlet, overflow spillway, etc. The outlet details can be shown on that drawing if there s room. [C27 Outlet Details] Baseline Response: Added pond plan view as requested. 34. Use outlet structure similar to UDFCD detail shown in pages OS-6 through OS-10 in Volume 3 of the USDCM. It is most like the COT detail with sufficient detail. [C27 Outlet Details] Baseline Response: Outlet detail updated to UDFCD examples 35. For Emergency Spillway Detail (5), show depth for 100yr flow over the weir and fill in elevations. Need to show two cross sections of the spillway. See UDFCD criteria shown on pg in Volume 3 of the USDCM. [C27 Outlet Details]

4 Page For Detention Outlet Structure, fill in missing callouts. WQCV holes should not be below the micropool elevation. This essentially drains the micropool to the lowest hole. [C27 Outlet Details] Baseline Response:Revised as requested FIRE DEPARTMENT [Shown on C1 Cover of CDs] 1. Show NO PARKING FIRE LANE signs on the construction drawing site plan per TFD redline comments at CSP review. 2. Provide the revised fire hydrant location on the Thorncreek construction drawings (coordinated with Atwell) per TFD redline comments at CSP review. DRAINAGE REPORT from Nate Hatleback 1. Explain why the City has agreed to allow for a detention pond design that allows for side and bottom slopes in excess of those provided for in Section of the Criteria. [Section III.E.2] Baseline Response: The explanation has been added to the report. 2. The requirement is one foot of free board above the 100yr flow depth over the Emergency overflow spillway. [Section IV.B] Baseline Response: The spillway was originally designed to this criteria. It has now been better explained it he report. 3. We no longer require the trickle channel to terminate before the outlet structure and prefer that it extends to it to aid maintenance. [Section IV.B] Baseline Response: The trickle channel has been extended. 4. Is the length of design basin H3 really 1ft? [Section VII.D SF-2 (Historic)] Baseline Response: The sheet has been corrected to 0 feet for travel time. The basin discharges offsite via the initial time overland flow. 5. Use the outlined section to write in which inlets each basins drainage will go to. [Section VII.D SF-3 100YR (Developed)] Baseline Response: The discharge points have been added to the sheets. 6. Is this sheet and the next few for the field area? These subbasins aren t shown on the drawing. [Section VII.D SF-1 (Sub Basins 2)] Baseline Response: Yes. The sub basins for the outfield are now shown. 7. Why are the sections not applicable? [Section VII.D SF-3 5YR (Sub Basins 2)] Baseline Response: The sheets were inserted erroneously. Correct sheets have been added to the report for the 5year frequency. 8. List design points for cross reference. [Section VII.D Allowable Capacity (Inlet 1)] Baseline Response: The design points are listed. 9. Expand to show all information. [Section VII.D Inlet in a Sump or Sag Location (Inlet 1)]

Vertical orifice width and height do not match the detail in the CDs. Include a separate sheet for the overflow design showing post developed 100yr flow can be conveyed with one foot of freeboard. Include Appendix table of contents, WaterCad output in appendix, Sanitary sewer calcs in an appendix, and force main design in an appendix. [Pg. 1] Baseline Response: The Appendices have been added. 2. Using lower demands will require a variance. [Pg. 6] Baseline Response: A variance request has been included in the language of the report. 3. What are the high and low pressures on the site based on High and Low HGL with no demands? [Pg. 7] Baseline Response: The WaterCAD results added to the appendices indicate these values. 4. Include detailed design information for the sanitary lift station with next submittal. [Pg. 8] Baseline Response: The lift station design has been added to the appendices. TRAFFIC ENGINEERING 1. What is the end drive aisle width where noted? [C5 Site Plan (South)] Baseline Response: Added drive aisle dimensions. 2. You may want to add a curb ramp in the noted area for people being dropped off. This would be useful for the disabled as well as able bodied people, to aid in loading and unloading items. [C6 Site Plan (Central)] Baseline Response: Curb ramp west of stairway can be used for this purpose. 3. What is the drive aisle width where noted? [C6 Site Plan (Central)] Baseline Response: Added drive aisle dimensions.

6 Page 6 4. Sign callouts should probably be frozen on this sheet as there is no legend for them and they are conflicting with other notes on this sheet. [C6 Site Plan (Central)] 5. Will any street lighting be provided along the noted private street? [C11 Grading Plan (North)] 8. Van accessible parking spaces also require the supplemental R7-8P VAN ACCESSIBLE plaque beneath the R7-8 accessible parking sign. [C12 Signage & Striping Plan] Baseline Response: Added new sign callout 9. Relocate accessible parking signs to behind the sidewalk (typical). [C12 Signage & Striping Plan] 10. Detail is needed for the van accessible parking spaces (11 foot wide stall with a 5 foot wide access aisle). [C12 Signage & Striping Plan] Baseline Response: Added van accessible detail. 11. Change uses of handicap to accessible. Make line item ACCESSIBLE PARKING SIGN rather than HANDICAP PARKING. [C12 Signage & Striping Plan] Baseline Response: Accessible has replaced handicap in all instances. 12. Where s the ADA Parking Sign Detail? Not on SHT C21 as it is labelled. [C12 Signage & Striping Plan] Baseline Response: ADA sign details added, sheet numbers updated. 13. Please add a note indicating the color, width, and material of the pavement markings to be installed. Pavement markings installed in parking lots should be white per the MUTCD, with the exception of the optional blue background behind the accessible symbol pavement marking [C12 Signage & Striping Plan] Baseline Response: Note added per request. URBAN DRAINAGE from Jim Kaiser and Teresa Patterson at Urban Drainage 1. The FIRM information for the floodplains is old. The creek isn t within the footprint of the floodplain showing on the plans. The FHAD information was used as the basis for the January 2016 FIRM update. If the No-Rise is using the old information, the work will have to be redone with the latest information. [from an from Teresa Patterson to Nate Hatleback and Jim Kaiser on June 21 st, 2016] Baseline Response: The correct Hec-Ras was used as a basis for the analysis. The graphical representation of the floodplain was outdated. The current graphical data is now shown in the project. 2. If they believe they have achieved a no-rise, they need to submit an actual Floodplain Development permit with their modeling results and all the existing/grading plans to back up

7 Page 7 Regards, their information. HEC-RAS results for the cross sections that they cite in their report should be included. Per Teresa s comment, they need to be showing on their plans, and in their model the current January 20, 2016 floodplain. Sheet C3, for example shows the creek bed outside the floodplain. This had occurred in several places along Big Dry Creek. The FHAD/PMR corrected this. Equally important is that the current floodway is correctly shown. If the only work they are proposing in the floodway is the detention pond outfall, then they need to discuss this as part of their no-rise narrative.
