1 November 27, 2018 City of Centralia 118 Maple Street Centralia, A Attn: Emil Pierson, Community Development Director Re: Floodplain Cut/Fill Report Dear Emil, HBH Consulting Engineers, Inc (HBH) completed a volumetric analysis of the Alexander on the River project. A finished ground grading plan was generated based around a site plan completed by D Bol Design, LLC. The volumetric analysis was created using the AutoCAD Civil3D program by comparing the finished ground surface to the existing ground survey completed by Latitudes N, Inc. Through discussions with EST Consultants Ray alton, PhD, PE, it was determined that three potential 100-year base flood elevations (BFE) exist. The current BFE is based on the National eodetic Vertical Datum of 1929 (NVD 29). The second BFE was based on a preliminary study completed in 2010 and is NVD 29. This preliminary BFE is no longer considered current. Finally, Ray alton informed HBH of a preliminary BFE of NVD 29. EST Consultants believes this revised BFE is based on best science and is working with the City to finalize this figure as the revised BFE. Due to the wide-ranging BFE, HBH developed the volumetric analysis based on both the highest and the lowest BFE. The volumetric analysis compared only the portion of the existing ground surface currently inside the existing floodplain. Excluded from the cut/fill analysis was any fill at or above the BFE even when placed inside the existing floodplain. The proposed retention pond on site will be hydraulically connected to the floodplain. Cut will be removed from this area in order to create the retention pond; this cut will be considered compensatory storage. During a storm, it is acknowledged that a portion of the compensatory storage will be occupied by stormwater runoff. Using the HM2012 software package from the ashington Department of Ecology, the maximum, or peak depth, of the stormwater retention pond is anticipated to be approximately 2.75 ft based on historical storm data from the past fifty years. A 3 ft depth of retained water was assumed and the associated volume was removed from the compensatory storage calculations.
