1 LANDMARK CERTIFICATE OF APPROPRIATENESS Sign Application Historic design review for proposed signage will begin when a complete application is received covering all proposed signage for a building or use. The Landmark design review process is intended to encourage signage that is compatible with a historic building and surrounding historic structures, and to encourage vibrant and pedestrian-friendly signage for historic buildings and districts. A complete application, including full supporting documentation, is due in the Landmark Preservation office by 12:00pm (noon) on the filing deadline. Landmark staff will determine whether LPC or LDDRB review is required based on adopted design guidelines. Staff will contact the applicant regarding staff comments, meeting dates (if applicable) and any additional materials that may be required. To submit electronically: this form and supporting materials to landmark@denvergov.org. Electronic submission should include two attachments: one pdf with the completed form ( yourname-app.pdf ) and one pdf that combines all supporting materials ( yourname-app-materials.pdf ). 2 Sign Review Application Checklist Community Planning & Development Sign Checklist Landmark Preservation Applications submitted for design review must be accompanied with specific information which adequately describes the project and provides sufficient information to evaluate the proposal. A pre-application meeting is required for comprehensive sign plans; at this meeting, staff will clarify the submittal requirements for your proposal. All applications for sign review should include the following information: Project Address: Required for ALL Proposed Signs (unless otherwise indicated in pre-application meeting): q 1. Complete Landmark Preservation Certificate of Appropriateness Application Form (one for each building or use) 2. Photographs All photographs must be unaltered and meet Landmark Preservation Photographic Standards (please refer to separate photographic standards available at denvergov.org/preservation under Design Review applications): q Current Photograph(s) of all building elevation(s) where signage is proposed. Photograph(s) should show existing conditions and depict building façade in entirety (not just a portion of the building front). q Current Photograph(s) showing adjacent building facades (closest building on either side of building where signage is proposed). Photograph should depict building façade in entirety. q 3. Sign Depiction or Photo Simulation. Provide a dimensioned and scaled drawing(s) no larger than 11 x 17 in size of all proposed signage for building, including copy, lighting and other details. For lit signs (other than indirectly lit), provide both a daytime and a night time depiction. Include ALL proposed signage ground, window, wall-mounted, projecting, marquee, awning and all other types. q 4. Building Elevation and Details. Provide dimensioned and scaled drawing(s) no larger than 11 X 17 showing all proposed signage, including copy and all other details such as sign depth, lettering size, and lighting type and locations. Include ALL proposed signage ground, window, wall-mounted, projecting, marquee, awning and all other types. q 5. Drawing illustrating sign attachment method(s). Provide dimensioned and scaled drawing(s) no larger than 11 X 17 illustrating method and number of sign attachments to the building. q 6. Actual material samples for signs. On application form, please identify and describe all proposed sign materials for each proposed sign. Provide a material sample board no more than 11 X 17 in size as follows: a. Identify board with project address, applicant s name and date. b. Include all proposed materials, finishes and colors. If lighting is proposed, please provide information on drawings clearly delineating fixture and lamp type, size, location, materials and finish, and power source, as well as in lumens and lighting intensity, light source and color temperature in degrees Kelvin (i.e ºK). Required when signs are proposed on multiple building elevations, for multiple tenants in one building or for signage involving multiple buildings. Provide a dimensioned and scaled site plan depicting the location of streets, alleys, property lines, structures, and existing and proposed signs on the subject property. Also include sign dimensions from zone lot lines, height dimensions, and all other relevant information. q 9. Comprehensive Sign Plan. Required per Denver Zoning Code for multi-use buildings with proposed projecting signs. Please contact Landmark Preservation to determine if a sign plan is required and, if so, what additional information is needed. Ground floor tenants with corner frontage are permitted to mount a projecting sign at a 45 angle to corner, limited to (1) one per tenant. 16 SIGN TYPE B: TENANT PROJECTING SIGNS Intent: Purpose: The purpose of this section is to create the policy for a comprehensive and balanced system of signs and street graphics to facilitate the enhancement and improvement of the D-LD districts through the encouragement of urban, innovative signs and street graphics which will aid in the creation of a unique downtown shopping and commercial area, facilitate an easy and pleasant communication between people and their environment and avoid the visual clutter that is potentially harmful to traffic and pedestrian safety, property values, business opportunities, and community appearance. To accomplish these purposes, it is the intent of this ordinance to encourage and to authorize the use of signs and street graphics which are: (Ord. No , eff ; Ord. No , 16, eff ) (1) Compatible with and an enhancement of the character of the surrounding district and adjacent architecture when considered in terms of scale, color, materials, lighting levels, and adjoining uses. Locations: A Tenant Projecting Sign is located at pre-determined locations approved by the landlord. A project specific armature will be used by all tenants for mounting their projecting sign. The Landlord will provide the tenant with detailed drawings and specifications for this armature. No projecting sign shall project more than 42 inches over a public right-of-way, and not to exceed 30 cubic feet in area. Projecting signs are limited to a rectangular sign boundary area of 12 square feet. No part of the sign shall encroach with a vertical plane measured two feet from the edge of the adjacent street pavement. The bottom edge of the sign must maintain a clearance of at least (8) eight feet from the finish grade level below the sign. Sign must be at least 6 and no more than 1-0 from the wall it is attached from. An encumbrance permit is required. Extraneous information, such as services provided by the business, telephone numbers, hours of operation, etc. is not permitted. One (1) Projecting sign per tenant façade is allowed. Encouraged Examples (2) Compatible with and an enhancement of the architectural characteristics of the buildings on which they appear when considered in terms of scale, proportion, color, materials and lighting levels. (3) Appropriate to and expressive of the business or activity for which they are displayed. (4) Creative in the use of unique two (2) and three (3) dimensional form, profile, and iconographic representation; employ exceptional lighting design and represent exceptional graphic design, including the outstanding use of color, pattern, typography and materials. Signage which simply maximizes allowable volume in rectangular form is strongly discouraged. (5) Of high quality, durable materials appropriate to an urban setting. (Ord. No , eff ) The following approaches are required: Iconographic or sculptural elements Signs shall not be placed less than twenty-five (25) feet apart unless they are determined to meet the following criteria: A. The signs work together to make a unified and compatible design that is stronger as a group than it would be as a single sign or multiple signs widely separated. Only one (1) projecting sign is allowed per tenant, unless a tenant occupies a corner unit. B. The sign group is compatible with the building architecture, reinforcing the design intent of a significant building feature such as a primary entry. Exterior lighting should be integrated into armature and be from a shielded source. Illumination shall not flash, blink or fluctuate. 18 TENANT SIGN ALLOWANCES INTENT: For ground floor tenants: Working with your Landlord and using the attached Site Plan, identify the boundaries of your tenant space in the building. This will show you where your building frontage is. Verify with your Landlord the number of linear feet of frontage you occupy. If you occupy a corner suite, you will have more than one frontage. Measure each frontage separately. Projecting signs attached to walls which are adjacent to a street right-of-way line may project into the right-of-way in accordance with section of the Denver Zoning Code. (Ord. No , eff ) B. If multiple tenants share a single entry point, individual Plaque/Panel Signs or a Joint ID Wall sign may be used to provide a listing of those tenants. Multiple signs, of any type, at a single entry will not be permitted. May be externally illuminated but shall not flash, blink or fluctuate. All signs shall not be oriented or illuminated so that they adversely affect the surrounding area, particularly existing nearby residential uses or structures. Examples of adverse effects are glare from intense illumination and large signs or structures which visually dominate an area. Note: Major Tenant ID Wall Signs may not be illuminated. 19 Selected materials should reflect their use and the anticipated longevity of the sign. Materials should be urban in character, durable, easily maintained and of the highest quality. Elements such as wood should be used selectively and their location should be considered to minimize the potential for damage. The materials used for all freestanding signage shall be designed and constructed to be durable enough to withstand the equipment to be used for snow removal and other maintenance. 20 ACCEPTABLE PROJECTING SIGN ILLUMINATION EXAMPLES Signage illumination should be chosen based upon the purpose of the sign, the required legibility and visibility, the anticipated ambient lighting and the competing signage elements in the area(s) in which the signs will be located. All illuminated signs must be controlled by a central timer or photosensitive switch (photo cell) to regulate the hours of operation. External, gooseneck illumination Uplighting Exposed Neon Halo Illumination It is additionally encouraged that the controls for the lighting allow for dimming during the late night/early morning hours. Locate and design sign illumination to minimize impacts on a historic building and its surrounding context. From Standards and Guidelines for Signs, Lower Downtown Historic District: (1.9a) Do not use an internally-lit plastic or glowing box. (1.9b) Locate the power source for signs so that it is not visible on a building façade. (1.9c) Do not install exposed conduit, races or junction boxes on the primary elevation of a building. (1.9d) Do not cast light on adjacent properties or upper-floor residences. (1.9e) Direct lighting toward a sign from an external shielded lamp if possible. (1.9f) Use simply designed unobtrusive lamps, such as goose neck lamps or simple contemporary fixtures, for external lighting sources. (1.9g) Use halo, LED or exposed neon for lighting signs when externally focused lighting is not possible. (1.9h) Use a warm temperature of light, similar to daylight.
