2 Tie-Break: Buchholz tie-break system will be used as per present FIDE norms. Eligibility: Participants registered with MCA residing in Maharashtra born on or after are eligible for Maharashtra State Under 7 Chess Tournament. The players have to bring original and Xerox copy of birth certificate along with two recent copies of photographs. As per Government of India guidelines/rules, players with PIO / OCI documents cannot participate in any selection tournaments like district / state selection and National Championship which ultimately will lead to the selection of the Indian National Team. However these players can play in all FIDE rated events and other tournaments in India and abroad. MCA Player Registration: If not registered with MCA for the year then every participant has to pay Rs. 150/- as registration fee of Maharashtra Chess Association else show the original receipt and submit one Xerox copy along with completed entry form. Two players will be selected from both open and girls category to represent Maharashtra State in Under 7 National Chess Tournament. Selected Players for Nationals: Those who are selected in this event have to give confirmation form to Chief Arbiter before leaving the tournament venue. Due to some circumstances, if selected players does not participate in National Tournament and it makes MCA unable to give chance to the next selected player, that selected Player should inform the same at least 7 Days before the National Tournament otherwise he/she has to pay penalty or Rs.5,000/- to MCA. If 11 th hour cancellation is there because of some unavoidable conditions i.e., ill health of player, Death of near ones, then various documentary evidence will be required like medical certificate and letter from school( as per the reason given) etc, including recommendation from District Secretary to avoid penalty. Reimbursement Claim: The reimbursement is only for seeded players or those participants who got selected in Maharashtra Selection tournament for the current year. After selection in Maharashtra State tournament, players have to confirm about participation in National (by filling confirmation form) & after declaration of dates please send entry fee to MCA as per circular of concerned National. We should receive entry fee at least 2 days before the last date of depositing entry fee ( i.e. if last date of entry fee is 19 May, MCA should receive money along with confirmation before 17 May).No entry fee will be accepted with late fee in the case of selected player. MCA will intimate & confirm your nominations to the organizer. After completion of tournament he/she has to submit the reimbursement form along with original receipt & Xerox of National participation certificate within one month of commencement of tournament. In any case Proposal submitted after one month will not be considered for reimbursement & It will be treated as cancelled. MCA will issue cheque or deposit the money in the your account. Entry Fee: Entry fees Rs. 500/- for selected players and Rs. 1000/- for donor participants deposited before 30 th July, 2016.

3 There after a Late fee of Rs. 200/- will be charged up to 10 th August, After 10 th August, 2016 Entry(s) would not be accepted in any condition or situation. The Registration fees should be paid by by cash/online transfer. Entry fee along with entry form once paid will not be refunded. Lodging: Dormitory type accommodation will be provided for 2 players from each category and from every affiliated district to MCA. They will get free lodging subject to selection letter from District Association provided it is sent to TDCA by 30 th July, Accompanying person, parents have to make their own arrangement for stay. Other Rules: 1. For this Tournament latest FIDE Rules will be applicable and paring will be done based on latest Swiss pairing rules. 2. Before start of first round other rules, if any, will be announced & displayed at tournament venue. 3. Spectators (Including players who have finished their games, parents, managers and coaches) should stay away from playing area during the rounds especially age category. As per latest FIDE rules spectators has to obey or use the allowed area for viewing games. 4. General discipline should be maintained at tournament venue and lodging place. 5. Appeal committee will be formed amongst parents or prominent chess players. In case of any disputes against the Arbiter s decision, appeal shall be made in writing with a protest fee of Rs. 500/- within 30 minutes of the occurrence of the incidence. The protest fee will be refunded if the appeal is upheld. 6. It is compulsory for the players to be present for the opening and closing ceremony of tournament. 7. Interpretation: For interpretation of the rule(s) and deciding any point not covered by the above rules of the tournament, the decision of the tournament committee, comprising

4 organizer, chief Arbiter and one of the MCA officials shall be final and binding on all. The Tournament committee has every right to make any addition or amendment to these rules, without notice. However, such changes will be displayed in the tournament venue. 8. Rights of Admission: The organizer reserve the right to admit or refuse any entry without assigning any reason thereof.
