Invitation ASIAN JUNIOR (OPEN& GIRLS) CHESS CHAMPIONSHIP-2016 New Delhi, India, 2 nd to 12 th May 2016 Venue : Hotel Park Plaza, Shahdara, New Delhi REGULATIONS On behalf of the Asian Chess Federation and FIDE, the All India Chess Federation has the honour of inviting all Asian National Chess Federations affiliated to FIDE to participate in the Asian Junior (Open& Girls) Chess Championship-2016 in New Delhi, India from 2 nd (arrival) to 12 th (departure) May Participation 2.1 Invited Players - Each National Federation can enter one (1) player each in Open and Girls Categories, totalling a maximum of two (2) invited players. 2.2 The players placed 1-3 in the Asian Junior Open & Girls Championship-2015 and the Asian Open and Girls Under-18 Champions of 2015, will have personal right and will be accepted as official players if they fulfil the condition of Article Additional Players Additional (extra) players can also be registered in each category by each National Federations. 2.4 The players should be below the age of 20 years on or before 1 st January 2016 and from the Federation in Zone 3.1to Additional Information for Indian Players 3.1 Only those who have participated in the National Junior / Junior Girls 2015, are eligible for consideration and the entries should be routed through their respective State Chess Associations and AICF decision in accepting the entries will be final and binding. 4. Organization 4.1 The Asian Chess Federation President represents the interests of the Continent and is empowered to take the final decision on all questions relating to the championship as a whole. A Technical Delegate shall be appointed by the Asian Chess Federation President for inspection and final report.

Registration 5.1 At least 3 months (before 02 February 2016) before the beginning of the Championship, National Federations should register their intentions to participate stating the expected number of participants. This is a Preliminary Registration in order to ascertain number of hotel rooms required. At least 2 months (before 2 March 2016) before the beginning of the Championship, National Federations should submit their Final Registration of participants. This date is the registration deadline. Late registration shall bear a fine of $50. Copies of the entry should be sent to the Asian Chess Federation, respective Zone President and Organising Committee. 5.2 The complete registration form must include the surname, first name, FIDE ID number, FIDE rating and title, and passport details of each player and each accompanying person. It must also include the name, telephone, fax number and of the Delegation chief and of the federation official in charged 5.3 A digital scan of the passport and ID photo of each player and each accompanying person must be sent by to the Organizing Committee. 5.4 All travel expenses must be paid by the participants or their National Federation. 5.5 Every player (invited, extra or by personal right) and every accompanying person has to pay to the organizers the amount of $100 participation fee on registration to the championship organizer. 5.6 The above amount of $ 100 includes accreditation and bus transport from New Delhi airport to the official hotel and back to airport. 5.7 Players will not be paired until all payments of their federation have been fulfilled. 5.8 Players will not be paired if they are not accredited in official hotel at least one hour before the Technical Meeting. 5.9 All Players are obliged to wear uniforms that represent their National Federation and/or the National Flag. Shorts, Slippers, Sun glasses, Sports Caps and revealing attire are not allowed. 6. Entry Fees 6.1 In accordance with FIDE regulations an entry fee of $75 is required for each invited player. Their National Federation must pay this amount to the Organizing Committee by 2 nd March For each additional (extra) player, an entry fee of $150 is required. Their National Federation must also pay this amount directly to the Organizing Committee by 2 nd March Hotel Accommodation 7.1 All players and accompanying persons should be registered through the organizers at the designated official hotel. 7.2 Free board will be provided to the invited players as well as to one official per federation from noon of 2 nd May (lunch) to 12 th May (breakfast). All invited players are accommodated in triple rooms only. Anyone needing double/single rooms should bear the difference. 7.3 All participants and all accompanying persons are obliged to lodge at official hotels.

3 7.4 Hotel payments for all extra players and accompanying persons must be made in advance on arrival in New Delhi. 7.5 Cost for full board and lodging (with breakfast, lunch & dinner) for additional (extra) players and accompanying persons are as follows: Type of Room Triple sharing Double or Twin sharing Single Amount per person $ 50 per day per person $ 60 per day per person $ 100 per day 8. Format 8.1 The championships will be played according to the Swiss System of 9 Rounds. Time control is 90 minutes for the whole game with 30 second increment per move from move 1. In the last round, players from the same country who have more than 50% shall not be paired together. 9. Chief Arbiter and his Assistants 10.1 The Asian Chess Federation President will, after consultation with Organizing Federation, nominate the Chief Arbiter, as well as the necessary assistant arbiters and other officials The Chief Arbiter may, in consultation with the Asian Chess Federation, and with the approval of the Asian Chess Federation President, issue additional written regulations to inform the exact playing hours and take care of other details not covered by these regulations Protests, including protests against decisions of the Chief Arbiter or his assistants, must be submitted in writing to the Chairman of the Appeals Committee within one hour after completion of the playing session. A protest shall be submitted with an accompanying fee of $100 or its equivalent in local currency. If the protest is upheld, the protest fee will be returned otherwise it shall be forefeited to the Organizing Committee.

4 11. Appeals Committee 11.1 The Chairman of the Appeals Committee shall be nominated by the Asian Chess Federation President in consultation with organizing federation. The Committee shall be composed of five members and two reserves, all from different Federations, chosen from among the representatives of national federations present No member of the committee will have the right to decide on the questions concerning his own federation. In such cases the member concerned will have the right only to take part in the discussions in the committee. 12. Designation of the Winner 12.1 The order of the players is determined according to the number of points obtained. If at the end of the championship two or more players are tied, the tie shall be broken by the tie break systems in the following order: (a) Direct Encounter (b) The greater number of wins (c) Buchholz (d) Buchholz Cut 1 (e) Buchholz Cut In case the above does not produce a decision, the players remaining tied will be proclaimed joint winners of the Asian Junior Champion. 13. Visas For those who need visas, send all passport copy to Organizing Committee before 02 March 2016 at ID : delhichess64@gmail.com. Invitations for visas will only be provided after the payment of registration fee and accommodation charges. 14.
