Field Chemical Analysis itself cannot guarantee security, but security without the support of field analysis is impossible Field Chemical Analysis in transition - Experiences shifts from open field to indoor, confined spaces applications; flow dynamic phenomena are still important - Experiences broad publicity - Creates a lots of anticipations in terms of overall effectiveness
3 Field Chemical Analysis drawbacks - High cost of instrumentation (disposable instruments? cost less than $1,000?) - False alarms (e.g. for IMS 31-32% reported) - protection of instrument against hazardous environment (dispose or decontaminate) - Lots of idle instruments (waiting to be used in an emergency); merging security and other applications as a way of depreciation However, against all drawbacks Field Chemical Analysis can built capabilities for security by answering to security challenges The role of Field Chemical Analysis:! A key tool for increasing the security of citizens! Plays an important role in coping with natural disasters and industrial accidents! Contributes in the security of infrastractures and utilities! Enhances intelligent surveillance! Supports crisis management and post-crisis impacts
4 Advances in field chemical analysis have made it possible to develop:! Light-weight instruments with a target of less than 2 pounds including maximally 40 Wh (Wattxhrs) of available battery power! Low power consumption with a target of fuel cell-based portable power sources! Ultra-low detection limit (10-1,000 ppb range for near-ambient pressure detectors); with preconcentration it may goes from ppb range; with vacuum systems from 10-1,000 ppt; with combination of preconcentration and vacuum system it may go from ppt)! Broad dynamic range with a target not to be limited by power consumption! Fast analysis time! Portable instruments with a target of miniaturized and wearable instruments (ultimately integrated to the fabric of the uniform) Advances of field chemical analysis are not without challenges Causes:! to secure large scale events! to develop intelligent systems! the tracking of components of substance production! water distribution surveillance! air 3D detection (both manned and unmanned) platforms! network enabled command and control systems! improving search and rescue systems! develop intelligent decision support systems! implement early warning systems
5 To cope with these needs requires! To further develop new methods! To upgrade and broaden integration! To employ interoperability Integration as a three layer theoretical model
6 3 rd layer integration! The development of a combined audio, video, chemical analysis system! Smart cross-talking among the different systems e.g. evolution of volatiles in a short circuit as precursors of sounds or images and vice-versa 2 nd layer integration! Data fusion of GC/MS and 3D/ contour plot! Data fusion using chemometrics
7 Interoperability is communication but not only: How interoperability is defined:! Need to access and share information! There are different levels of information flow between agencies! Interoperability ensures the capability of direct talking among all relevant parties as well as among devices! Interoperability is needed in technical level and on organizational level! Projects in Europe: ETSI, EMTEL, PSCE, MESA! Projects in USA: NIEM, EPADS A theoretical model for interoperability Source: Public Safety Communication in Europe (PSCE), an ICT project
