3 RESULTS OF PRAGUE s WORKSHOP: PURPOSE OF THE WORKSHOP: Informal meeting of PA s (IACS experts) that expressed the interest for such Workshop during the 22 nd MARS Conference; Share the information about current and potential use of Sentinels data by PAs, and running projects; Carry out brainstorming activity identifying elements that may support the use of Sentinels and limiting factors; Support the bottom-up approach on the use of new technologies (Sentinels); Workshop on the Potential use of Sentinels by PAs 17-18/01/2017 organised by Czech Paying Agency (SZIF)

4 RESULTS OF PRAGUE s WORKSHOP: SUMMARY OF RESULTS OF THE WORKSHOP: Brainstorming activity and conclusions were grouped into the following areas: General issues of the use of Sentinels data by PAs within the IACS system; Use of Sentinels data within the process of the LPIS update; Use of Sentinels data within the process of the Geo-Aid Application and cross-checks; Use of Sentinels data within the process of the OTSC Sample selection; Use of Sentinels data within the process of the OTSC (both CwRS and classical OTSC); Use of Sentinels data within the process of Recovery of undue payments and other processes;

5 RESULTS OF PRAGUE s WORKSHOP: SUMMARY OF RESULTS OF THE WORKSHOP: Sentinels (1,2) represent a big Potential for the use within the IACS system; Possibilities for several automated processing on Regular basis (e.g. Land use type, crop monitoring) Ad-hoc basis (e.g. natural disasters) The IACS represents the integrated system and therefore using the Sentinels data within one process generates need to use it within other IACS processes; The awareness of Sentinels opportunities is still limited (several new pilot projects needed); Need for constant data availability in appropriate and user friendly format. Instead of duplicates of ESA hub in individual MSs (via collaborative ground segment) the idea of EU CAP Sentinel hub with pre-processed data.

6 RESULTS OF PRAGUE s WORKSHOP: SUMMARY OF RESULTS OF THE WORKSHOP: Shift from current control approach towards the overall monitoring concept, and stratification of entire population by traffic light assignment leading to more traceable IACS, and better assessment of impact of agriculture on environment; The use of Sentinels data within CAP/IACS is a horizontal issue, and shall be considered as a complex task. The EC shall establish clear Framework on the use of Sentinels data within the IACS system, and operational testing should be allowed in the mid-term horizon; Technical manuals defining acceptance limits, validation process, etc. needed for the use of Sentinels data at the operational level; More flexibility in the CwRS zones definition needed (in respect of timing, size, amount, etc.) idea of country CwRS envelope ;

Is Commission guidance on the use of new technologies really needed or desirable for the short term (pre 2020)? What are the advantages and the disadvantages?

19 Panta Rhei Budapest April Source: Arie van der Greft DG AGRI: Unit D.3 Results of the Wokshop A majority was in favour (estimation 60% - 40%) - Investments will reduce costs by a more and more automated system - Sentinels data are free of charge and provide a lot of useful information due to the timeseries - The knowledge how to effectively use Sentinels data will quickly emerge and save costs - Many requirements can already be monitored with Sentinels data A small majority in favour (55% - 45%) - If farmers are aware that every parcel will be monitored automatically will comply - Where more information which is considered as correct is being made available to farmers they will make correct claims and less mistakes

20 Panta Rhei Budapest April Source: Arie van der Greft DG AGRI: Unit D.3 Results of the Wokshop Arguments against the use of Sentinels: - Using large raster data requires a lot of adaption to IT - On-the-spot checks remain necessary to reach the same level of assurance - It is neither the only solution nor the golden solution - At least in the beginning more farmers will be found non compliant - It depends on the details of the eligibility conditions (the more complex they are, the less Sentinels data will contribute to compliance) Suggestions being made - Consulting specialist in respect of environment on what would be the most easily controllable agricultural practice - Shape the CAP from the control perspective - Focussing alone on Sentinels is not enough since other technologies will complement the overall performance
