4 Europe 2020 Strategy ECAT 2020 (April 2012) The Catalonia 2020 Strategy (ECAT 2020) is the Catalan Government s roadmap for relaunching the economy and reorienting the production sector towards a smarter, more sustainable and more inclusive economic model. Priority areas of action: employment and training, social cohesion, innovation and knowledge, entrepreneurism, internationalisation and the green economy. RIS3 R&I Strategies for Smart Specialisation (RIS3) promote economic and knowledge specialisations adapted to potential ti for innovation in each region, based on its assets and capacities. RIS3CAT (February 2014) The Strategy for the Smart Specialisation of Catalonia (RIS3CAT) Promotes R&I as a driver for the economic transformation of the production system towards the 2020 vision. 5 The Process of Drafting RIS3CAT The Catalan Government adopted RIS3CAT on 4 February RIS3CAT was drawn up in accordance with six parameters. 1. European Commission methodology 2. Prior evidence and consensus 3. Government leadership and interdepartmental coordination 6. Parameters taken into account 6. Cooperation with other regions 5. Coordination with State and EU policies 4. Participation of R&I stakeholders The initial version of the document was reviewed in the light of contributions gathered as part of public consultations. 9 Vectors Driving the Transformation of the Catalan Economy Three key vectors that will enable Catalonia to successfully tackle the great social and economic challenges of the 21st century: 1. Industrial Tradition The legacy of the great Catalan industrial tradition has developed whilst placing the accent on such competitive factors as innovation, i technology, design and training. 2. Quality of Life Quality of life and care for people are the common vector of food, health industries and cultural and experience-based industries. 3. Green Economy Global challenges caused by climate change, the impact of human activity and scarcity of natural resources require a strong commitment to transform the Catalan economy towards a green economy. 9

11 Pillar 1. Leading Sectors RIS3CAT identifies seven leading sectors in which Catalonia has competitive advantages, critical mass and future opportunities. 11

12 Pillar 2. Emerging Activities RIS3CAT promotes new economic opportunities in emerging sectors based on technological capabilities and synergies between related sectors. Cross-Cutting Cutting Enabling Technologies The technical know-how and capabilities of technology and research centres play a leading role in the strategic reorientation of the production sector: improving the efficiency of production processes, reorienting companies towards segments of greater added value and potential to generate employment, and promoting new economic activities. 13

Innovation Environment RIS3CAT reinforce those public policies that have the most direct effect on the quality of the innovation system Digital Agenda Smart cities, smart region, promoting digital innovation, broadband deployment, SME digitalisation, digital skills amongst citizens, electronic administration. i ti Enterpreneurship Culture, training and talent, legal and regulatory framework, enterpreneurial and financial ecosystem. 16 I.1 RIS3CAT Communities (in leading sectors) Objectives To group together R&D&I companies and stakeholders working in Catalonia in coinciding sectors or technological spheres in order to establish the RIS3CAT process of progressive specialisation. To establish agendas for economic transformation by integrating R&D&I into production activities in the leading sectors. To promote medium- and long-term action programmes to develop joint R&D&I projects based on the detection ti of common opportunities and needs that are key to the economic transformation of the production fabric. To generate new economic and job creation opportunities. Main stakeholders Companies, business associations, cluster organisations, universities, research centres, technology centres, foundations and institutions linked to R&D&I, associations and other organisations thatt are users of technology. 16

To promote cooperation amongst quadruple helix stakeholders in the territory in order to strengthen business fabric competitiveness. To strengthen the universities fourth mission. To generate new economic and job creation opportunities in the territory. Main stakeholders Local authorities, companies, business associations, cluster organisations, universities, research centres, technology centres and other bodies in the territory. 17

19 Lines of Work In the next months the Catalan Government will continue to work on: RIS3CAT presentation to the European Commission. Drafting of the European Funds Operational Programmes.
