3 CEDRE:Centre of documentation, research and experimentation on accidental water pollution - CEDRE is a non-profit organisation supported by the French Ministry of the Environment among others. - Established in order to improve the response capacity to accidental water pollution incidents; this implies to inform, experiment and advise on all matters related to oil or chemical spill preparedness and response. - 24h/24 operational assistance; training of various level; research and development concerning pollution tracking, fighting and recovery. - CEDRE participates in the European Task Force and assists foreign Authorities in their response (cf Spain/ Prestige)

13 Using satellite imagery to track illicit discharges Over large areas, like EPZ (Ecological Protection zone) In the Mediterranean Sea Satellite surveillance in 2004 of a 300 x 300 km zone between Toulon, Monaco and West coast of Corsica to perform statistics on illicit discharges : - 5 RADARSAT-SAR ScanSAR Narrow scenes (300 x 300 km) per month, an average of 1 scene every 6 days - 8 ENVISAT-ASAR Wide Swath scene ( 405 x 405 km)/ month, an average of 1 scene every 4 days

14 4 RADARSAT ScanSAR Narrow scenes (300 x 300 km) 24 days cycle, 1 scene every 6 days

17 European Commission Workshop in Toulon -2/4 October 2003 «SATELLITE IMAGERY and ILLEGAL OIL SPILLS in Europe and in the Mediterranean» Main conclusions: - satellite SAR imagery complements existing remote sensing resources - synergy with other operational systems (VTS,AIS,GALILEO,. - each country should have an aerial surveillance program to validate satellite detection - need for a strict and repeated surveillance to obtain a strong deterrence - reduction of surveillance costs to ensure sustainability of the sea - international cooperation and help is needed at regional level - appoint and train specialised investigators, prosecutors./ new tools. - exchange of information on detections and legislation between involved countries.
