Leading us in the pledge was John Hallsten and PP Marilee Monagan provided the invocation. Richard Hansen w as the note taker. VISITING ROTARIANS AND GUESTS Today s guests included Rotarian David Kuhnen, General Manager and CFO at Recycling Industries and Jamieson and Brandon Warmuth from California Security Agency all guests of Jeff Donlevy. Also joining us was our speaker Sacramento County Supervisor Phil Serna. ANNOUNCEMENTS Board Meeting This month s board meeting will be on Tuesday, November 10th at 5:30 p.m. at the Umpqua Bank in Antelope. Just a reminder: All m em bers, NOT just Board Members are invited to attend. Dictionary Project The dictionaries have been ordered. 120 to be distributed at F.C. Joyce and Creative Connections; and possibly Hillsdale Elementary. Matching Grants PP Patrick w ill be contacting the 20 students who will be the recipients of the $500 scholarships we applied for under the District Grants. Patrick will arrange for the students to attend one of our weekly Rotary meeting to receive their checks. Rotary Night at the Kings Come support the End Polio Now Campaign. 5 THE HIGHLANDER Page 5 11/9/2015 ANNUAL GIVING/PAUL HARRIS SUSTAINING FELLOWS Our Club goal is to have every Rotarian contribute at least $100 to The Rotary Foundation and strive to achieve the status of 100% EREY and 100% Paul Harris Sustaining Fellows for the second year in a row. November is the perfect time to become a Sustaining Fellow as it is Rotary Foundation Month. To date, we have eleven (11) paid Paul Harris Sustaining Fellows and four (4) additional members who have bonged the gong and pledged $100. Each paid sustainer has received a special sticker for their badges. We re on our way to reaching our goal of being a 100% Paul Harris Sustaining Fellow Club. NAME ROTARY FOUNDATION BENEFACTORS FINES AND RECOGNITIONS Fine Master Maureen McBride began by calling on Jeff Donlevy. Jeff did a great job introducing his two guests from California Security Agency but forgot to introduce his boss, David, until he was reminded to do so. He spun a 00 for $20. Jeff also had a happy thought. On Saturday, he took a four-hour walking tour of the North Beach area of San Francisco sampling some wonderful foods. He spun a $10. PP Roland Wright had a very busy week. He was in the Big Apple all week and flew home arriving in Sacramento Saturday at 2 a.m. He got just a few hours rest before being whisked off to an event in Lodi. Roland s son, Curtiss participated at the Lodi Drum Major Competition. His school, Woodcreek, took 1st Place! Donlevy, Jeff Hallsten, John Hansen, Richard Kaiser, Joe Lipp, Gordon Long, Gene Magnani, Patrick McBride, Maureen Mecklenburg, Dominic Meyer, Bob Monagan, Marilee Morgan, Cheryl (Sam) Spears, Robert B. Stone, David M. Wiggins, Lee N. Wright, Roland A Benefactor (has contributed $1,000 to the Permanent Fund or made provisions in their will of at least $1,000 benefiting The Rotary Foundation). His son, Robert, competed in a race in Frogtown and came in seventh in Division 1 varsity boys. Roland and Diane capped the day by attending the Black Tie District 5180 Foundation Dinner at the Doubletree. Roland spun the w heel for $6. Gene Long, Sr. s cell phone rang during Supervisor Phil Serna s presentation a definite no-no. He spun the wheel for $3. PP Joe Kaiser has been gone for two weeks. He had a great time and Bonged the Gong for $100 to the Rotary Foundation.

7 THE HIGHLANDER Page 7 11/9/2015 History of Veteran s Day On the 11th hour of the 11th day of the 11th month of 1918 an armistice between Germany and the Allied nations came into effect. On November 11, 1919, Armistice Day was commemorated for the first time. In 1919, President Wilson proclaimed the day should be "filled with solemn pride in the heroism of those who died in the country s service and with gratitude for the victory". There were plans for parades, public meetings and a brief suspension of business activities at 11am. In 1926, the United States Congress officially recognized the end of World War I and declared that the anniversary of the armistice should be commemorated with prayer and thanksgiving. The Congress also requested that the president should "issue a proclamation calling upon the officials to display the flag of the United States on all Government buildings on November 11 and inviting the people of the United States to observe the day in schools and churches, or other suitable places, with appropriate ceremonies of friendly relations with all other peoples." An Act (52 Stat. 351; 5 U. S. Code, Sec. 87a) was approved on May 13, 1938, which made November 11 in each year a legal holiday, known as Armistice Day. This day was originally intended to honor veterans of World War I. A few years later, World War II required the largest mobilization of service men in the history of the United States and the American forces fought in Korea. In 1954, the veterans service organizations urged Congress to change the word "Armistice" to "Veterans". Congress approved this change and on June 1, 1954, November 11 became a day to honor all American veterans, where ever and whenever they had served. A Special Thanks to those of our members who served in the Armed Forces of the United States of America. HIGHLIGHTS OF THIS WEEK S MEETING PP David Stone introduced Sacramento County Supervisor Phil Serna. Phil Serna was elected to a second term on the Sacramento County Board Supervisors in June The son of Sacramento's first Latino mayor, Joe Serna, Jr., Phil developed an appreciation for public service at a very young age. His respect for his family's humble beginnings and their efforts working with Cesar Chavez to secure rights for farm workers also shaped Phil's desire to serve. In addition to serving on the Board of Supervisors, Phil participates on a number of other boards and commissions including the Sacramento First 5, Sacramento Metropolitan Air Quality Management District, Sacramento Area Flood Control Agency, just to name a few. He was appointed to the California Air Resources Board in Phil com pleted his undergraduate studies at California State University, Sacramento and earned a master's degree in city and regional planning from Cal Poly, San Luis Obispo in In his spare time, Phil enjoys fly fishing and playing bass guitar and drums with his bands. Phil and his w ife, Roxanna live in Sacramento's North Natomas neighborhood. The district Supervisor Serna represents extends from the Sacramento-Sutter County line south to Florin Road east of Power Inn Road and from the Sacramento River east to stretches of Watt Avenue. District 1 includes the Sacramento International Airport as well as McClellan Park, and many of the region's most established neighborhoods; such as, Downtown, Oak Park and Wood lake.
8 THE HIGHLANDER Page 8 11/9/2015 Because most of District 1 overlaps with the City of Sacramento, many of the issues Supervisor Serna deals w ith pertain to countyw ide services, including health and social services as well as protective services for children and the elderly. Phil is also focused on public safety, flood prevention and enhancing the environment. Supervisor Phil Serna began by thanking Jeff Donlevy and David Kuhnen for their involvement in the community. He then reviewed the County budget and what is happening with the surpluses this year. Supervisor Serna talked about a concern he has regarding the disproportional African American child mortality rates in Sacramento County. In addition, the Commission requested $100,000 of County General Funds to help finance staff support for the steering committee, and will seek $200,000 in matching funds: $100,000 from the First 5 Sacramento Commission and $100,000 from the County s hospital systems and other foundations. Details on funding will evolve as the effectiveness of current programs and resource allocations are evaluated. He then took questions from the Rotarians and guests. In 2011, the Board of Supervisors received the Child Death Review Team s 20-year report that included findings that African American children in Sacramento die at a rate two times higher than children of all other races. A Blue Ribbon Commission was established by Supervisor Serna to better understand the disproportionateness and formulate recommendations to decrease all child deaths. During the last 18 months, the multidisciplinary group analyzed available data, explored causes of child deaths, and conducted a series of community meetings to gather feedback. The Commission s specific recommendations focus on the four leading causes of African American child deaths: maternal and perinatal health, infant sleep-related, child abuse and neglect homicides, and third party homicides. Recommendations also include the formation of a steering committee to provide coordination and oversight, create a strategic plan, monitor and evaluate implementation, and give annual progress reports to the Board of Supervisors. President Gene and Supervisor Phil Serna As is our usual custom, President Gene presented Phil with a gift in gratitude for his informative presentation. President Gene then asked us to stand, raise our glasses and join him in a toast to Rotary Around the World. The meeting was then adjourned.
