1 TERMS OF REFERENCE ALiSEA website cntent manager (internship full time, Vientiane, La PDR) PROJECT BACKGROUND The French Gvernment thrugh the Agence Française pur le Dévelppement (AFD) has cmmitted t funding the prject Accmpagner la Transitin Agréclgique dans la regin Mékng (Tward Agreclgy Transitin in the Mekng Regin), ACTAE in shrt, in fur Mekng regin cuntries ver an initial perid f 3 years, with the preparatry steps starting in March This prject fllws up a feasibility study cmmissined in 2013 by AFD in Las addressing the prmtin f agr-eclgical principles and practices in the Great Mekng Sub-regin-GMS- cuntries: Cambdia, Las, Myanmar, Thailand, Vietnam, and Yunnan-China. The study was crdinated by Gret and jintly carried ut by Jean Christphe Castella (IRD/CIRAD) and Jean Françis Kibler (Gret). It relied n a 3 phases apprach: - Taking stck f practices, actrs, experiments (e.g. success stries, cnstraints t adptin) related t agr-eclgy in the Mekng cuntries - Lessns learned frm Mekng netwrks - Scenaris fr a reginal agreclgy netwrk The feasibility study used a cmbinatin f literature review with cuntry-based cnsultatin wrkshps (Cambdia, Las, Myanmar, Vietnam) and expert surveys (Thailand, Yunnan-China). Presentatin and discussin f preliminary results (initial desk studies) were carried ut with key stakehlders f agr-eclgy in each cuntry. it led t the identificatin f ptential partners (118 NGOs, research rganizatins, gvernment agencies, private cmpanies in the 6 target cuntries) wh can enrich the future netwrk with a diversity f experiences (cnservatin agriculture, agrfrestry, SRI, IPM, rganic agriculture ). Attentin was given t incrprate expectatins frm the main players in the agr-eclgy arena vis-à-vis a new reginal agr-eclgical netwrk in the explratin f gvernance scenaris fr a vibrant reginal netwrk. The agr-eclgy reginal prject is expected t prvide institutinal and peratinal backstpping t the Cnservatin Agriculture Netwrk fr Suth-East Asia (CANSEA) while enlarging its scpe t cver the whle field f agr-eclgy, cnservatin agriculture being ne cmpnent f the diversity f practices fund under the term agr-eclgy. The Prject will assist the actrs f agr-eclgy in the regin in increasing their visibility and impacts by supprting the develpment f synergies between all peratrs in the sectr: farmers, develpment agencies, private cmpanies, etc.

2 The prject is being implemented by Cirad and GRET. The Prject has been designed as a 10 year prject (rganized in different phases). Cirad is the lead cntractr fr the first 3 year phase f the prject that will be funded by AFD. Cuntry Fcus: La PDR, Cambdia, Myanmar, and Vietnam. The Reginal Crdinatin Prject Teams frm Cirad and Gret are lcated in Vientiane, La PDR. PROJECT OBJECTIVES The verall bjective f the prject is t build durable and effective mechanisms t facilitate synergies amng initiatives cntributing t an agr-eclgical transitin in Suth East Asia. Agr-eclgy appraches are seen as cnvincing and evidence-based alternatives t the current agrifd system. They clearly aim at strengthening innvatin capacity f family farms, as well as the recgnitin f their cntributin t fd svereignty in the regin. They cver technical, ecnmic, scietal and plicy dimensins f the agrifd system, including all stakehlders invlved in the value chains. The prject will increase the credibility and visibility f agr-eclgy practices twards small-hlder farmers, cnsumers and plicy makers. Tw specific bjectives are prpsed that crrespnd t tw cmpnents f the ACTAE Prject: Cmpnent 1 (implemented by Cirad): Strengthen and institutinalize the existing cnservatin agriculture netwrk in Suth East Asia - CANSEA - in its functin f prmting Cnservatin Agriculture effective adptin, ntably thrugh invlving a wider spectrum f stakehlders, building alliances with agr-eclgical mvement, and diversifying funding surces. Cmpnent 2 (implemented by Gret): Prmte the emergence f a new reginal agreclgical learning alliance in Suth East Asia - ALiSEA - aiming at strengthening knwledge and experience sharing amng agr-eclgical initiatives and actrs, at increasing the visibility and the credibility f agr-eclgical mvement twards plicy makers and cnsumers, and at scaling up the develpment and adptin f agr-eclgical practice amng farmers. These tw reginal netwrks are different and cmplementary. The existing CANSEA is a reginal thematic netwrk, specialized n cnservatin agriculture, and the bjective f the Prject is t strengthen and institutinalize it. On the ther hand, the ACTAE Prject will supprt the emergence f the future ALiSEA which will cver all schls and initiatives cntributing t an agr-eclgical transitin.

4 Cirad Gret IMPLEMENTATION FRAMEWORK As far as the cmpnent 2 (ALiSEA) is cncerned, the peratinal set up is as fllw: - ALiSEA Netwrk fficers in Myanmar, Cambdia and La PDR facilitate and rganize exchange, learning and cperatin between gvernment, civil sciety, research institute, universities and private sectr stakehlders. In Myanmar, the prject has hired a natinal netwrk crdinatr n a part time basis fr 30 mnths (Dr Htet Kyu) In Cambdia, the prject relies n APICI (GRET prject in the Prvince f Siem Reap) Technical Assistant (Ms Lucie Reynaud) n part time basis fr 2 years In La PDR, the prject has hire a Natinal Netwrk Facilitatr n a part time basis (50%), Ms Hngnapha Phmmabuth The Reginal Crdinatr f ALiSEA is based in Las as well and wrk full time n the prject, Mr Pierre Ferrand

5 - A bard f natinal experts has been set up in La PDR, Cambdia, Myanmar and Vietnam in rder t prvide inputs in drafting call fr prpsals, selectin & evaluatin f the Small Grant Fund prjects - Natinal secretariats f ALiSEA have been established and hsted by existing partners in Cambdia, Myanmar and Vietnam with the bjective t supprt (and later n takever) the natinal netwrk facilitatin, rganize Annual General Assembly f ALiSEA members and mre widely, t cntribute t shaping gvernance, finance and management mdel f ALiSEA - A Small Grant Fund (SGF) has been established and aims at c-funding activities fr linking stakehlders, sharing experience, dcumenting case studies, building innvative cncepts This SGF prvides flexibility and reactivity fr prmting stakehlders initiatives fr sharing experiences (e.g.: field visits, training sessins ), dcumenting case studies (e.g.: crssed evaluatins), testing new practices (e.g.: a grup f farmers willing t experiment new agriculture practices ), disseminating success-stries (e.g.: vide ), r even raising funds (e.g.: frmulatin f specific prjects fr ALiSEA members ). Presentatin f ALiSEA: Summary f activities implemented in : GOAL OF THE ALISEA WEBSITE ALiSEA website ( is an attractive and user-friendly reginal nline knwledge-sharing platfrm n agreclgy. This website is instrumental fr ALiSEA as a reginal netwrk since it fsters infrmatin and dcument sharing, enhance visibility f its members initiatives, and cntributes t a better credibility f agreclgy practices twards farmers federatins, cnsumers and plicy makers. In the lng run, ALiSEA s gal is t enable lcal and reginal agreclgy stakehlders t leverage ne anther s expertise t prduce evidence based studies and share them bradly t supprt a reginal transitin twards agreclgy. Research disseminatin and analysis, updates n lcal, natinal and reginal agreclgy related events, mapping past, current and future field level initiatives all shared via the ALiSEA website are meant t make this pssible. The ALiSEA website must stay dynamic, infrmative, and appealing adding value t members wrk if it is t successfully persuade busy members f the gvernmental and nngvernmental agreclgy cmmunity t jin, participate, and sustain their interest ver the lng-term. JOB DESCRIPTION / WORKING ARRANGEMENTS The ALiSEA website cntent manager will wrk under the direct supervisin and clse supprt f the ALiSEA Reginal Crdinatr (expatriate based at Vientiane, La PDR) and the Natinal Netwrk Facilitatr (la natinal, based in Vientiane, La PDR). This psitin is full time, abut 22 days per mnth.

6 The ALiSEA website cntent manager will be based at Vientiane at Gret ffice with ptential travels within the cuntry and the Mekng Regin. Duties: The ALiSEA website cntent manager will supprt the ALiSEA netwrk in managing part f the website, especially: Summarize resurces (articles, reprts, bks) and uplad them t the nline library ( Uplad psts abut cnferences, wrkshps, frum, training Uplad jb and training vacancies Create and manage a pht database Manage ALiSEA YuTube channel and uplad vides whenever necessary Organize knwledge prducts cllected frm all SG initiatives Qualificatin Degree in fields related t Infrmatin Technlgy (IT), Cmputer science, Cmmunicatin Experience, skills and knwledge: Gd cmmand f pack ffice (Wrd, Excel, PwerPint, Publisher), Gd cmmand f Wrdpress and Scial Media (Facebk, YuTube.)
