2 USGEO ASSESSMENT WORKING GROUP (AWG) In respnse t Cngressinal request (2010 NASA Authrizatin Act), OSTP has implemented an assessment-based planning framewrk The USGEO Assessment Wrking Grup (AWG) versees and executes an internal, deliberative, Executive Branch assessment f Earth bserving systems every three years as described in the USGEO Charter and the Natinal Strategy fr Earth Observatins The AWG synthesizes the recmmendatins f expert teams t make general recmmendatins, fr internal deliberative Executive Branch use, cncerning the cntinuity, fulfillment, and advancement f required measurements ver a 10-year planning perid This synthesis prvides input t the develpment f a Natinal Plan fr Civil Earth Observatins 2

3 THE FIRST NATIONAL EARTH OBSERVATION ASSESSMENT (EOA 2012) OSTP and CENRS subcmmittees identified team leads fr thirteen Scietal Benefit Areas (SBAs) and recruited ver 300 Federal Subject Matter Experts (SMEs) t participate in elicitatin wrkshps t weigh the impact f bserving systems t key bjectives in each SBA The Assessment: Identified a snapsht f the prtfli f bserving systems relied upn by Federal agencies t meet key Earth Observing bjectives Prvided a crss-cutting and integrated lk at bserving capabilities (satellite and nn-satellite systems) Quantified the impact f thse bserving systems in delivering scietal benefit Resulted in the Assessment reprt, which Identified 362 bserving systems and surveys, f which 145 were designated as high impact Results prvided in Annex t the 2014 Natinal Plan 3

SBA SBA Sub-Areas Key Objectives Key Prducts, Services & Outcmes (KPSOs) Intermediate Prducts, Mdels, Datasets Scietal Benefit Area (SBA) SBA Sub-Areas: The majr cmpnents f activity within the SBA; natural thematic subdivisins f the parent SBA. Key Objectives: Activities within a sub-area that are clearly supprted by and can be linked t Earth bserving systems, data, and infrmatin prducts. Key Prduct, Service r Outcme (KPSO): A primary r imprtant prduct, service, r utcme required t make prgress tward r meet a Key Objective. KPSOs are prduced by Agencies/rganizatins within the Federal Gvernment as part f assigned respnsibilities. Intermediate Prducts, Mdels, Datasets: The data and infrmatin needed t prduce KPSOs; generally mdel utput, derived prducts, ancillary datasets, etc. Earth Observing Systems ** Includes ALL systems relied upn regardless f wner: U.S. gv t, freign systems, state and lcal gv t, private sectr, cmmercial, etc. 6

SBA SBA Sub-Areas Key Objectives Key Prducts, Services & Outcmes (KPSOs) Intermediate Prducts, Mdels, Datasets Earth Observing Systems The Tp f the Value Tree: Defined by the SBA Teams SBA Teams are respnsible fr defining all the majr elements f the value tree thrugh KPSOs The SBA Teams will identify the KPSOs relevant t each f their Key Objectives as well as the prducing Agency and help t guide Assessment Team engagement and the cllectin f supprting data The Bttm f the Value Tree: Data cllected frm Agencies The Assessment Team will engage subject matter experts identified by the SBA Teams t cmplete the bttm f the value tree The teams will identify and evaluate the Earth bservatin data used t prduce the KPSOs 7

9 EOA 2016 DATA COLLECTION & ORGANIZATION Fr each KPSO Subject Matter Experts (SMEs) are be asked t: Identify the list f input data surces that cntribute t the delivery f the KPSO, including: Direct bservatins frm bserving systems Datasets Intermediate prducts Mdel utput Evaluate the data surces tw elements: Relative criticality Perfrmance SME expert judgments abut relative criticality and perfrmance are quantified using a standardized scale The SME data are then used t build a structure fr each KPSO that map int the SBA value tree as specified by individual SBA Teams 9
