2 Background: SESAR initiative SESAR: Single European Sky Air Traffic Management Research Programme Initiative from the aerospace industry, sponsored by Eurocontrol and the European Commission. Aim: create a new ATM infrastructure for able to support 3 increase of air traffic 10 increase of safety 10% less pollution... at half the current cost One of SESAR s targets is Air Traffic Management communications between the cockpit of the aircraft and Air Traffic Control SESAR stakeholders are creating a Joint Undertaking that will have design authority for this new ATM system 2

6 Satellite communication services Satellite communication services are mainly used in low density areas ICAO standardised satellite services Inmarsat, MTSAT Iridium VSAT for g/g communications in certain areas Initiatives (studies) for other regions These commercial services cannot meet ATC requirements (Core area) Availability, Capacity. 7 ARTES 10 boundary conditions ESA constraints: Respect SESAR schedule Have the support of the users (represented by the EU, Eurocontrol, Air Navigation Service Providers and SESAR stakeholders) Limit ESA investment to well defined phases conditioned by the successful acceptance by the aviation community of the results of the previous phase Retire the risk for industry, in terms of acceptance by the aviation community rather than technical risk which, thanks to the work done to date, is relatively less critical. 7

10 Objectives of ARTES 10 Phase 1 Emphasis on: Preparation work to be able to answer a request from SESAR Master Plan o Initiate development of the communication standard o Initiate development of the satellite system Consider non-technical issues from the start: obusiness case o Service provision and governance model o ESA hand-over after development/deployment o Validation and qualification with SESAR Support frequencies allocation Phase A activities timing is aligned with SESAR ATM Master Plan release 10

12 Procurement approach of ARTES 10 Phase 1 Need to start asap, need to keep flexibility wrt decision on adoption of Satcom solution. Ph A's issue planned for September 2007 as soon as subscriptions are received. Parallel studies, open competition both for: - Communication System Design: expected lead by aeronautical communication system/ avionics/operations expertise; - Analysis and Definition of Satellite System: expected lead by satellite system companies, involving ATM operational competences; Ph. B1's issue planned after release of ATM Master Plan & successful PRR. Open competition. Other activities (technology, simulation, frequency) issued in most cases with C clause to directly involve SME's in the preparatory phase, beyond the expected presence in the Ph A's. For definition of these activities, early results from Ph. A's is necessary. 12

19 Satellite System Design activity The activity includes: Analysis and consolidation of user requirements, including existing or projected commercial ones, and needs for possible ancillary services All trade-offs on architecture, payload, platform, ground segment, deployment and operations schemes and provision of possible ancillary services Assessment of the business case for the provision of services Analysis of integration into SESAR s overall infrastructure Transfer of responsibilities between ESA and SESAR Certification issues regarding the operators and operation of the satellite system Definition of the operational responsibilities and liabilities. Prepare all elements to define the satellite service provision 19

22 Simulation activities Activities: Integration of a software simulator within Eurocontrol s simulator platform for ATM applications (Bretigny test centre) Demonstration activities cannot start in earnest prior to SESAR ATM Master Plan release and identification of funding sources and entities responsible for their performance and assessment ie. it is expected that inflight demonstrations will be part of ARTES 10 Phase 2 Budget foreseen: EUR 250k Activity on software simulator to be defined in 3Q07 following on-going discussions with Eurocontrol Demonstration activities to be defined in 2008 (ie. do not start earlier than 3Q08) 22

24 Spectrum allocation and regulatory activities Activities: Coordination of a common position regarding AMS(R)S spectrum among EC and National Frequency Management offices Support activities to seek a European consensus and establish extra- European alliances within ITU Budget foreseen: EUR 150k Activity to be defined with national space agencies and regulatory agencies, including European Commission (discussions on-going) 24

25 Other support activities Activities: Cost/benefit analysis from the perspective of airlines and ANSPs Support SESAR JU to establish the satellite system operation scheme Establish alliances (within ICAO, ITU) and prepare potential export opportunities Operational/logistics preparation for access to satellite capacity to support future in-flight demonstrations Support Eurocontrol on satcom-related activities (e.g. technology evaluation studies, steering group with non-eu ICAO members, etc.) Contributions to disseminate results of the activities towards Eurocontrol, ANSPs, airlines, pilot and controllers associations Overall budget foreseen: EUR 300k Framework for ESA role is currently being discussed with Eurocontrol / SESAR 25

26 Next steps: ARTES 10 Phase 2 Conditions for the start of Phase 2? Endorsement of ARTES 10 Phase 2 at ESA Ministerial Conference 2008, successful SRR of the Satellite System and the aircraft avionics and successful Acceptance Review of the standard Provided these conditions are met, ESA will: Start the ICAO standardisation procedure Issue the ITT for the development of the subset of the overall Satellite System able to provide a pre-operational capacity for verification and certification purposes Initiate avionics development activities in close collaboration with SESAR The Executive s programme proposal for phase 2 will be elaborated in the course of

27 Conclusions The ARTES 10 workplan is influenced by the multiple calendar constraints and external interfaces. The Executive intends to involve ANSP's representatives on consultancy basis to ESA to guarantee a direct user interface from the very first phase of industrial work. ITTs for the Phase A studies of the Communication System Design and Analysis and Definition of the Satellite System are being finalised and are planned for issue in September 2007 as soon as subscriptions are received. 27

28 Q & A Session Summary Q & A Session Summary Please find below, to the best of my notes and recollections the summary of the Q & A session. Also note that in some cases, as for some of the charts, they have been slightly modified with respect to the Industry briefing day in order to be more precise. Once more, thank you for your interest in the programme, and for calling in on the industrial briefing. 28

29 Q & A Session Summary Q: Is it expected that the provider of the simulator will install that software on a hardware platform at EuroControl, and then to follow up, when we could expect to get the hardware specifications for the system that will host the simulator. A: Interfaces with the Eurocontrol simulation facilities are being discussed right now. We expect to provide the necessary interface data and specification (for EuroControl or other) within the ITT. Q: is Italy participating to the ARTES 10 Programme? A: technically at this stage all ARTES member states are participating in the programme. However the funding, i.e. the subscriptions, will be known only by the subscription closure date of Sep. 5. Until then, companies should refer this question to their national Delegation to ESA. 29

30 Q & A Session Summary Q: Is the Simulator described expected to be a simulator of the spacecraft and its behavior, a simulator of the payload behavior, or both? A spacecraft simulator in the classical sense is normally used to train the Spacecraft operators in dealing with the operations of that spacecraft, including recovering from failures, etc., and is considered a vital part of the pre-launch preparations. A payload simulator is used more for training the end users (customers) and to provide a "known quantity data stream" in order to verify that the customer equipment can accept and correctly process the data provided to it. A: We ask for a Payload simulator, more precisely an end-to-end communication system simulator, to develop and later verify and demonstrate the performance of the system with respect to end-users requirements, possibly in a realistic simulation environment in terms of traffic and applications; 30

31 Q & A Session Summary Q: What are the top level rules of ARTES 10 in terms of GEO Distribution? A: Geo Distribution for the programme will be indicated on the ITT's. Industry will be funded 100%, target for return is minimum 80% unbalances to be recovered in Phase 2 or on other programmes. Distribution will be on the cover letter of the ITT's Q: In the communication system design activity, does the security requirements refer to (as an example) authentification, encryption or protection of the information? A: Yes. There maybe other aspects of security to be investigated as possible additional or ancillary services, but in its basic definition it refers solely to the communication link itself 31

32 Q & A Session Summary Q: In the communication system design activity, will the consortia be free to propose new protocols/waveforms or will these protocols / waveforms be imposed by ESA? A: One of the main objectives of this Ph A is to perform a thorough trade-off of possible options in order to proceed with development on a well justified basis. Therefore the consortia will first of all be free to trade off all possible solutions meeting the requirements and then to propose a preferred one. Q: In the slide presenting the overall planning and coordination (slide N 14), the end of communication system design activity N 2 is different from the first one (documentation only). Could you confirm that this is due to the choice of the preferred communication standard mid June 2008 that makes the continuation of the second activity useless? A: Yes, that is the idea. 32

33 Q & A Session Summary Q: The coordination scheme between the two communication system design activities and the two satellite system design activities is interesting but seems rather complex. For example, each of these four activities will need to establish RF analyses and link budgets, increasing the need of coordination between the studies. Would proposals combining both comm. and sat studies be acceptable? A: No, the communication system design study has been separated specifically for the purpose of giving priority to the operational end users and aircraft avionics needs. We are aware of the challenge of coordinating these activities, but it also offers an opportunity for a very wide assessment which is the main purpose of the phase A. Hopefully this will lead to a well justified technical approach and more streamlined set-up in phase B1. 33

34 Q & A Session Summary Q: Organization and the next steps A: The organisation is the Directorate of Telecommunication and Navigation, where a specific programme office is being set-up. The next steps are: in the first half of September, the finalisation of subscriptions and the approval of the Budget that should allow us to issue the ITT's by the second half of September (the ITT's are being finalised now). In the second half of September we also plan to hold a one day workshop to present the data from the work done by Industry and ESA in the past few years, to make sure that you can capitalise on it. After that we sit back and relax while you write excellent proposals, and hopefully we'll be able to kick off the studies not later than January

A: One of the main objectives of this Ph A is to perform a thorough trade-off of possible options in order to proceed with development on a well justified basis. Q: will the Satcom for ATM Business Case be made available? A: it can be downloaded at the following address: (registration on ESA telecom website required) Q: will the workshop in September take place before or after the ITT's are issued? A: around the same time but most likely before to comply to procurement regulation concerning interaction with bidders during the proposals preparation. 35

36 Q & A Session Summary Q: Does ARTES-10 not also cover Surveillance to support Applications such as ADS-B and TIS-B? This has a major impact on the design of a SATCOM system. A: Yes, they shall be covered. Q: In slide #14 is stated that phase B2 Itts will be issued by Dec 2008 and later in slide #17 you stated the ITT's to be issued by Sept Can you clarify this? Is there a separation (schedulewise) of both ITT's? A: we plan to issue phase B1 for the comms study in Sep and the phase B1 for the sat. system in Dec I admit that the chart is somewhat dense for clear reading... sorry. Q: COCR requirements can be interpreted in various ways. Reliability, availability, etc. need to be defined ASAP. A: This is why we intend to involve ANSP's representatives to help us clarify these requirements and help in answering issues of this kind before and during the studies. 36

37 Q & A Session Summary Q: I would like to ask you if you know so far which bandwidth are being considered for the satellite architecture system: is it going to be L band only, or can Ku band also be considered? A: The ITU has singled out L-Band in the AMS(R)S frequency for safety of life aeronautical service. For this reason this is the band being considered for the forward and return link from the aircraft to the satellite. Ku may well be used for the satellite to ground link. Q: At which level will the satcom I/F with the SESAR ground infrastructure take place? At Service/application? At physical level? Is software planned to integrate the satellite and the SESAR terrestrial Infrastructure? A: Gateways will be needed to interface satcoms with the terrestrial infrastructure. At which level will depend from the protocols that SESAR will require on ground. 37
