3 1 INTRODUCTION To meet its Lisbon objectives of becoming the most competitive knowledge-based economy, and assure growth, Europe needs to focus on its ability to innovate and compete. Small and Medium Enterprises (SMEs) are able to adapt faster and are thus instrumental in achieving such objectives. Indeed they play a crucial role in European competitiveness and job creation, not only because they represent the overwhelming majority of enterprises in Europe, but also because they are the source of dynamism and change in new markets, particularly those at the leading edge of technology. Innovation is also a key element for Galileo. Not only does it support core technology development, but it also underpins market growth and fosters business development. Therefore, there is a need to stimulate European business to innovate by networking and promoting co-operation at transnational level and by supporting SME participation beyond their traditional involvement in other research and development activities. To support this well-recognised need and fully in line with the Sixth Framework Programme objectives for innovation and support of SMEs, the Galileo Joint Undertaking shall launch dedicated, sharply focused activities of smaller scope specifically targeted to SMEs. These activities shall bring new knowledge to Galileo and shall aim at developing products, processes and services; and proving the viability of new technologies in the field of receivers, local elements and applications. In parallel, special attention shall be given to the involvement of SMEs in the other activities launched by the Galileo Joint Undertaking within the 2 nd R&D call. The SMEdedicated activity shall serve as an additional platform to assure more opportunities for SME participation. 2 SCOPE AND OBJECTIVES In the aforementioned context, this activity shall aim at stimulating innovation and SME participation in dedicated Galileo research and development activities. It shall launch actions designed to create bridges between innovation and research actors notably SMEs, researchers, entrepreneurs and investors. In particular, this activity shall focus on: - Stimulating technological innovation and the opening-up of novel market segments - Stepping up economic and technological intelligence - Networking the players and encouraging interaction - Experimenting with new tools and approaches - Encouraging transnational co-operation - Establishing or consolidating information services - Facilitating technology transfer for Galileo and EGNOS 3
4 3 ACTIVITY FRAMEWORK Technical projects shall be developed around the following axes: - Receiver innovative aspects and development - Local element innovative aspects - Niche markets, scientific and innovative applications - Technical and Research-oriented prospective studies These axes form an activity framework. Additional research domains could also be addressed provided they lead to innovative technical solutions of relevance to the Galileo programme. The following sections provide more details on the activity framework. 3.1 Receiver innovative aspects and development The development of combined Galileo/GPS receiver is challenging from a technical perspective but opens the door to innovative solutions in all receiver components, such as the antenna, front-end, hardware part, and software part. Innovation could be linked for example to, but is not limited to: - Low cost and low energy consumption Galileo/GPS receiver (front-end and baseband); - Miniaturisation of receiver elements - Integration of telecommunication and positioning signal, data acquisition and tracking algorithm - Base-band algorithm for multipath mitigation, interference rejection, small antenna, integration of GNSS receiver with other navigation sensors 3.2 Local element innovative aspects Innovation in the domain of local service provision should be linked to both the differentiators which Galileo brings, and also to the delivery of levels of services that are higher than those offered by the Galileo Global Services and required by a certain application or group of applications. By means of example, innovative developments could be proposed in any of the following: Accuracy Improvements Utilisation of Galileo s multiple frequencies to improve the convergence time, robustness and range of high accuracy differential carrier-phase based positioning techniques. Integrity Improvements Development of the Galileo Local Integrity concept, which can use as a basis differentiators such the Galileo Global Integrity Concept, the Galileo Regional Integrity Concept and Multiple Galileo Signals and services. 4
5 Availability Improvements Pseudolites or Beacons may be used in the future to further enhance the availability and/or accuracy performance of Galileo in various environments. In the near term Pseudolites will also serve as an important means of replicating and demonstrating future Galileo performance. Use of Galileo s Pilot Tones to improve availability of signals in Urban or Indoor environments. Interference Detection Use of Galileo Local Component ground infrastructure to detect and isolate sources of interference to Galileo. Synergy With Communications Local Augmentations depend on the utilisation of a communication link to the user in order to exchange the necessary value added data. As such means by which the use of existing technologies needs to be modified, or new technologies can be optimised to facilitate the incorporation of Galileo could be developed. 3.3 Niche markets, scientific and innovative applications Activities shall be carried out around proposed EGNOS or Galileo application solutions, in other words GNSS applications. Activities shall among others include: - Technical feasibility projects and studies - Measurements and survey campaigns based on EGNOS - Software development The EGNOS signal 1 shall be used by specific activities in the project when it is considered a good opportunity in line with the foreseen objectives. The EGNOS SISNet 2 option, or any alternative to the broadcast means 3, shall be considered when appropriate. Specific EGNOS measurements and survey campaigns could be performed with the aim to focus on a specific application case and verify the final GNSS performances in a virtually real environment which takes into account the entire user-oriented scenario. Software development activities could be envisaged for: Application-dedicated algorithms and functions using available signal and constellation simulators, tools and resources 4. 1 The EGNOS Signal in Space is expected to be fully operational by the second half of For more information : 3 For instance, RDS, DAB, simulation, or other means. 4 For instance, the ESA application laboratory. 5
6 Application scenario modelling aimed at assessing GNSS applications from different points of view (e.g. model the proposed find the nearest parking place GNSS application against the scenarios based on real traffic data collected for a representative city). Application projects can, for instance, address innovative solutions for: - People with disabilities - Telecom network synchronisation - Immigration - Insurances - Medical applications - Virtual reality - Tourism - Waste disposal 3.4 Technical and Research oriented prospective studies Many aspects of the GALILEO services rely on the use of advanced technology or processing techniques. Some significant improvement of performance may result from innovative solutions derived from research-oriented activities. Studies involving SMEs with highly specialised competence in the following fields are envisaged: Optimisation of navigation signals Optimisation and validation of the integrity scheme Antenna design Advanced signal processing techniques Ionospheric modeling 4 ACTION TYPES Projects shall fall under one of the following activity types or any combination of them: - Technical feasibility or design studies - Technology and software development projects - Demonstration projects In particular, technical feasibility or design studies shall focus on innovative solutions and enhancements. Technology development projects shall produce prototypes of equipment in line with the aforementioned activity context. Software development projects shall include production of software, simulations and modelling. Demonstration projects shall develop proof-of-concept for innovative markets. They shall aim at providing opportunities to demonstrate whether Galileo-related advanced technology can provide significant enhancement in the identified areas. In other words, 6
7 they shall demonstrate technological solutions to new, emerging, operational, or systems concepts. Last but not least, actions launched within this activity shall preferably be independent actions, which can prepare the ground for innovation and markets for small and medium enterprises. Contribution to bigger activities, for instance including additional exploratory actions or small enhancements of existing projects, is possible. 5 SCHEDULE AND MILESTONES Each individual project shall last 12 months. Indicatively, projects shall include the following phases: - Consolidation phase - Implementation phase - Technology transfer phase Based on the preliminary definition at proposal stage, during the consolidation phase, projects shall develop requirements in detail. This phase shall be brief. During the implementation phase, projects shall implement the objectives set in the consolidation phase. This phase shall represent the core the activity. Finally projects shall include a technology transfer phase during which they shall aim at transferring the achieved technical and innovation objectives to the identified market. This phase shall conclude the activity. The following major milestones are foreseen. Consolidation phase review to agree on the more detailed objectives for the project Mid-term review during the implementation phase to examine the progress of the project and verify the feasibility of the set objectives or re-adjust them. Final review to present the results and achievements of the project and identify the way forward. 6 INPUT Galilei deliverables 7
