3 1 INTRODUCTION The Galileo R&D second call is organised in three areas. Area 1 User segment development with an integrated approach towards - User communities and relevant service enablers - Technological development for receivers and local elements Area 2 Mission definition and implementation addressing the - Optimisation of EGNOS and Galileo missions - Support to the introduction of services through coordinated activities Area 3 Innovation and international initiatives addressing - Dedicated activities for Small and Medium Enterprises (SMEs) - Support to European expertise in GNSS - Support to international initiatives The Innovation and international initiatives activity, which constitutes the subject of this statement of work, is of major importance to the programme. It supports activities launched under all three areas and therefore calls for thorough understanding of the nature of activities under these areas. Finally it prepares the ground for future R&D activities. This activity shall be developed along the following three major axes: - Support to SMEs - Support to European expertise in GNSS - Support to international initiatives The following three sub-sections provide more background information on the rationale behind these axes. 1.1 Support to SME Area 3 of the Galileo Research and Development Activities (2 nd call), is dedicated to sharply focused projects of smaller scope specifically targeted to SMEs. These projects are likely to address domains such as: - Receiver innovative aspects - Local element innovative aspects - Niche, scientific and innovative applications - Technical and Research-oriented prospective studies This activity shall be used as a platform to facilitate the participation of SMEs in Galileo R&D activities. -3-

4 1.2 Support to European expertise in GNSS Promoting and supporting initiatives of a range of public and private actors and networking research organisations, institutions, initiatives or projects in the frame of the enlarged Europe constitute a cornerstone for Galileo. In the context of the 2 nd Galileo call, this need is spread over different themes, namely: - User communities - Technological development - Mission aspects User communities are intended as groups of application domains, which share common characteristics and needs for the introduction of Galileo services. The following user communities are systematically addressed in the second call: Location Based Services and Personal Mobility; Road; Rail; Maritime; and Aviation. In addition to these, effort shall be made so that the following are also addressed: Land surveying and civil engineering; Agriculture; Multi-modal transport and remote asset tracking; Emergency management and law enforcement; Energy; Scientific Research. User community acivities also address service enablers, or a complex set of critical components and facilitators which allow for the introduction of Galileo services into user communities including among others: User receivers; local component; standards; business and market development; regulatory aspects; GIS; communication; safety case; vulnerability analysis; and technical enforcement. Technological development mostly focuses on receiver and local elements. Lastly, mission aspects address: Signal In Space (SIS) definition; possible mission evolutions of Galileo and EGNOS; exchange of information between Galileo and external systems; mechanisms to reduce the intrinsic vulnerabilities of GNSS systems. This activity shall ensure guidance and provide expertise in the aforementioned themes. 1.3 Support to international initiatives International scientific and technological co-operation enables both Europe and third countries to benefit from mutual knowledge and expertise exchange and paves the way to closer political and economic relations. The European Research Area has established a new political context 1 in the frame of international co-operation, which also represents an important dimension of the 6 th 1 Commission Communication, COM (2001), 346 final of

5 Framework Programme. Research activities aim at enabling researchers and industrialists to access knowledge and technology produced at an international level; supporting the implementation of EU foreign and development aid policy; and launching initiatives that provide a response to significant global issues of EU concern. International co-operation is an essential element designed to ensure that maximum benefits are derived from the GALILEO programme 2. Recent evolutions stress the importance of an appropriate framework to support the initial definition and implementation of actions with third countries interested in Galileo. Their range is likely to be broad including the assessment of regional needs, institutional, technical and market analysis, demonstrations and awareness activities. Different actors need to be involved from third countries and Europe. The Galileo Joint Undertaking, in charge of managing Galileo R&D activities under FP6, attaches therefore importance on the international aspects of the programme. Indeed the 1 st Galileo R&D call and resulting projects placed emphasis on the regions involved in the EGNOS extension 3. Although these regions will continue needing support, special emphasis needs to be placed on all regions 4. In particular, China, India, Russia, Ukraine and the other New Independent States, Latin America with special focus on Brazil, Africa and the Mediterranean region, North America, South Korea, Japan and Australia. In this context, this activity shall aim at promoting scientific and technological cooperation and providing support to international initiatives linked to the aforementioned regions. It shall be based on an activity framework. It shall establish a platform for international co-operation and a mechanism to implement actions according to arising programmatic needs. 2 SCOPE AND OBJECTIVES Overall, this activity shall aim at: - Providing expertise to technical reviews - Setting up advisory expert groups - Launching small-scale studies - Launching demonstration, training and awareness activities - Facilitating the participation of SMEs in Galileo R&D activities - Supporting the development of international partnerships for Galileo - Supporting the research community 2 Commission Communication COM (2004), 112 final of These regions include the geographic areas covered by the footprint of the EGNOS geostationary satellites with special focus on Africa. 4 Regions are intended as geo-political segments of interest to the Galileo programme. These may either include single countries (e.g. Russia), continents (e.g. Africa) or groupings of specific economic, social or political interest (e.g. Euro-Med). For frequency sharing ITU regions apply with special focus on the American and Asia-Pacific regions. -5-

6 Flexibility is an intrinsic characteristic of this activity. On the one hand, it shall assure the availability of the necessary expertise and resources to address the aforementioned axes and aims. On the other hand, given the activity s links on other Galileo R&D activities, there shall be sufficient margin to assure upcoming actions, which shall be in the spirit of the tasks described in the following sections. The following three sub-sections provide more background information on the specific objectives for each of the activity axes. 2.1 Support to SMES This activity shall aim at promoting the participation of SMEs in the Galileo R&D activities. In particular, it shall build on the following objectives: - To network players and encourage interaction - To encourage transnational co-operation - To create awareness - To provide scientific and technical expertise 2.2 Support to European expertise in GNSS This activity shall aim at establishing a platform for technical co-ordination of GNSS knowledge and expertise in the enlarged Europe around the following themes: - User communities covering the use of all Galileo services - Technological development - Mission aspects In particular, it shall build on the following objectives: - To network players and encourage interaction - To encourage transnational co-operation - To provide scientific and technical expertise - To facilitate the penetration of GNSS in user communities - To build awareness among stakeholders 2.3 Support to international initiatives This activity shall aim at establishing a platform for scientific and technological cooperation in Galileo with different geo-political regions worldwide. This platform shall facilitate exploratory actions, which shall be implemented in co-operation with international partners. -6-

7 Actions shall be preparatory, targeted and limited in scope. In some cases, they may prepare the ground for more detailed activities in the future. They shall also be closely coordinated with overall institutional and programmatic objectives. For each targeted region, the underlying objectives of undertaken actions shall be as follows: To prepare the ground for long-term co-operation with Europe in GNSS To provide technical support and training for European GNSS To promote European GNSS and facilitate its long-term regional market uptake To stimulate regional long-term investment in European GNSS To provide recommendations for the way forward in the region - To provide scientific and technical expertise Given the different nature of necessary actions for different geo-political regions, flexibility is an element of utmost importance in order to introduce appropriate instruments and methods and involve local actors. In other words, detailed actions shall be customised and be subject to the specific current and arising needs for the different regions. If necessary, support shall be provided to the regional Galileo centres, in particular: - The China-Europe GNSS Technology, Training and Co-operation Centre established in Beijing 5 ; - The Galileo Euro-Med Co-operation Office which shall be based in the Euro- Mediterranean region; 6 - Those under establishment (e.g. Brazil) and others as they may come. Such support shall be customised on a case-by-case basis taking into account the specific tasks of each centre and any additional activities targeting the region in question (e.g. the Euro-Med GNSS project 7 ). 8 3 TASK DESCRIPTION This activity includes the following three main tasks: Task 1.0 Support to SMEs Including facilitating the participation of SMEs in Galileo R&D activities; and support to technical reviews of targeted SME activities; scientific and technical guidance; and awareness activities. Task 2.0 Support to European expertise in GNSS Including setting up advisory groups on different technology and user communityoriented aspects of Galileo R&D activities; support to technical reviews; scientific and technical guidance; and awareness activities. Task 3.0 Support to international initiatives Including support to institutional framework development; support to system and technology development; support to market and application development; demonstration, training and awareness at international level. The following three sub-sections describe in detail the aforementioned tasks. 3.1 TASK 1.0 SUPPORT TO SME Task 1.0 includes two sub-tasks: - Scientific and Technical Guidance - SME awareness These are analysed below Task 1.1 Scientific and Technical Guidance This task shall provide scientific and technical guidance and expertise for technical reviews of the targeted SME projects 8 including at least the following: - Regular project reviews - Reccomendation for project steering and guidance - Support to technology transfer by SMEs - Reporting and recommendations to the GJU 8 Indicatively ten projects are expected to be launched through the Innovation by Small and Medium Enterprises activity. -8-

9 3.1.2 Task 1.2 SME Awareness This task shall facilitate the participation of SMEs in Galileo R&D activities. Support shall include at least the following: - Facilitating access to information by SMEs through targeted awareness exercises for the enlarged Europe - Assisting SME networking across Europe - Promoting SMEs in identified markets - Co-ordination with relevant projects aiming at facilitating the participation of SMEs (e.g. NAVOBS 9 ). 3.2 TASK 2.0 SUPPORT TO EUROPEAN EXPERTISE IN GNSS Task 2.0 includes five sub-tasks: - Advisory expert groups - Support to technical reviews - Support to awareness and enlargement-related activities - Studies and methodology development - Support to research community These tasks are analysed below Task 2.1 Advisory expert groups This task shall set up advisory expert groups from across Europe as required. Expert groups shall address different user communities, service enablers and mission aspects. They will be as complete as possible in order to represent interests of different actors, including public and private bodies, across the enlarged Europe. In particular, expert groups shall be established for: 1 - User communities Emphasis shall be placed on the five communities systematically addressed in the 2 nd call. Additional communities might be addressed depending on arising needs and additional projects resulting from the Galileo R&D activities. The activities planned in the 2 nd call for user communities require specific expertise as follows: - Critical assessment of non-technological enablers such as market development and impact of regulatory framework. - Understanding of service introduction and service provision schemes. 9 For further information, please refer to: -9-

10 - User terminal integration and potential inclusion of local elements in the basic ground infrastructure for the addressed applications. Expert groups shall meet twice a year including at least five members. Expertise shall include both user communities and associated service enablers. Groups shall assess current developments and provide guidance and recommendations for future actions. 2 - Technology development Emphasis shall be given on receivers and local element development. Technology development planned within the 2 nd call requires specific expertise as follows: - In-depth knowledge of the different core technologies relevant to mass market, professional and Safety-of-Life receivers. - Assement of key hardware and software components of receivers and local elements. - Knowledge of methods and tools to test and validate receivers and local elements. Moreover, critical assessment of industrial development of receivers and local elements is necessary. Expert groups shall meet twice a year including at least five members. Expertise shall address all key areas linked to receiver development. Groups shall assess current developments and provide guidance and recommendations for future actions. 3- Mission aspects There are a number of developments within the 2 nd Galileo R&D call that will interface directly with the Galileo Global Component and need to be made available for the IOV test Campaign. These developments require a high level of expertise in very specific domains namely: - The Galileo time steering towards the Universal Time Coordinate (UTC) - The Galileo Geodesy Reference Frame elaboration and its steering towards the International Time Reference Frame - The Search and Rescue dedicated ground receiving station - The service centres In each of these areas, it is desirable to set up a team of experts to advise the GJU, and to participate alongside the GJU to the assessment of the industrial developments conducted within the 6 th Framework Programme. The activities listed above, will be developed over a period of 32 months, which is dictated by the necessity to provide the equipments in time for the test campaign of the IOV phase. Expert groups shall be created for the whole duration of these developments. -10-

11 3.2.2 Task 2.2 Support to Technical Reviews This task shall provide expert knowledge related to Galileo R&D activities through appropriate means such as inventories, workshops and working groups. It shall also provide expertise for technical reviews launched under Galileo R&D activities at least for the following: Analysis of documentation submitted for review - Recommendations for project steering and guidance Elaboration of recommendations to consolidate specifications Elaboration of recommendations if several development scenarios are proposed Elaboration of recommendations in support to development activities Task 2.3 Support to awareness and enlargement-related activities This task shall provide appropriate advice and support to all EU Member States and countries involved in the EU enlargement at least for the themes addressed by the 2 nd call. In particular, this task shall include at least the following: - Active participation to events and conferences - Networking of existing bodies - Organisation of specific working groups and awareness events - Organisation of conferences and meetings - Exchange and dissemination of good practices Task 2.4 Studies and methodology development This task shall perform small-scale studies according to arising needs and shall provide support to methodology development addressing in particular issues such cost allocation and recovery for European GNSS systems with relation to different user communities. This methodology should be applicable for EGNOS and Galileo and would support the longterm implementation of a pricing policy for GNSS including: - Apportionment of the development and operation costs among services and service levels - Funding sources versus type of service (e.g. public funding for the Open Service) - Apportionment of SoL costs among users communities considering parameters such as quantification of operational benefits to users; level of service required by each operation in each user domain; use of the service (number of users, number of passengers, time, km); pricing aspects (service guarantee aspects, indemnities) 10 For Area 2, contractors need to bear in mind that development is driven by the compliance with the Galileo Interface Requirements and, during the operational phase, by both the compliance with mission objectives and cost effectiveness. -11-

12 3.2.5 Task 2.5 Support to research community This task shall support the research community contribution to the overall Galileo-related scientific and technical developments. In particular, this task shall include at least the following: - Selection and award of research grants - Selection and implementation of short-term internships of young scientists - Promotion of co-ordination between industry and the research community 3.3 TASK 3.0 SUPPORT TO INTERNATIONAL INITIATIVES Task 3.0 includes five sub-tasks - Support to institutional framework development - Support to system and technology development - Support to frequency sharing studies - Support to market and application development - Demonstration, training and awareness These are further analysed below Task 3.1 Support to institutional framework development This action shall include: - Development of institutional, legal, and regulatory aspects for GNSS - Development of specific aspects linked to the regional plan The institutional, legal and regulatory action shall include studies or activities aiming at providing preliminary information on open issues; preparing preliminary operational framework models; identifying actions and raising awareness among national and international fora in order to prepare the ground for the uptake of European GNSS in different sectors. It shall also include activities such as awareness-raising among major stakeholders in order to prepare opportunities for investment through consensus building and establishing a longer-term vision. The regional plan action shall be focused on specific aspects linked to an identified region. Such aspects shall include among others an analysis addressing GNSS user needs, -12-

13 infrastructure, services, institutional framework, and markets, taking into account the specific characteristics of the region in question. Additional programmatic and institutional questions shall also be examined. The planned evolution of the infrastructure (with associated information on the relevant programmatic framework, funding, and management issues) shall be analysed Task 3.2 Support to system and technology development This action shall include: - Support to infrastructure development - Interoperability with existing systems - Scientific and technological research co-operation Support to infrastructure development shall include small-size, targeted studies on local augmentations. It shall also include contribution to UTC and ITRF and support to the SAR international coordination. Interoperability with existing systems shall include small-size, targeted studies on interoperability-specific aspects. Scientific and technological research co-operation shall include small-size, targeted projects on specific issues linked to European GNSS, such as ionospheric studies and receiver technology among others. Research grants can also be envisaged under this action type Task 3.3 Support to Frequency Sharing Studies Support to frequency sharing shall focus on the need to involve specialised experts familiar with the international context of frequency co-ordination. It shall target tasks such as lobbying, participation to international and region-specific co-ordination meetings, achievement of awareness and consensus in favour of Galileo, as well as specialised activities of spectrum engineering, in particular with respect to the issue of possible MSS -RNSS mutual interference. 1 - Region-specific coordination activities The set of activities performed under the 1 st Galileo R&D call aim at covering all requirements for Galileo in the field of frequency regulatory matters. The corresponding actions are essential for Galileo to access frequency spectrum and reach international -13-

14 recognition in this field, thereby avoiding receiving or cause harmful interference from or to other radio communication systems. The decision making process for frequency regulatory matters on a global system such as Galileo requires support at the regional scale within organisations responsible for the preparation of WRC-2007 and at the international scale within ITU-R. The role of regional consultants is essential for acquiring support outside Europe on Galileo frequency regulatory matters. Main topics of study and discussion shall include although not limited to the following: - Protection of Radioastronomy - Changes to coordination and notification procedures - Provision of information on Galileo - Compatibility of RNSS and Radar systems - Compatibility of RNSS and UWB systems 2 - RNSS-MSS specific coordination activities The MSS (Mobile Satellite Service) community has raised concerns that the Galileo PRS baseline solution found under EU/US negotiation will interfere with the MSS communications. Their arguments are also based upon ITU regulations analysis. All the same, PRS users are also concerned from MSS potential threats. The activity will be conducted within ITU and MSS community, thus requiring deep knowledge of ITU regulations and spectrum engineering, and will consist mainly of: - Supporting bilateral discussions Galileo/MSS operators - Providing technical computations of RNSS to MSS interference and vice versa, and producing an ad hoc software tool, if needed - Providing guidelines with respect to ITU regulations Task 3.4 Support to market and application development This action shall include: - User needs analysis and recommendations for the targeted region - Studies and cost-benefit analyses - Development of business cases The user needs analysis action shall include a survey of the GNSS market size in the area including number of users for the various services and the various applications. In parallel to the analysis of service needs, the overview of the current status of the service provision shall be performed. This shall take into account the existing situation as well as the plans for further evolution of the subject. On the basis of current status, user needs forecast and infrastructure evolution, work shall focus on the identification of the main gaps and critical points including discrepancies between GNSS services and user requests. -14-

15 The cost-benefit analysis action shall take into account the identified user needs for an identified region. In particular such analyses may include the identification and assessment of potential revenue sources for the market uptake of different applications and system implementation. It shall also take into account programmatic and institutional benefits. The business case action shall include more in-depth studies on specific markets or technologies, which have been identified as most promising in the aforementioned analyses. Such business cases shall be used in support to awareness raising and market penetration for European GNSS Task 3.5 Demonstration, Training and Awareness This action shall include: - Demonstration projects - Training and awareness activities Demonstrations shall include small-size projects mainly related to applications with a view to either creating awareness in identified markets and concerned actors, or creating a proofof-concept for European GNSS in the region. Such projects shall be implemented with international partners and shall involve all concerned institutional and private sector actors. They shall prepare the ground for market penetration in the region. Targeted training and awareness activities shall be based on a training and awareness plan, package and delivery. The training and awareness plan shall first include a survey of training requirements and means. The plan shall establish the objectives, targeted audience, means, content and schedule of education and awareness activities. Communication material shall be prepared on the basis of guidelines outlined in the education and awareness plan. It shall include customised paper and multimedia communication material. Delivering training and awareness shall among others include the organisation of targeted user fora, industry days and other events. In particular, user fora shall address issues such as market uptake, technology development, support to the concession process and third country participation. Lastly, training shall also include training of local actors or specific user groups for longer-term use of the system. -15-

16 3.3.6 Targeted Regions As already stated in the introduction, a non-exhaustive list of the targeted regions includes: China, India, Russia, Ukraine and the other New Independent States, Latin America with special focus on Brazil, Africa and the Mediterranean region, South Korea, Japan and Australia. These regions can be grouped as follows: - Group I: China, India, Russia - Group II: Ukraine and the other New Independent States, Africa and the Mediterranean region Latin America with special focus on Brazil, North America - Group III: South Korea, Japan and Australia Group I includes priority regions with special focus on system, technology development and demonstration actions as well as the support to the China Europe Galileo centre. Group II includes regions for which all action types could be launched including support to the Euro-Med and Brazil centres. Group III includes other regions of interest. There is no strict number of actions foreseen per region. However, it is highly probable that at least one action shall be launched for all regions under Group I, several under Group II and maybe some for Group III through this activity. -16-

18 4 SCHEDULE The overall schedule of this activity shall be 36 months. In particular for: Task 1.0 Support to SMEs Individual actions shall have variable duration and shall be shorter. In particular, the support to technical reviews of SME-targeted projects shall be performed over 12 months (foreseen project duration). SME awareness activities shall be extended over 36 months. Task 2.0 Support to seuropean Expertise in GNSS: - User Communities and Technological Development: Support to technical reviews shall be developed over the duration of projects in Area 1. All other activities shall be developed over a period of 36 months. - Mission: Activities linked to Area 2 shall be developed over a period of 32 months. This is dictated by the necessity to provide the equipments in time for the test campaign of the IOV phase. Task 3.0 Support to international activities: This activity shall be developed over a 36-month period. Special effort shall be placed during the first 18 months.
