1 FP7 Project Proposal and Partner Search Organization name: BITNET CCSS Ltd Capabilities/expertise: BITNET is an SME, involved since 1994 in the Romanian Aerospace Program: 1. Satellite technology applications development & demonstration; 2. Software for data networks development. Starting with year 2003, BITNET CCSS provides technical support in Romania for international satellite telecom operators. Web address: Proposal title: Satellite Multicast GMES Information Service for European wide Communities Keywords: GMES, data, delivery, satellite, multicast, broadcast, weather, environment, emergency Activity: Space-based applications at the service of European Society / Integration, harmonisation, use and delivery of GMES data / Abstract: This proposal should be understood as a WP to be integrated into an existing or future GMES project proposal. The idea is to test a pilot service that makes available in real-time weather and other critical environmental /emergency information, especially to communities in areas without digital telecommunication infrastructure. The project will prove that available satellite multicast platforms can: (1) Make a wide range of GMES information readily available to a diverse user community; (2) Disseminate information European wide; (3) Disseminate specific information to targeted user communities. GMES data provided on line by third-parties will be up-linked and then broadcasted by satellite. The user terminal is a commercially available satellite TV dish + DVB card + PC + client software package. There are millions of such terminals already installed in Europe, for satellite TV and data services reception. Their owners represent a large potential GMES data user community. Some on-line administrative tool (to be defined) on the service operator side should cover features for: access control, quality of service, user group management, rights management. 3 FP7 Project Proposal and Partner Search Organization name: Institute of Math. Statistics and Applied Math. Capabilities/expertise: Theoretical study of dynamics system; Mathematical models of discrete and continuous processes; Numerical and analytical methods in the study of fluid flow; Mathematical modelling in environmental and life sciences. Web address: Proposal title: OPTIMAL CONTROL FOR LINEAR AND NONLINEAR PURSUIT IN SPACE Keywords: Optimal pursuit, Optimal control, Smooth manifolds Activity: FP-SPACE Abstract: The objective of this proposal is to elaborate a method of optimization in problems of pursuit based on the results of the theory of optimal damping. By using results of the theory of optimal damping for transitory answer, this study propose a new method regarding optimizing the trajectories of pursuit. The objective is determining the control function and the trajectory of the system with stated initial data, which minimizes the J functional representing the cost index. Web address: Proposal title: OPTIMAL CONTROL OF A SATELLITE FORMATION Keywords: OPTIMAL CONTROL THEORY, TWO-POINT BOUNDARY VALUE, MINIMUM TIME-PROBLEM, MINIMUJM FUEL-PROBLEM, BANFG-BANG CONTROLLER Activity: EU-FP7-SECURITY , EU-FP7-SPACE Abstract: Satellite formations or distributed satellite systems provide advantages not feasible with single satellites. Efficient operation of this platform requires the use of optimal control of the entire satellite formation. This study provides the analysis for the minimum time satellite formation control by decoupling the in-plane motion from the out-of-plane motion. While the out-of-plane motion is fully analytic, the in-plane motion is only semianalytic. The two-point boundary value problem is transformed to solving simultaneous nonlinear equations for the critical control switching times, resulting in an open-loop, bangbang controller. In SIRPS we are interested to develop a new propulsion system with high performances and low costs by using new technologies of miniaturization and advanced materials (that allow lower inert mass and fewer parts). SIRPS multi disciplinary research regards: -studies on different motors with different technologies/ and identification of performance parameters -aerodynamics and combustion of the RBCC engine -application of the new key tecnology for miniaturization -build and test a mall rocket-ramjet combined-cycle engine model -tests and fly tests (by using a high speed UAV) Contact Name: Prof Dr Mircea BOSCOIANU Position: Prof Dr/ Dept. of Aerospace and Technology Mailing address: Bucharest, George Cosbuc Avenue, sector 5, PO , ROMANIA

9 FP7 Project Proposal and Partner Search Organization name: National Meteorological Administration Capabilities/expertise: Satellite and GIS-based applications related to: processing and disseminating products to the forecasting services, the evaluation and monitoring of the snow cover water resources at the level of hydrographical basins, vegetation state monitoring for agricultural crops in the conditions of hydric and thermic stress, applications related especially to dangerous and damaging meteorological and hydrological phenomena. Web address: Proposal title: European on-line system for snow satellite-derived products and applications Keywords: snow, remote sensing, GIS, modeling, web services, Activity: FP7-SPACE ; Space-based applications at the service of European Society Abstract: The evolution of weather systems depends on both the temperature and humidity of the Earth surface. The presence of snow on the ground is important from both meteorological and hydrological aspects, but also has a significant impact on many economic activities. Measurements of snow properties obtained using in-situ observation provide direct determination, but at a limited spatial and temporal extent or resolution. Expanding these measurements, or the measurement parameters (e.g. SCE or the snow water equivalent (SWE)) by the interpolation, can lead to severe errors due to the variation of the land cover and topographic parameters. Earth observation systems (EOS) can regularly provide information about snow properties under the limitations imposed only by instrument passes, characteristics (spatial/spectral resolution) or cloud cover. There exist plenty of available satellite sources that can serve this purpose. The goal of this project is to create a valuable and innovative Internet-based tool which will enable monitoring of the snow cover dynamics in relation to the recent climatic trends. The first objective is to create a harmonised and standardized database at European scale. This will include all available snow satellite derived products. The information about the snow will be available for both viewing and analysis together with complementary land cover/use and topographic information provided by EOS. The next objective will focus on the services provided to the users. The data will be able to be accessed through geo-spatial enabled online system using a
10 simple and intuitive interface. The system will be designed following a distributed architecture. All the partners and end-users will be able to access the system using a web browser to store, display, query, analyze and retrieve snow related information. The users will be able to define their own areas of interest (AOIs e.g. Europe, Rhine basin, France territory or local administrative division), select the satellite platform and visualize the corresponding maps (e.g. SCE, SWE). For more complex AOIs, the topography and the land cover attributes can be used in order to perform a query/selection (e.g. the alpine zones in Austria). Multiple time moments will be able to be retrieved and compared. Information coming from different sensors, at different spatial resolution, will undergo through a fusion process in GIS environment. This will allow the computation of a unique map for a specified interval of time, while reducing the cloud problems.
