4 Russia: main problems During the 2000 s Russian Federation internal R&D expenses in absolute figures were steadily increasing from 48 billion rubles in 1999 to 485,8 billion rubles in The value of scientific research in Russia is 1,04% of GDP in In spite of the better financing for science, the number of research institutions is decreasing: in institutions, in ( i.e., more than 290 lost institutions per year) the number of staff occupied in R&D sphere is decreasing as well: from people in 2007 to people in In 2008, Russia accounts for only 2,5% of research articles published in scientific journals indexed in Web of Science database (France 5,5%, Germany 7,5%, China 9,7%)

5 Institutional framework of S&T S T cooperation The legal basis for scientific and technological EU-Russia cooperation is formed by the following agreements: Agreement on scientific & technological cooperation between the European Community and the Russian Federation (concluded in 2000 and renewed in 2003 and in 2009); Agreement for cooperation between the European Atomic Energy Community and the Government of the Russian Federation in the field of nuclear safety (2001); Agreement for cooperation between the European Atomic Energy Community and the Government of the Russian Federation in the field of controlled nuclear fusion (2001); Roadmap for the EU-Russia Common Space in Research and Education including Cultural Aspects (2005).

6 Institutional framework of S&T S T cooperation The practical cooperation basis is formed by multilateral mechanisms at the level of the RF Ministry of Education and Science and EC Directorate for Research and Innovation: Permanent Partnership Council (PPC) in Science Joint EC-Russia S&T Cooperation Committee Joint EU-Russia Thematic Working Groups (WG) in priority research areas (Nano-technologies & New Materials, Health, Food-Agriculture-Biotechnology, Non-Nuclear Energy, Nuclear Fission, Aeronautics, and ICT), with possibly more to come in future

7 Russian participation to FP7 in all S&T fields The preliminary data reports that for the last 4 years 391 Russian institutions has participated in 264 FP7 projects. The indicative European Commission contribution is 45,6 million euro, 7 Russian organizations are project coordinators Success rate of Russian researchers is 19% that fully corresponds with the European one (19-21%) Russia is considered the most successful state among third countries. Just to compare, the number of Chinese institutions involved in FP7 is 358, USA 164, Japan 22. Russian participants have gained 82% out of the whole sum allocated to the CIS countries. Then Ukraine follows by a wide margin (7,4%), Georgia (2.3%), Belarus 2,2%, and Uzbekistan (2%).

13 PROJECT GOAL The overall strategic goal of the project is to improve in quantity and quality the participation of Russian researchers in the theme Environment (including climate change) of the Seventh Framework Programme (FP7) Bottom-Up Approach: involvement of researchers and stakeholders Wide regional coverage: involvement of institutes from several regions of Russia

14 SPECIFIC OBJECTIVES Improve the knowledge among Russian researchers and multipliers on the thematic priority Environment (including climate change) of FP7 Improve capacity building and know-how on submission procedures under EU-FP projects in Russia Raise awareness in Europe of skilled potential partners from Russia to be involved in EU-FPs in the Environment (including climate change) theme Stimulate international contacts between Russian and EU researchers in view of future partnerships in project consortia

15 THE PROVIDED SERVICES Creation of a database with Russian and European Key players in environmental research Identification of environmental research needs in Russia Organisation of training activities to educate Russian scientists and multipliers on how to participate in FP7 Organisation of thematic workshops to identify cooperation opportunities between Russian and European scientists Organisation of Brokerage Events in the Environmental sector for matchmaking and consortium building Preparation and Dissemination of an e-newsletters and News Alerts with updated info on new developments of the FP7 Environmental thematic priority Setting up and maintaining a liaison with Russian policy makers and experts

16 THE EXPECTED RESULTS Increased participation of Russia scientists to the Environmental thematic priority of FP7 Better knowledge on specific topics of FP7 (legal and financial aspects, submission, negotiation procedure etc.) Enhanced visibility of the Russian scientific community Identification of environmental research topics of common interest between Europe and Russia Promotion of Russian projects to the European counterparts Liaison building between European and Russian experts, researchers, policy makers, national and local authorities in the Environmental sector Liaison building and collaboration with other European projects and initiatives in similar or complementary sectors
