2 220 KV CAPACITOR VOLTAGE ANSFORMERS P a g e 1 SECTION-C 1.0 SCOPE OF SUPPLY / WORKS / SERVICES. 1.1 This specification covers the design, engineering, material, construction features, manufacture, inspection and testing at the Contractor's/sub-contractor's works, packing, transportation and delivery at site. 1.2 It is not the intent to specify completely herein, all details of design and construction of the equipment. However, the equipment shall conform in all respects to high standards of engineering, design and workmanship and be capable of performing continuous commercial operation up to the CONACTOR'S guarantees in a manner acceptable to the PURCHASER, who will interpret the meaning of drawings and specifications and shall be entitled to reject any work or material which, in his judgement, is not in full accordance therewith. 1. The scope also includes but not limited to the following items / services described herein and elsewhere in the tender package Whether called for specifically or not all accessories required for normal operation of equipment are deemed to be considered as a part of the CONACTOR'S scope of supply Training of Purchaser's personnel at purchaser s site on installation, maintenance, carrying out adjustments etc. 1.4 In case of SF 6 gas filled CVT, scope of supply shall include SF 6 gas density monitor supply for remote annunciation and protection tripping of respective breaker in case of SF 6 leakage. 2.0 CONTENTS: Description Clause Codes and Standards Specification of Main Equipment and Accessories 4 Equipment Construction & Design Details 5 Inspection & Testing 6 Quality Surveillance 7.0 CODES AND STANDARDS.1 The design, material, manufacture, assembly, inspection, testing and performance of Capacitor Voltage Transformer and other associated equipments shall comply with latest editions (including amendments thereto) of all currently applicable statutes, regulations and safety codes in the locality where the equipment will be installed. The equipment shall also conform to the latest applicable standards. Nothing in this specification shall be construed to relieve the Contractor of his responsibility.

Other national standards are acceptable if they are established to be equal to or superior to the listed standards. In all such cases, however, copies of English translation of such national standards shall be attached to the tender. (Dimension drawing of existing CVT mounting is attached in Annexure-1 for reference) Its housing shall have profile meeting with IEC and with required minimum creepage distance corresponding to heavy pollution environment. The insulator shed configuration should be of the "Alternate" The transformer including hollow insulator shall be sufficiently strong to withstand stresses due to wind pressure, earthquake, conductor tension at the terminals and forces due to dynamic phase short circuit current. In addition, it shall withstand the stresses due to its own weight and internal pressure if any. Cantilever strength of the offered CVT shall be not less than 500 Kg The transformer shall be suitable for a trouble free and maintenance free performance. Therefore, the bidder shall ensure that the sealing of transformer is properly achieved. In this connection the arrangement provided by the bidder at various locations including the following ones shall be described, supported by sectional drawings.

Cover of the secondary terminal box Insulating oil / SF6 gas required for first filling of the instrument transformer shall be covered in bidder s scope of supply. The oil shall meet the requirements of IS 5 / SF6 gas shall meet the requirement of IS 1072 / IEC The wiring diagram for the interconnection of the three single phase CVTs shall be provided inside the marshalling box The primary terminal connector required for connection of the CVT to purchaser s bus bar (single ACSR moose conductor), shall be in bidder s scope The mounting base arrangement for CVT shall be submitted along with offer. 5.2 Constructional features The metal tanks shall have bare minimum number of welded joints so as to minimise possible locations of oil leakage / SF6 leakage. The metal tanks shall be made out of mild steel/stainless steel/aluminium alloy, depending on the requirement. The thickness and metal used for fabrication of tank shall be indicated by the bidder in general arrangement drawings to be submitted with the offer Surface Finish of all non current carrying metal surfaces exposed to atmosphere shall be given two primer coats of zinc phosphate and two coats of epoxy paint with epoxy base thinner. All metal parts not accessible for painting shall be made of corrosion resisting material. All machine finished or bright surfaces shall be coated with a suitable preventive compound and shall be suitably wrapped or otherwise protected. All paints shall be carefully selected to withstand tropical heat and extremes of weather within the limits specified. The paint shall not scale off or wrinkle or be removed by abrasion due to normal handling. All equipment shall be factory painted. The prime and finish coats shall have a combined minimum dry film thickness of 50 to 75 Microns The housing shall be made of homogeneous, vitreous glazed porcelain of high mechanical and dielectric strength. Glazing of porcelain shall be of uniform brown or dark brown colour with a smooth surface arranged to shed away rain water or condensed water particles. The details of location and type of joint, if provided on the porcelain, shall be furnished by the bidder along with the offer In case of SF6 filled CVT; insulator shall be explosion proof design, composite / porcelain. A controlled pressure relief device shall be provided to eliminate unacceptable mechanical stresses in the housing The hollow insulators shall be cemented to cast aluminum alloy flanges and hermetically sealed by non-ferrous metallic plate with neoprene rubber or equivalent O-ring gasket.

7 220 KV CAPACITOR VOLTAGE ANSFORMERS P a g e Details of attachment of metallic flanges to the porcelain / composite insulators shall be brought out in the offer In case of SF6 filled CVT, SF6 leakage rate shall be less than 0.2% per year Oil filling, drain plug and oil sight glass having low oil level indication mark shall be provided in case of oil filled electromagnetic unit of CVT Oil filling and draining hermetically sealed plugs / SF6 gas online filling plug shall be provided In case of SF6 gas filled CVT, suitable SF6 gas density monitoring device with NO / NC contacts shall be provided to facilitate the remote annunciation and tripping in case of SF6 leakage. Provision shall be made of online gas filling also Secondary terminals of CVT shall be bought out in a weatherproof terminal box having enclosure protection of IP: 55 as per IS / IEC. The terminal box shall be provided with removable gland plate of adequate size and gland/s suitable. The dimensions of the terminal box and its openings shall be adequate to enable easy access and working space with use of normal tools Corona shields (grading rings) shall be of copper or corrosion resistant aluminium Nuts and bolts or screws used for fixation of the interfacing porcelain bushings for taking out terminals shall be provided on flanges cemented to the bushings and not on the porcelain For gasket joints wherever used nitrite butyl rubber gaskets shall be used. The gasket shall be fitted in properly machined groove with adequate space for accommodating the gasket under compression Terminal and polarity marks shall be indelibly marked on each CVT All ferrous parts including nuts, bolts, plain and spring washers of size M 10 and above, support channels, structures etc. shall be hot dip galvanised to conform latest version of IS 2629 or any other equivalent standard. All other fixing nuts, bolts, washers of size below M 10 shall be made out of stainless steel Metal tank of the CVT shall be provided with two separate earthing terminals for bolted connection to 50 x 5 mm MS flat for connection to station earth-mat The CVT shall be provided with suitable lifting arrangement, to lift the entire unit. The lifting arrangement shall be clearly shown in the general arrangement drawing. Lifting arrangement (lifting eye) shall be positioned in such a way as to avoid any damage to the porcelain housing or the tanks during lifting for installation/transport. Necessary string guides shall be offered which shall be of removable type. 5. Technical Particulars for Capacitor Voltage Transformers

8 220 KV CAPACITOR VOLTAGE ANSFORMERS P a g e Capacitor voltage transformer shall consist of coupling capacitors (a capacitor divider) and an electromagnetic unit housed in independent, non-oil communicating hermitically sealed compartments. It shall be so designed and inter-connected that the secondary voltage of the electromagnetic unit is substantially proportional to and in phase with the primary voltage applied to the capacitor divider unit. The capacitance divider consists of primary and secondary capacitance housed in high quality porcelain insulators filled with oil/ SF 6. The electromagnetic unit comprises compensating reactor, intermediate transformer and protective and damping devices and should have a separate terminal box with the entire secondary terminal brought out CVT should have secondary windings, two of which are intended for protection and one for metering. 5.. CVTs shall be suitable for high frequency (HF) coupling required for power line carrier communication. Carrier signal must be prevented from flowing into potential transformer (EMU) circuit by means of a RF choke/reactor suitable for effectively blocking the carrier signals over the entire carrier frequency range i.e. 40 to 500 KHz. Details of the arrangement shall be furnished along with the bid. H.F. terminal of the CVT shall be brought out through a suitable bushing and shall be easily accessible for connection to the coupling filters of the carrier communication equipment, when utilised. Further, earthing link with fastener to be provided for HF terminal The coupling capacitor unit and the electromagnetic unit should be housed in independent, non-oil communicating hermitically sealed compartments Coupling Capacitor The coupling capacitor/capacitor divider unit shall consist of an assembly of capacitor elements of high grade aluminium foil and pure ultra thin cellulose paper, housed inside porcelain insulator with corrosion resistant aluminium alloy end fittings. The Unit is to be filled completely with degassed insulating oil / SF6 gas. The oil volume changes caused by temperature variations should be compensated by a stainless steel bellow. The bellow should be pressurized by inert gas so as to have a positive pressure even at low ambient temperature The material, construction and assembly of capacitor unit shall be such that the capacitance value does not change with time and that the influence of temperature is kept to a minimum The live mating surface used for the connections between two capacitor units shall be either of brass or tinned copper or corrosion resistant aluminium alloy to provide good electrical joint Electro-magnetic Unit (VT) The VT shall be housed in a hot dip galvanized tank at the base of the coupling capacitor.

9 220 KV CAPACITOR VOLTAGE ANSFORMERS P a g e The electro-magnetic unit comprising compensating reactor, intermediate transformer and protective and damping devices should have a separate hot dip galvanised terminal box with all the secondary terminals brought out. The damping devices, which should be permanently connected to one of the secondary windings, should be capable of suppressing the ferro-resonance oscillations Voltage transformers shall be given tropical treatment for satisfactory operation in hot and humid climate The secondary terminal box for the voltage transformers shall include 10A HRC fuses in each secondary circuit for metering and protection Hot dip galvanized terminal box shall be provided for mounting carrier protection device, surge protection device Voltage transformers shall be provided with the following accessories: Rating & diagram plate as required by relevant standards Bushings/connections/terminations required between the capacitor and the primary of the VT Performance Requirements The capacitor voltage transformers should be designed to meet the requirements for accuracy, burden and ferro-resonance requirements specified in this specifications and transient response specified in relevant standards The capacitor voltage transformers should be thermally and dielectrically safe when the secondary terminals are loaded with the guaranteed thermal burdens The maximum temperature rise shall not exceed the figures given in applicable standards for operation considering the design ambient temperature of 50 o C The capacitance shall be designed for a preferred capacitance rating of the value as stated in this specification for rated system voltage and rated power frequency. If the capacitor offered is designed for any other value, the TENDERER shall indicate reasons /advantages of the same The high frequency capacitance values shall be within the limits of 80% and 150% of the rated capacitance, for a frequency range from 40 to 500 KHz and at the temperature limits specified The values of stray capacitance and conductance of the low-voltage terminal, with respect to the earth terminal, shall be as low as possible. The terminal design and arrangement shall be such that adverse atmospheric effects of humidity, dust, etc. does not increase the generally recommended limiting values of the stray capacitance and conductance, for coupling capacitor/cvt as stated in applicable standards.

10 220 KV CAPACITOR VOLTAGE ANSFORMERS P a g e The accuracy of capacitor voltage transformer shall remain within the specified class when a carrier coupling device is connected to the earth lead of the intermediate voltage capacitor The internal insulation of CVTs shall be designed to safely withstand specified over voltage. 6.0 INSPECTION AND TESTING 6.1 General The routine tests, acceptance tests, special tests and type tests are covered in this section. Inspections and tests at raw material stage, semi finished or module level are detailed in the typical QAP given in Clause All the equipments offered should have been successfully type tested as per the relevant standards, amended up to date. In case the equipment of the type and design offered has already been type tested, bidder shall furnish type test reports before proceeding with manufacture. Type tests must not have been conducted earlier than five years from the date of opening of bids. In case the type tests were conducted earlier than five years, such type tests shall be carried out by the successful bidder free of cost before commencement of supply. The undertaking to this effect shall be furnished along with the offer without which the offer shall be liable for rejection. As a part of technical offer, bidder shall include a tabulation detailing various type tests on each type of equipment along with applicable type test certificate number, details of the equipment subjected to type test, place of testing and final results In the offered CVT, if there are changes in the components or in the design/type as compared to the CVT already type tested, the purchaser reserves the right to demand repetition of tests without any extra cost before commencement of supply. 12 220 KV CAPACITOR VOLTAGE ANSFORMERS P a g e The general requirements regarding quality assurance, organisational set up for quality surveillance, qualification and experience details of personnel of quality Assurance department, QA Manual, Mock up test procedures etc. are covered in Section C-0 and the GCC Quality control plan This indicates the requirements expected from the contractor/manufacturer of the Instrument Transformers. Failure of a characteristic means failure to meet the acceptance norms. Sampling: Generally in accordance with IS: Sampling will be used as under:- If witness is carried out by Prime contractor, NPCIL will witness on sample basis, or if witness of tests is carried out by subcontractor, Prime contractor will witness on sample basis. Any deviation to this QAP shall be brought out by vendor in his offer failing which this QAP shall be complied with fully.
