1 SECTION BROADBAND INFORMATION SYSTEM PART 1 - GENERAL 1.01 RELATED DOCUMENTS 1.02 SCOPE A. General: Drawings and general provisions of Contract, including General and Supplementary Conditions and Division 1 Specification sections, apply to work specified of this section. A. General: Provide, complete with all accessories, a complete bi-directional broadband information system as shown on the contract drawings and described herein. The system shall exhibit a forward bandpass of 50 to 450 MHz and a reverse bandpass of 5 to 30 MHz. B. Provisions: The system shall include all components for a complete headend, an equalized distribution system, and a single cable drop to the main telephone terminal board for each building on site and to each of ten production service pedestals. Certain groups of small buildings are provided with only one terminal board served by the site duct system and, for the purpose of this specification, they shall be treated as a single building. Wiring and additional amplification necessary to service outlets within each buildings is beyond the scope of this work and shall be addressed by separate contract. C. Ducts: A complete site-wide system of concrete encased ducts and manholes is provided for support of this and other systems. Service ducts are provided between manholes and each telephone terminal board or production service pedestal where service is to be provided. These ducts shall be cleared of debris by their installer and may be assumed to be open. Installation of pull cords within designated broadband system ducts shall be the responsibility of the broadband system contractor. D. Coordination: Installation of broadband system cable plant and splicing shall be coordinated with other communications trades to avoid interference during execution of the work and damage to finished work. All equipment required for de-watering of manholes, manhole ventilation, cable pulling, and general personnel safety during performance of this work shall be provided as part of this work. E. Standards: Distribution system components and overall system performance shall meet or exceed requirements set forth in Federal Communications Commission Technical Specifications Part 76 as applied to cable television systems. Headend equipment shall be exempt from these requirements. BROADBAND INFORMATION SYSTEM
2 F. RFI: Special emphasis shall be placed on radio frequency interference (RFI) integrity as licensed radio services outside the cable system share the same frequencies designated for use within. The contractor shall also assume all cable plant and passive devices located within manholes shall be submerged at all times except during installation, and take such measures as are necessary for proper system operation under these conditions. G. Surge Suppression: Surge suppression requirements shall apply only to circuits entering the system headend and for protection of the system 60 volt power supply. Grounding of services and pedestals shall be as shown on the contract drawings CONTRACTOR QUALIFICATIONS A. Qualifications: The Contractor installing this system shall be experienced in the design, installation, proof-of-performance testing and maintenance of broadband cable television systems comparable or larger in size and complexity to the system required on this project. Such experience shall be indicated in a list of successfully completed systems with the submittal for this system. Contact names and addresses for all references shall be provided. B. Equipment: The Contractor executing this work shall own and maintain at least the following equipment for execution and maintenance of this system; 1. A signal level meter capable of measuring levels between 5 and 800 MHz. 2. A flat noise generator or sweep/marker generator capable of providing a calibrated output between 5 and 450 MHz. 3. An oscilloscope with a suitable RF detector for use in sweep testing system response. 4. A return loss bridge and variable termination for on-site cable sweep testing prior to installation. 5. A time domain reflectometer designed for operation into 75 ohm air dielectric cable for verification of installed cable. 6. Composite test sets, simul-sweep equipment and other test systems capable of providing the required functions shall be considered equivalent to the equipment specified. BROADBAND INFORMATION SYSTEM
3 C. Resume: A resume of personal cable television experience shall be submitted for the cable foreman, each splicer, each technician, and the system design engineer. D. Provisions: The Contractor shall own and maintain all necessary equipment and tooling to properly provide the system in accordance with recommendations set forth by the manufacturers of each item of system equipment SYSTEM HEADEND CONFIGURATION A. General: The system headend shall be configured using standard E.I.A. nineteen inch free-standing equipment racks located within the technical building. Raceways which connect the headend equipment to the antenna tower location and to the ductbank system shall be provided by others. B. Channels: Antennas and dual conversion hetrodyne signal processors shall be provided for each of the following off-air channels; 1. Channel 2 - (NBC) - Orlando converted to 4 2. Channel 6 - (CBS) - Orlando converted to 5 3. Channel 9 - (ABC) - Orlando converted to 7 4. Channel 24 - (PBS) - Orlando converted to Channel 35 - (IND) - Orlando converted to 3 6. Channel 12 - (MCA) - By others at Vendor Service 7. Channel 13 - (MCA) - By others at Vendor Service 8. Channel A - (MCA) - By others at Vendor Service 9. Channel B - (MCA) - By others at Vendor Service C. Modulation: In-band FM modulators shall be provided which accept a 600-ohm program source from owner provided equipment and distribute this material to all points on the system as standard FM channels. Standard tuner/amplifier or receiver equipment shall be provided in buildings throughout the site by others to demodulate these signals and distribute the resulting audio program material. Initially, off-air FM channels shall not be distributed on the system. D. Frequency: Required modulator frequency assignment is listed in the table which follows. A minimum of 400 KHz separation shall be maintained between all locally originated channels and between these channels and locally used off-air frequencies. Signal Receiving Provisions: Headend and site cable provisions shall be made to receive 4 standard NTSC modulated aural/visual signals from modulators provided by others in the Vendor Service Building. Bandpass filtering shall be provided within the headend to restrict vendor origination only to designated channels and to prevent out-of-band spurious signals from affecting other aspects of system operation. F. Future Provisions: Provisions shall be made in the headend combining network to accept an additional 25 future NTSC television channels from owner provided satellite or local sources. G. Reverse Path Signals: Reverse path diplexing shall be provided at the headend forward output to deliver 5 to 30 MHz reverse path signals to a user accessible connector within the headend rack as a provision for delivery and re-distribution of high quality television signals from any building on site. One non-standard wide band FM video channel is currently contemplated, operating on a center frequency of 14 MHz with a bandwidth of 14 MHz. This channel, originating at a roving modulator, shall be demodulated and passed to a satellite up-link or re-modulated in standard NTSC format and fed back into the system as a forward channel. H. Paging Override: One paging microphone with an override control circuit shall be located at the Operations building and connected to the system headend via telephone pairs. Operation of this microphone shall be by actuation of a hooded toggle switch. Operations building audio output shall override all program sources driving FM modulators and be distributed as an "ALL CALL" signal on all channels of the system DISTRIBUTION SYSTEM DESCRIPTION A. General: Site distribution shall consist of a system of air-dielectric, jacketed/flooded, non-pressurized cable with pedestal mounted bidirectional amplification equipment and passive devices located in manholes. 5 B. Amplifiers: Amplifiers shall be arranged as shown on the contract drawings at trunk spacing not exceeding 20 db at 450 MHz. The trunk system shall be configured to accept a flat plus 10 dbmv signal at the first amplifier located outside the Technical building. Input pad and equalizer modules shall be provided to compensate for short spacing and cable slope, respectively. Output of each trunk amplifier shall be adjusted to provide a sloped output ranging from 24 dbmv at 50 MHz to 30 dbmv at 450 MHz. Reverse trunk amplifiers gain and slope shall be adjusted to provide unity gain in the frequency spectrum from 5 to 30 MHz between the reverse output of each amplifier and the reverse output of the amplifier at the Technical building. C. Amplifier Adjustment: Bridger amplifier forward gain and slope shall be adjusted to provide a sloped output between plus 49 dbmv at 450 MHz and plus 41 dbmv at 50 MHz before entering the appropriate feedermaker module. D. Output: All ports of all directional taps shall provide a minimum output of plus 20 dbmv at 450 MHz with no greater than 8 dbmv level difference between 50 and 450 MHz GENERAL SYSTEM PARAMETERS A. Carrier to Noise: System carrier to noise ratio shall not be less than 48 db. B. Modulation: Hum modulation shall be a minimum of 59 db below visual carrier levels. C. Composite Triple-Beat: Composite triple-beat products shall be a minimum of 55 db below forward visual carrier levels. D. Aural Carrier: Aural television carriers shall be maintained at a level of 15 db below visual carrier level. E. Bandpass: Forward and reverse trunk bandpass shall be flat within plus or minus 1/2 db between maximum usable frequencies. F. RF Leakage: Radio frequency leakage into the system in the 5 to 30 MHz spectrum shall be at least 65 db below reverse visual carrier level. G. Delay: Combined reverse and forward path chroma delay, as measured at the most distant bridger port, to the headend, and back, shall not exceed 28 nanoseconds. BROADBAND INFORMATION SYSTEM
6 1.07 SHOP DRAWING REQUIREMENTS A. General: Complete data on all system active and passive equipment shall be submitted with calculations reflecting compliance with this specification. B. Diagram: A complete system headend and distribution system diagram shall be submitted indicating calculated forward levels delivered at each directional tap port at 50 and 450 MHz and required reverse path input at each directional tap for full output to the headend. C. Signal Base: Results of an on-site signal survey using a broadband antenna of known characteristics at a height of 20 feet above grade. Testing shall be performed as close as possible to the actual antenna site. Information to be recorded includes: 1. Aural and visual carrier levels on all desired UHF and VHF channels. 2. Aural and visual carrier levels on other UHF and VHF channels which exhibit visual carrier levels above minus 10 dbmv. 3. Visual picture quality for each measured channel noting the relative intensity and horizontal displacement of any ghosting. Lead, lag, displacement, and horizontal scan width of the test receiver shall be noted. 4. Impulse noise observed in received pictures and azimuth of origin. 5. Beat interference and frequency. 6. Test receiver shall be a 3 gun color set with a minimum diagonal screen dimension of 17 inches. Last date of calibration for signal level meter shall be included with site survey documentation SPECIAL REQUIREMENTS FOR SERVICE DROPS TO BUILDINGS A. Service: Services for each building shall consist of a polyethylene jacketed double shielded RG-11 cable suitable for submerged applications. This cable shall be extended from the tap port in the manhole serving the building to a diplexer/grounding block located on the telephone terminal board of the building served. Diplexer forward (50 to 450 MHz) and reverse (5 to 30 MHz) ports shall be terminated with a suitable type F terminator. A #12 AWG bond wire shall be extended from the diplexer/ground block to the #6 AWG ground wire serving the terminal board. B. Buildings: The Broadband System Contractor shall include in the bid price, services as described for each of the following buildings; BROADBAND INFORMATION SYSTEM
7 1. Administration 2. Technical 3. Vendor Services 4. Operations 5. Wardrobe 6. Food Service Warehouse 7. Merchandise Warehouse 8. Landscaping and Grounds 9. Central Chiller Plant 10. Each of four Stage Buildings 11. Stage Support Building C. Provisions: Services for other buildings shall be deferred until completion of these buildings at a future date. Contractors shall not include the cost of these services in their bid price, however, a unit cost per building service shall be submitted with the bid based on installation of buildings one at a time in the first year following substantial completion of the system. These prices shall be adjusted according to the consumer price index for services installed after the system 1 year warranty period expires or dealt with by separate contract at the owner's option SPARE PARTS A. Spare Parts: The following spare parts shall be provided for this system; 1. Two passive devices of each type and value used in the system. 2. One set of amplifier modules. (Provide 1 pad and equalizer of each value). 3. One set of channel processor modules excluding input and output converters. 4. Ten connectors of each type. 5. Ten and ten splices with flooded shrink tube for each. 6. One crimping tool for each type of RG cable. 7. One and one cable coring tool. PART 2 - PRODUCTS 2.01 TRUNK/BRIDGER AMPLIFIERS A. Type: Provide a Magnavox 440 series Model 5-MTB with 5-RT30 return amplifier, 4 way feedermaker and 60 VAC power supply. B. Plug-in Pad and Equalizer: Provide plug-in pad and equalizer as required. 8 2.02 TERMINATING BRIDGER AMPLIFIERS A. Type: Provide a Magnavox 440 series Model 5-MDB with 5-RT30 return amplifier, 4 way feedermaker and 60 VAC power supply. B. Plug-in Pad and Equalizer: Provide plug-in pad and equalizer as required. C. Accepted Equal: Jerrold Starline LINE EXTENDER AMPLIFIERS A. Type: Provide a Magnavox 5-MLE-60 with 5-LER30 return amplifier. B. Plug-in Pad and Equalizer: Provide plug-in pad and equalizer as required. C. Accepted Equal: Jerrold JLE Series SYSTEM POWER SUPPLY A. Type: Provide a Magnavox 4-LPS60-12/TD with time delay relay contact wired in series with output. B. Accepted Equal: Jerrold SPS-60B PASSIVE DEVICES A. Splitters: Splitters and directional couplers shall be Magnavox MX-5TFC series. B. Inserter: Power inserter shall be Magnavox MX-5LPI. C. Taps: Multi-taps shall be Magnavox MX 5800/4. D. Accepted equal: Jerrold FFT Series SITE FEEDER CABLE A. Type: Feeder cable shall be an air dielectric, non-pressurized, jacketed, flooded type. B. Characteristics: All feeder cable shall be 100 percent swept tested and shall exhibit a structural return loss of not less than the following throughout the frequency spectrum between 5 and 450 MHz; Cable - 35 db Cable - 30 db C. Bending Radius: Minimum bending radius shall be 6 inches for inch and 8 inches for inch cable types. BROADBAND INFORMATION SYSTEM
9 D. Pulling Tension: Allowable pulling tension shall not be less than 260 lbs. and 500 lbs. for and cable types, respectively. E. Attenuation: Attenuation characteristics in decibels per 100 feet at 20 degrees C. shall not deviate from the following schedule by greater than 2 percent: Frequency Attenuate (db/100') (MHZ) F. Manufacturer: Cable used as the basis of design is Trilogy Communications MC2 series FLEXIBLE "RG" CABLE AND ANTENNA DOWNLEADS A. Characteristics: All RG cable shall be 100 percent swept tested. Return loss at any frequency between 5 and 300 MHz shall not be less than 23 db. B. Construction: Cable shall be constructed of a copperclad steel or solid copper center conductor, gas expanded cellular polyethylene dielectric, multiple braided shields, and an overall black polyethylene jacket. C. Attenuation: Attenuation characteristics in decibels per 100 feet at 20 degrees C. shall not deviate more than 10 percent from the following values: Frequency Attenuation (db/100') (MHZ) RG-59 RG-6 RG (CH 2) (CH 13) (CH W) Cables used as the basis of design are Belden 9054 (RG-59), 9060 (RG-6), Comm/Scope ADS-11 (RG-11). 10 2.08 CONNECTORS A. Site Cable Connectors: Connectors for semi-rigid site cable shall be integral mandrel type, specifically manufactured for the MC2 air dielectric cable by LRC Electronics or Gilbert. A 12 inch length of flooded heat shrink tubing shall be installed over all connectors in manhole and pedestal locations. B. Crimping: All connectors shall be installed using the connector manufacturer's recommended coring and pin crimping tools. C. RG Connectors: RG series cables shall be provided with the following connectors: Cable Connector Mfgr Tool RG-59 F-59-QS LRC CT-610 RG-6 F-56-QS LRC CT-611-QS RG-11 F-11-QS LRC CT-611-QS 2.09 ANTENNAS - SINGLE CHANNEL A. High Band VHF: Jerrold J-105 series (Acceptable: Finco GMA-10, Blonder Tongue YH10 series) B. Low Band VHF: Jerrold 55 series (Acceptable: Finco GMA-5, Blonder Tongue YH5 series) C. UHF: Jerrold D-1338-BB (Acceptable: Scientific Atlanta) 2.10 ANTENNA TOWER A. Design Selection: Rohn 45 series 2.11 HEADEND ENCLOSURE A. Design Selection: Soundolier WA 200 Series (Acceptable: Emcor, Amco) with front and rear door ACTIVE DEVICES A. Preamplifiers: Jerrold DSS or DSU, (Acceptable: Finco G-25, Blonder Tongue CMA) B. 11 2.13 PASSIVE DEVICES - HEADEND AND BUILDING SERVICES A. Diplexer: Viewsonics VSSMHPF-30 or accepted substitution. B. Bandpass Filter VHF: Jerrold PBF (Acceptable: Blonder Tongue 4413) C. Bandpass Filter UHF: Blonder Tongue 4805 (Acceptable: Scientific Atlanta) D. Splitters: Jerrold 1590 Series (Acceptable: Magnavox 90 series) E. Combining Network: Scientific Atlanta (Acceptable: Jerrold HC-8) 2.14 EQUIPMENT ENCLOSURES - BELOW GRADE A. Passive Mounting: All passive mounted in manhole shall be installed in Channel Commercial Corporation UTH Series housings. B. Amplifier Mounting: Amplifiers shall be installed in Utility Products type TV-2400 housings. PART 3 - EXECUTION 3.01 INSTALLATION OF ANTENNAS A. General: Antennas shall be installed, oriented and secured in position. All downlead cables shall be neatly routed to weatherheads and secured to support structure at 12 inch intervals with sunlight resistant Ty-Rap fasteners equal to T & B Zytel series. B. Drip Loops: Drip loops shall be provided on all cables at weatherhead entry points. C. Connections: All antenna cable connections shall be filled with an inert silicone compound equal to Dow Corning #5 and encased in a rubber weatherboot INSTALLATION OF CABLES A. In Raceway: All cables shall be installed in raceways without kinks, dents, or abrasions. Specified pulling strength of cable shall not be exceeded. B. Terminal Locations: Cables at terminal locations shall be neatly formed using a bending form to prevent kinks or other discontinuities. Cables showing evidence of abuse or physical damage shall be replaced at the contractor's expense. BROADBAND INFORMATION SYSTEM
12 3.03 INSTALLATION OF CONNECTORS A. Provisions: All connectors shall be installed in strict accordance with the manufacturers instructions. B. Residue Removal: All dielectric residue shall be removed from surfaces of center conductors to insure proper electrical contact. C. Preparation: Semi-rigid cables shall have jacket removed to a length of 2 inches from the cable end to allow proper seating of connectors without scoring of the aluminum sheath. A tubing cutter shall not be used for this purpose. All flooding compound shall be removed from the connector location with a suitable solvent. D. Connections: All connections including terminations and connections on flexible cables shall be wrench tightened to insure RFI integrity. Connectors at manhole tap locations and antennas shall be filled with Dow Corning #5 compound prior to wrench tightening. E. Tooling: Cables shall be prepared to accept connectors using the manufacturer's recommended tooling. F. Crimp Connections: Crimp type connections on flexible cables in manholes shall be made with a Hex crimp tool and encapsulated with flooded heat shrink tubing. G. Heat Shrink Boot: All cables containing flooding compound shall be provided with a heat shrink boot at all termination points which covers the housing connector boss, body of the connector and extends not less than 12 inches along the cable jacket. Heat shrink boot shall be of the filled type. H. Splices: Cable splices below grade or in other locations shall be made according to manufacturers recommendations, tested, and covered with a filled heat shrink boot approximately 30 inches in length. Boot shall contain a resilient compound which melts as heat is applied and fills all voids between the shrink tube and cable jacket. Resin casts shall not be acceptable EQUIPMENT MOUNTING A. Workmanship: All headend equipment shall be mounted within the equipment enclosure in a neat orderly manner. All operating controls shall be accessible without removal of equipment. B. Mounting: All remote terminal equipment (amplifiers, taps, couplers etc.) shall be neatly arranged and securely mounted. BROADBAND INFORMATION SYSTEM
13 C. Integrity: All equipment housing hardware including amplifiers shall be wrench tightened to insure full RFI integrity SYSTEM ADJUSTMENTS A. Input Adjustment: System antenna signal levels shall be padded and/or preamplified to produce the specified input at each amplifier. B. Output Adjustment: Headend gain shall be adjusted to produce the specified output levels. C. Installation: System design is based on estimated distances between devices. The contractor shall measure the exact cable footages between equipment locations and submit a revised drawing to the engineer for review containing the following; 1. Exact footage of each cable. 2. Revised coupler and tap values. 3. Revised equalizer and pad values SYSTEM PERFORMANCE A. General: Upon completion the system shall be adjusted, tested, and left in perfect operating condition. B. Provisions: The system shall not exhibit any audible or visible components of hum, noise, or distortion SYSTEM DEMONSTRATION A. General: The Contractor shall demonstrate the operation of the system to the Engineer during the final inspection in the following manner; 1. Measure signal levels with a calibrated field strength meter at outlets selected by the Engineer. 2. Observe picture quality at outlets selected by the Engineer using a 17 inch (diagonal screen size) color television receiver. 3. Any other test the engineer deems necessary to establish the system is operating properly TEST EQUIPMENT REQUIRED A. Receiver: 17 inch minimum diagonal screen size color receiver in good working order. BROADBAND INFORMATION SYSTEM
14 B. Meter: Signal level meter capable of measuring peak carrier levels within the 5 to 450 MHz spectrum. C. Age and Calibration: Test equipment used in demonstrating system performance shall be less than 6 months old or bear the calibration seal of a recognized lab which is dated within 6 months of the date of demonstration AS BUILT DRAWINGS A. General: Complete system as-built drawings shall be provided the following information; 1. A block diagram of the entire system indicating all cables, cable types, active components, and passive components. 2. Aural and visual carrier levels on all channels at input from antennas and headend output. 3. Measured signal level on all visual carriers at: a. Input and output to all active devices b. Each multitap c. Each feeder termination d. Each building service PADS FILTERS AND ACCESSORIES A.
